Out of Home is the oldest form of advertising; a medium that continues to permeate
our daily lives. It’s almost impossible to go through a day without encountering some
sort of OOH media format, as ubiquity is one of its key benefits. OOH is present in
every market with strength in the ability to target by specific geographic location. Add
in the fact that it gives advertisers a big, bold canvas to showcase their creative and
you get a medium that can deliver huge brand stature. However, this view of OOH is
one-dimensional in the current world we live in. The medium is evolving, and as we see
convergence across all media and the increased importance of audience engagement
over pure awareness, we are challenged to redefine the OOH landscape and explore
its extended capabilities and effects.
Historically OOH was primarily seen as an awareness driver in the form of posters that
delivered rapid, mass coverage. However, the digitization of OOH has now allowed us
to look at a much broader range of objectives and deliverables. The development of di-
gital screens allows us to view videos, websites and transform a pure branding vehicle
into a brand narrative. Interactive screens have allowed for a more active consumer ex-
perience where users can search, play and even buy through the use of touch screens
and other engaging interfaces. Finally, digital screens can be synced to other media
allowing users to share and contribute through social media, participate or champion a

OCS drives our thinking
Exclusive to Posterscope, our global Out-of-Home Consumer Survey (OCS) is a
sophisticated planning tool based on a survey of over 2,500 adults in Belgium offering
insight into consumers, their lifestyles and attitudes and their relationships with media
and advertising.
OCS is designed to get a better understanding of people’s behavior and attitude
towards out-of-home to achieve the optimum consumer connection. OCS tells us how
people travel, where they want to be, what they are thinking about, which environments
and formats best engage with them and how they are most likely to respond. This
unique knowledge ensures we understand consumers’ out-of-home behavior better
than anyone else. So when a customer approaches us with a brief, we know who their
consumers are, their moods and mindsets, their media consumption and the best time
and place to connect with them.

The CIM Study is the market’s official audience measurement system. It provides
the reach and frequency figures for the main outdoor formats belonging to the media
owners participating to the study.
Methodology
The audience of a panel is generated by the contacts occurring between the panel and
the people passing-by. The study is build on two layers: the travels layer (gathers all
the travels made by the sample 12+ across a whole week within the 48 CIM cities) &
the panels layer (gathers all the panels located within the CIM’s 48 cities in the street,
stations and tube). A specific module also exists for the public transports’ audience
(Brussels and Wallonia only).

Adex Monitoring (Mediaxim MDB)
The Adex Monitoring is the market’s official investments study. It provides the advertising
spends across multiple media and sectors. MDB stands for “Media Data Bank”, it
contains the facts and figures of the advertising investments in the Belgian “above-
the-line” media. By regular data deliveries, the advertising industry is kept aware of the
advertising pressure and the evolution in the Belgian media scene.
Important : only 5 OOH media owners (JCDecaux, Clear Channel, Belgian Posters,
Think Media Outdoor, Brightfish (Cineposter)) take part into the Investment Study,
therefore all other existing media owners/formats are not taken into account in the
below figures.

Clear Channel NFC
Clear Channel Belgium is the first operator to introduce three
permanent interactive networks equipped with Near Field
Communication (NFC) and Quick Response (QR) technologies.
NFC enables consumers to interact with a poster site thanks to the
NFC chip contained in their smartphone. The launch of these new
networks makes OOH interactive and even more mobile. It puts
OOH online and allows advertisers to develop a closer relationship
with consumers. These three interactive networks together offer a
total of 530 panels at strategic locations in street and stations.

JCDecaux Foursquare
Every JCD 2m² panel is now located on Foursquare offering
advertisers the opportunity to cross both off- and online campaign.
Through a simple check-in at your poster containing the Foursquare
logo, consumers can now directly interact with the advertiser brand.
8.000 euros (net) for technical/activation costs.
JCDecaux & Insert
In 2013 JCDecaux has bought Insert Belgium.
They now sell some packages (“Proximity”
networks) combining both street formats (2m² &
60x80 cm frames).
JCDecaux STIB/MIVB
From January 2014, JCDecaux is the new exclusive partner of the
Brussels Public Transports Company. The contract includes the
advertising space of the metro, trams and buses in Brussels.

installations and regular changes of image, certain sites can become very attractive in
terms of advertising space. It’s precisely the reason why banners are being increasingly
used for advertising purposes nowadays in urban areas.
Banner sites are only available for a few months, during construction, renovation or
maintenance works of buildings. The average booking period amounts to 1 month and
geographically the offer covers only the top 5 cities (+ seaside towns). Glass facades
can also be wrapped using a micro-perforated vinyl. There are not less than 4 players
on the market (Urban Media, BlowUp, JCDecaux, Swank Outdoor).

Introduction
Since January 2014, JCDecaux is the new exclusive partner of the STIB/MIVB Public
transportation company to operate the advertising spaces on and into the metro, tram
and buses in Brussels.
Clear Channel Metrabus, JC Decaux and Lijncom are now the three companies active
in the Belgian Public Transports advertising. For instance Metrabus manages the
advertising space in Wallonia (TEC), while JCDecaux is the new partner for the STIB/
MIVB advertising contract in Brussels and Lijncom is liable for Flanders (DE LIJN).
Great innovation also, since the beginning of the year, advertising on the windows of
vehicles in the North (DE LIJN) is now allowed.
