Social insurance programs like Social Security provide nearly universal compulsory participation and are funded through dedicated taxes. In contrast, welfare programs have categorical eligibility criteria, are funded through general revenues, are means-tested so that needier individuals receive more, and administered at the state/local level. Welfare recipients experience controversy and stigma for the benefits they receive.
