Keynote about GIS-Utilities-Kadaster at GeoUtilities 2014 Conference in London, 28 January 2014. It's all about getting to wisdom through knowledge, information and data related to the real world. The magic formula is: get connected. You are not on your own.
Data Innovation Spaces are identified by BDVA as a key instrument to foster the Data-Driven Innovation in Europe. They provide innovation and experimentation environments where companies in their respective ecosystems could have their data-driven and AI-related products and solutions piloted, tested, and exploited before going to the market. BDVA launches every year a process to identify and recognize relevant initiatives in Europe that meet specific quality criteria in infrastructures, services, projects, and sectors of application, ecosystem and sustainability (BDVA i-Spaces call for labels).
During this session, we will present the concept of BDVA i-Spaces (as it is reflected in the BDVA SRIA), the process and steps of i-Spaces labeling, the value proposition of being an i-Space and activities and examples of collaboration. The session will also include examples of first-hand experience from three recognized i-Spaces: ITAINNOVA (DIH Aragon), UPM, and Demokritos NCSR (aheed DIH).

This webinar introduces the physics of Dynamic Line Rating (DLR), and calculation methods based on CIGRE and IEEE standards. Various approaches are discussed: direct measurement technologies (sensors) as well as weather model-based simulations. We describe applications implemented by grid operators for some years already. These illustrate how Dynamic Line Rating data have been integrated into grid operators’ tools and processes, in particular how forecasts are used. Furthermore, some analytics will be shared that demonstrate the benefits of Dynamic Line Rating for reducing OPEX and CAPEX. This includes examples on increasing cross-border trading, reducing investment on new line infrastructure and reducing congestions, which helps to make decisions on reinforcement and investment.

Memorandum Of Association Constitution of Company.pptseri bangash
www.seribangash.com
A Memorandum of Association (MOA) is a legal document that outlines the fundamental principles and objectives upon which a company operates. It serves as the company's charter or constitution and defines the scope of its activities. Here's a detailed note on the MOA:
Contents of Memorandum of Association:
Name Clause: This clause states the name of the company, which should end with words like "Limited" or "Ltd." for a public limited company and "Private Limited" or "Pvt. Ltd." for a private limited company.
https://seribangash.com/article-of-association-is-legal-doc-of-company/
Registered Office Clause: It specifies the location where the company's registered office is situated. This office is where all official communications and notices are sent.
Objective Clause: This clause delineates the main objectives for which the company is formed. It's important to define these objectives clearly, as the company cannot undertake activities beyond those mentioned in this clause.
www.seribangash.com
Liability Clause: It outlines the extent of liability of the company's members. In the case of companies limited by shares, the liability of members is limited to the amount unpaid on their shares. For companies limited by guarantee, members' liability is limited to the amount they undertake to contribute if the company is wound up.
https://seribangash.com/promotors-is-person-conceived-formation-company/
Capital Clause: This clause specifies the authorized capital of the company, i.e., the maximum amount of share capital the company is authorized to issue. It also mentions the division of this capital into shares and their respective nominal value.
Association Clause: It simply states that the subscribers wish to form a company and agree to become members of it, in accordance with the terms of the MOA.
Importance of Memorandum of Association:
Legal Requirement: The MOA is a legal requirement for the formation of a company. It must be filed with the Registrar of Companies during the incorporation process.
Constitutional Document: It serves as the company's constitutional document, defining its scope, powers, and limitations.
Protection of Members: It protects the interests of the company's members by clearly defining the objectives and limiting their liability.
External Communication: It provides clarity to external parties, such as investors, creditors, and regulatory authorities, regarding the company's objectives and powers.
https://seribangash.com/difference-public-and-private-company-law/
Binding Authority: The company and its members are bound by the provisions of the MOA. Any action taken beyond its scope may be considered ultra vires (beyond the powers) of the company and therefore void.
Amendment of MOA:
While the MOA lays down the company's fundamental principles, it is not entirely immutable. It can be amended, but only under specific circumstances and in compliance with legal procedures. Amendments typically require shareholder

‘Utility Cadastre’... Why (not)?
Cause:
- Dutch Supreme Court ruling (HR June 6,
2003):
‘Cable and pipelines are immovable objects’
result: registration ownership networks
- Act electronic exchange cable and pipeline

On behalf of Ministry of Economis affairs, taking the
legislation into effect, by developing online software, to
enable information exchange between the ‘excavator’
and the cable- or pipeline company to prevent damage
to cable’s and pipelines.

Editor's Notes
Thank you very much for inviting me to speak at this great conference at a great location.
A few weeks ago I spoke at a meeting about open data and efficiency. A bit like what I’m expected to speak about today. And I started with this magic formula. I think this formula also works well for using GIS in the utility sector. So in this presentation I will try to explain how GIS makes MORE possible!
But first let me introduce myself. I am a spatial planner from origin and discovered in that context the power of GIS. It’s also where GIS first reached its full potential. After spatial planning, other disciplines followed like envirnonmental issues and disaster management. I used to run my own company and worked on GIS projects in various sectors including disaster managment, crises control and security. About six years ago I went to work for the Dutch Cadastre, Land Registry and Mapping Agency -in short: Kadaster. I also worked for Geonovum which is at the heart of implementing GIS or more over Geo-information in the Netherlands. They design standards, rules, and connect people and ideas. Challenges like Linked Opendata and Smartcities interst me, especially what they can mean for the real world.
From my point of view, the utility sector is one of the most interesting places to work, because it all comes together there. And if stand still, you are going backwards. If you don’t manage to innovate with the times, you lose. It is a mindset.
Alliander is large consortium utility company in The Netherlands.
This is something to work on. And I guess the same is true for for water, gas, electric and other utilities. It’s no longer guaranteed that only the utility sector is making plans and delivering energy. The same is for Cadastre sector. What if Google or another big company comes up with an idea to build a better and different Cadastre?
The magic formula is to connect!
This initiative was not started by the utility sector but in the meantime, they are quite active.
What is included in Energy in the picture? Years of offering unlimited access to online Energy service.
Unlimited licenses for employees.
Data on energy consumption (gas and electric) for the catchment area (? Google translation of ‘verzogingsgebied) from the connected grid.
Four times a year, the connected grid updates data on energy consumption.
In addition, history of energy consumption from 2008 is available.
Several possible breakdowns of energy consumption data is available such as private versus business use or by zip code.
Open data page - http://www.liander.nl/liander/campagne/open_data.htm
Movie - http://www.liander.nl/sc/Images/Opendatafilmpje_tcm300-264795.jpg
So here is another magic formula. The question is; how does this GIS formula work in the utility sector?
Jenne – you may want to begin with a few sentences about Key Registers/Base Registers/ Land Registers. For this audience, I would use the word “land registers” . Karen
What’s happening at the burning point? What am I working on. What stories can we share?
[NvB concept tonen. ]
I will now give an outline.
Let’s take a closer look.
This is a futuristic - but not an unrealistic - picture of Rotterdam Harbour. These kind of changes to the landscape will absolutely have a direct impact on the land use and its rights. So this transition impacts Kadaster and we need to connect with it!
The Kadaster is the Dutch cable and pipeline information centre. And despite today’s economic crises, we are still building all kinds of structures, and developing underground infrastructures.
And of course we all want to avoid excavation damage, which happened here but I will come back to this in a little bit.
Well as I said we are still building a stronger infrastructure. For instance for transport of liquid gas from the a habour in the North of the Netherlands, Eemsharbour.
But how do we know what the best routes are?
Cheapest routes?
Fastest realisation?
Least damage tot the environment? ...
As an Asset Manager, you do not only need asset data, you need much more; soil, trees, spatial plans, etc... Do you know how to collect and use this data in your processes? Can you read and write with those third parties who use GIS?
And for us, it all begins with registration of land and property titles and their associated legal rights as well as documentation of all transactions.
Above all, I want to put forward that we have some pieces, some blocks of data, information, knowlegde and wisdom that we need to connect to the utility sector.
It’s all about making the connection.
You can use this diagram for a lot of issues; for instance; collecting asset data; So far the mindset, now we can zoom in !
This brings me back to the Kadaster and what we’re here for on earth. And if you look closely you’ll see that we allready made the connection with the utility sector, but IS it strong enough for building the future? I would say not yet. It’s not strong enough. We need to do more to make the connection intelligent and useful.
All available in the highest quality. But are these key data sets connected in an intelligent way. I don’t think so. But we’re on the move and I’ll show you some progress.
registration, management and retrieval of property information
Country and area development
Manufacture of topographic maps
Provision of geographic information
Most important products: registrations and facilities (karen not sure if correct word for “voorzieningen”)
Expertise: Ability to combine property and land registrations and datasets within and outside of Kadaster.
Meeting the needs of society regarding spatial information supply
Custom made work and advice
Just a suggestion…
You may want to use this sheet instead of nr 18. It comes from Martin Salzmann.
Our proposition in the Netherlands.
At present, in order to transfer the property of a network or to get a mortgage you need:
- a Notary deed that is registered in the public registers.
This is legally stated in the decree of the Supreme Court 2003.
In the future, to register a deed of a network that is under construction network, you will need:
Notary statement, proving that it is registered in public registers.
(jene..this is confusing to me, I don’t get your point . Let’s discuss.. Karen)
fast
Fast but mention the challenge!
So here you see a GIS solution to our primary registration process!
Notice that we have a big job in defining and building gis-data of the network. My question: why isn’t it allready there? You probably know the anwser.
fast
Know this is interesting for the efficiency question.
Do you know how much excavation damage you have? In the Netherlands the numbers are:
Underground Cables and Pipelines Information Exchange Act
Underground Cables and Pipelines Information Exchange Act
Just to give you a glance at the activities with KLIC. Almost 55.000 reports.
And this is a crucial step: businesses are getting involved. They make the final step towards the usability of our data. They can build fast and strong customer solutions, connected to the highest quality data organised by governement and utility sector. We need this connection!
O yes, almost forgot. Besides surviving in our business there is also a direct efficiency. What if we could prevent these costs.
What if we go a step further into the connection. What processes can use a boost of geo-data? The anwser is asset management. Major renewal of cables and pipelines in the Netherlands. High pressure on investments and risks.
So I must emphasize that the Dutch Kadstre is of course no asset manager like your are. We need to learn your language. Therefore we started with Deloitte and now also Iter fidelis a connection!
Asset infromation management is also where Geo-information comes in.
Jene – you may want to add a ‘kop’ “Dutch Public Services”
This makes datamining a very difficult session. Although you think nowadays it’s all there. Well......it isn’t.
