7. Broadband technologies
We are following DG CONNECT current methodology, thus we are for project defining following
3 groups of Broadband based on technologies:
“Standard Broadband” – DSL, FTTP, WiMAX and Standard Cable
“Mobile Broadband” – HSPA, LTE*
“Next Generation Access ( NGA ) Broadband – VDSL, FTTP and Docsis 3 cable
Notes:
LTE is currently not relevant for PPP4B as it is available just in Austria and not in rural areas ( thus currently Mobile
Broadband data will be demonstrated purely at HSDPA technology coverage
Broadband according DAE definition should provide at least 144kbps download speed ( SB & MB fulfils)
NGA compromises technologies providing 30Mbps ds

PPP4B follows current DAE Methodology & Terminology, thus there is shift:
Mobile -> Mobile Broadband
Fixed DSL -> Standard Broadband
Fixed Other -> NGA Broadband

18. PPP & Broadband
Following EPEC methodology we will adapt 4 PPP models:
Private DBO ( Design – Build – Operate) – Private sector design, build and operate
broadband infrastructure, public sector applies strict control ( mostly used for actions co-
financed from structural funding scheme)
Public DBO – Public sector ( mostly separate public owned company) design, build and
operate. Most used in case there is specific public fund available for excluded area.
PPP Joint Venture – joint-venture results mostly in new entity set up. Private actor is taking
responsibility for Building and Operating. Public one invest significant part of investment ,
but private one takes over responsibility for financing till the network becomes self
financed.
GOCO PPP model – so called “Government contacted – Contractor operated. In other
terms Public Outsourcing. It is generally most used PPP model according current research.

Methodological approaches:
Variant A: Models will describe general application of PPP types per Broadband areas (
filling PPP4Broadband Matrix)
Variant B: Models will be more specific – proposing more concrete models inside
PPP4Broadband Matrix

Basic objectives of PPP4Broadband Centres :
Knowledge & expertise– each Centre will have full set of documentation and procedures
description for all 9 PPP4Broadband models ( contract samples, full procurement
methodology etc.)
Guidance and advisory– i.e. selection of most appropriate model based on procurer needs
Education and awareness creation
