2. 1) - What are the Police Order Ordinance and Think
tanks in this process?
The ordinance was promulgated to issue Police Order 2002. This ordinance was given in
august 14, 2002 in the regime of Gen. Pervaiz Musharaf. This was given in the
replacement of The Police Act 1861. Recent Police order has 19 chapter, 188 articles and
4 schedules. This order was given to bring the reforms in police structure and also
putting more obligations on Police Officials. The function of Police services brought
under Constitution and Law.
This order was made under the supervision of IG Sindh, SSP Dr. Shoaib Suddle, IG
Zulfiqar and DIG Faheem Ahmad and these all officials were also the think tanks in this
whole process.
2) - Major Features of Police Order 2002
There are some major and important features which were kept in mind while making
this order. This order was for redefining the police duties and making the police more
efficient. These features are mentioned below:
1- Separating the Police and Magistracy
2- Accountability of Police by Public (Japanese Model, to serve the people)
3- Reducing the Political involvement and Influences in Police Department
4- Separation of Investigation and watch and ward at Thana Level
3) - Police Order (Amendments) 2004
In 2002, the administrators felt some gaps in Police Order 2002 when it was fully
functioning and was implemented. After realizing the gaps this existing order was
amended massively on November, 2004 as per the Police Order Ordinance
(amendments) 2005. Due to these amendments, 54 articles out of 188 were affected.
Few amendments were done due to which the politicians pleased because who were
unhappy for losing their authorities and control on police department.
3. 4) - Role of NRB in Police Order Ordinance
NRB was come into existence by replacing Policy Analysis Unit. NRB has been
dysfunctional in PPP’s regime. It was established in 1999, in the military regime of Gen.
Pervaiz Musharaf. After the oath taking Musharaf decided to deliver authorities at grass
root level and by keeping it in mind NRB was given a task to construct an agenda
through which govt may bring reforms in different sectors and departments. NRB had
also requested to bring some changes (reforms) in police department. NRB given
recommendations in February 2000 for police order. This requisition was criticized by
MNA’s and MPA’s because who were against of shifting of authorities to tehsil and
district nazims.
