A hyper focus on technical problem solving by newcomers to the government space will have limited success and may actually do harm, if not matched with empathetic skills and an understanding of the sometimes perverse incentives facing the millions of U.S. career government employees.
Don’t lose heart! True innovators embrace constraints -- technical, temporal, resource, etc. Working with and within governments brings its own set of constraints. Once you understand them, innovation and technological change becomes easier, if not easy. Identifying and engaging early with the keepers of the status quo works much better than a stealth approach.

2. Суть проекта
Создание специальной образовательной среды для детей и
подростков школьного возраста по теме – «Приготовление
суши и работа суши Шефа».
Образовательная среда создается в он-лайн и офф-лайн.
Он-лайн – в рамках проекта «Булки на
деревьях не растут».
Офф-лайн – в сети ресторанов японской
кухни «НИЯМА».
3. Что дает проект?
Детям и подросткам: непосредственное обучение навыкам
работы суши Шефа в игровой форме, а также освоение
японской культуры.
Сети ресторанов «НИЯМА»: привлечение клиентов,
повышение лояльности, увеличение посещаемости в
дневные часы.
4. Он-лайн часть
Служит «входом» в проект:
* В специальной образовательной он-лайн-среде
раскрывается тема суши - что это вообще такое,
откуда берутся водоросли, как они растут, как
растет рис, рыба и так далее.
* Материал представлен в форме видео-роликов, текстов с
иллюстрациями, он-лайн-игр, конкурсов.
* Тема раскрывается от лица виртуального персонажа –
японского самурая, который отлично разбирается в суши.
* В любой момент ребенок (сам или с помощью родителей)
может зарегистрироваться в качестве участника программы
«Хочу стать Суши Шефом!», заполнив простую форму
регистрации.
5. Офф-лайн часть
В сети ресторанов «НИЯМА» создается детско-юношеский
филиал – специально организованная рабоче-игровая
зона, в которой:
* Проводятся мастер-классы по приготовлению
суши и других блюд японской кухни.
* Каждый участник проходит специальную
программу по обучению мастерству Суши
Шефа.
* Проходят мероприятия, посвященные
японской культуре: выставки, беседы, чайные
церемонии, просмотр фильмов.
6. Образовательная модель
* На первом этапе дети и подростки (далее – участники)
знакомятся с материалами по теме он-лайн. При
прохождении материалов участники смогут отмечать «я
понял» или «я не понял». Во втором случае будет
возможность получить консультацию, более подробное
объяснение у эксперта.
* На втором этапе участники регистрируются с начинают принимать
участие в офф-лайн обучении, проходя специальную программу по
развитию мастерства Суши Шефа.
* В процессе обучения участники выкладывают в интернет свои
промежуточные результаты, делятся своими успехами, получают
дополнительные консультации экспертов он-лайн, создают рецепты
своих блюд.
* Программа заканчивается презентацией суши, созданных руками
участников. Участникам выдаются сертификаты и призы. Лучшие
рецепты (по итогам голосования) вносятся в меню ресторана.
