This document discusses aging issues in Albania and the work of the Albanian Society for All Ages (ASAG) to advocate for policies and services that improve the lives of older people. It notes that 12% of Albania's population is elderly and that elderly women live longer than elderly men. ASAG works to give older women a voice and address their needs, especially in rural areas where poverty and lack of services are problems. The document also highlights the lack of legislation and institutions to support the elderly in Albania.

Anyone who’s ever reorganized a dishwasher understands the importance of optimization. You know that the dirty side of plates should face the middle. Utensils that are too tall to fit in the carriage on the bottom rack can be laid on their side in the top rack. If you’re just slightly obsessive, like me, you might place all the forks in one compartment, all knives in another, and so on to ensure that unloading will be a breeze. It can be a very simple and enjoyable process depending on how you prep. Even though the technology does the dirty work (pun intended), a human touch is still needed at certain points in the process.
What does loading the dishwasher perfectly have to do with your healthcare practice? Well, for starters, the details that staff members may treat as trivial can actually have a major impact on your bottom line. Details like what language to use when talking with patients over the phone or which process to employ when verifying insurance eligibility. You can imagine how a conversation or even tone of voice can affect a patient’s satisfaction levels and willingness to return to the clinic. By the same token, providers want to confirm they’ll get paid for their services before actually providing them. Both scenarios can greatly impact the practice’s profit margin.
PARLIAMENTARIANS CAN MAKE THE DIFFERENCE: PAVEMENT DWELLERS' RIGHT TO SURVIVEM. Anowar Hossain
I took the initiative to develop an advocacy project with Bangladesh Parliament to address the rights of pavement dwellers. After being successful in establishing the partnership with Bangladesh Parliament, facilitated the process of forming All Party Parliamentary Groups on Extreme Poverty and Urban Pavement Dwellers. We conducted this study and it was published by the APPG on Extreme Poverty and Urban Pavement Dwellers.
Poor and Rich - The Facts
DEFINING POVERTY...
Absolute poverty is defined according to an absolute minimum standard, often called the ‘poverty line’. Relative poverty means that you are poor in relation to those around you. Income poverty (‘less than a dollar a day’, for example), means that you are poor if you have less money than the defined poverty line for your country. Human poverty takes into account other factors, such as life expectancy, infant malnutrition, illiteracy and lack of food or clean water. Basic needs definitions also go beyond money, to include all the things that a person needs in order to survive – including employment and participation in society.
MEASURING POVERTY...
Measuring poverty is always a problem, especially if you recognize that just using money is not enough. There are a number of new measurements emerging, like the Index of Sustainable Economic Welfare.1 This measures ‘quality’ economic activity by, for example, making a subtraction for air pollution and an addition for unpaid household labour.
Another method is the Human Poverty Index. This is ranked according to three main areas of deprivation: survival; knowledge and a decent standard of living. In the industrial world, where the Index also includes social exclusion, some 7 to 17% of the populations are classified as poor. The higher the percentage figure, the greater the poverty in that country
This year’s report is devoted to young people, to the problems they face and to their opportunities, and to their position in society as a social group. Both problems and opportunities are understood from a human development standpoint, beyond tangible material opportunities or opportunities related to livelihoods. Apart from education, employment and security, these include societal and spiritual issues for young people and opportunities to share important societal values with other generations, to feel themselves a part of society so that they can govern principles of solidarity and respect not only material but also the spiritual needs of all generations.

The National Policy for Older Persons (NPOP) 1999 India Sailesh Mishra
The Indian government after many years of debate finally declared the National Policy of the Older Persons in January 1999, the International Year of the Older Persons. The policy highlights the rising elderly population and an urgent need to understand and deal with the medical, psychological and socio-economic problems faced by the elderly. However what the policy did emphasize was on the dominant role the non governmental organizations should play to assist the government in bringing forth a society where the needs and the priorities of the elderly are taken into account. It recognized the Older Persons as a Resource of the Country.
1. ““Ageing is a development issue.
Healthy older persons are a resource for their families,
their communities and the economy“ WHO
2. “It is not that they do not see a solution.
The issue is they don’t see the problem”
Cesterten

(ASAG) is an independent non-

make Albania a better place for all
ages.

quality of life for elderly, through
social policies, advocacy and
community services.

6. Elderly people in Albania comprise
around 12% of the population
The longevity of women over 65 is 10
points higher than the respective male
one in Albania.
Demography
7. ASAG is the founder of the Task Force of Elderly Women
Our goal is to change such practices as the deformation and limitation of
our presence where decisions are made. This obliges us to claim for
involvement in public debates, in implementation of strategies, in the
creation of a political agenda for us, because every woman has her
voice.
8. Rural Health: Access to Care and
Services
In Albanian rural communities,
there is an ever growing alarm
over the well-being of old women.
Poverty, lack of basic health and
social services as well as
migration of young people to big
cities in search of jobs are
endemic factors, affecting directly
the old women.
Old women live longer. Their
desire to live as independently as
possible, is challenged by the need
for adequate and satisfactory
living arrangements
9. Uprooting poverty is
a moral duty for
every society. It is
not a social welfare
The importance of the
confrontation with poverty
is not only the duty for the
sufferers. It is extremely
important to construct a
society that is fair and
proper for all and that the
political structures must
understand that it is not just
an economic issue, but also
a social issue
10. The demand for social health
protection, that meet older women’s
needs, often comes from organizations
working with women at the community
level. It is important to work with such
organizations supporting community
participation in planning change.
Give Older Women a Voice
11. The World Bank report: “Albanians-
older and poorer in 2025”, demands for
reforms in Health Care and Pensions.
12. The draft Law for elderly, towards a new
vision.
The Albanian Parliament did not pass the draft Law in favor of
Elderly (March 2009) which was an initiative of the Albanian
civil society in partnership with a political party and other
active players. This Law proposes to support the local
government in its efforts to guarantee the active participation,
ensure the eradication of poverty among and promote a
dignifying environment for the older persons.
13. *LACK OF LEGISLATIVE AND INSTITUTIONAL FRAMEWORK*
Since 2009 ASAG is struggling to and pushing for the government to introduce and implement
the „national strategy on Ageing 2009-2013“ in Albania. NO ACTION has been undertaken so
far.
Lack of central or local governmental structures to support the elderly.
RESULTS IN:
Failure of collecting statistical data regarding the current livelihood of older persons in Albania.
Limited access to services severely impacts their health, physic, psychology, intimacy and the
ability to enhance the education.
Gender differences, inequalities and lack of support influence the way older persons are
perceived and their ability to contribute in the community.
FACT:
Tirana, the capital city in 2011 is comprised of 11 local administrative units. The largest unit:
number 2, where ASAG is established, has a population count of 90.000 inhabitants and
unfortunately 0 daily and residentail centers for the elderly.
14. The implementation of the strategy for the Eradication of Poverty in our
country meets lots of difficulties, due to the lack of a proper legislative
framework.
Another important point is the fact that guaranteeing human rights is
not entirely a legislative issue.
Which law can end the stigma and the prejudice?
Which law can change the attitude of hospital staff toward elderly
patients?
Which law can change the attitude of the society’s towards elderly
people?
The list could go on and on.
-The legislation itself and the implementation of laws are two different
processes.
Law as a tool to change
15.
16. A poor and inadequate lifestyle at an older age is and
will remain a factor of fear and uncertainty for
younger generations. There is no better than now to
act together towards encouraging participation and
change in defining and supporting the older woman’s
role in our lives.
