Quality of Environment
East Cleveland will have highly attractive places to live and
work with mixed affordable housing set in a rural context
with landscaped industry not industrial landscapes.

East Cleveland will have an integrated transport system
from doorstep to work, essential services, or leisure
facilities will be available.
Timetables will allow maximum access to essential
services, leisure and tourist venues.

East Cleveland will have a wider range of goods and

27. ACTION AREAS
Several priorities have been identified within the East Cleveland
Villages Big Local Plan for investing the £1m lottery funding allocated to
the ECV partnership.
During a ten year period we will work in cooperation with partner
organisations; housing associations, local councils, and community
groups etc. to enable significant improvements to be made throughout
the East Cleveland Village community.
28. Environment
Empty buildings and shops are being identified for
potential redevelopment and regeneration, whilst
providing opportunities for work and training in providing
needed accommodation and a return on the investment
which should sustain the programme and increase the
money available for further investment.
29. Transport
The community transport network in East Cleveland is to be supported by funding minibus groups to supplement local services.
Already the partnership has purchased a minibus from a surgery who no longer wished
to retain it as they move from Trust status to being a Commissioning Group.
This has been placed at Skinningrove Link Up to serve all of East Cleveland.
It will be managed by the East Cleveland Transport Brokerage. The vehicle can
accommodate wheelchairs. It is hoped that a volunteer driver from each village will
undergo ‘Midas’ training to increase the availability to the communities.
30. Local Shopping
Co-operative or enterprise schemes are to be encouraged to provide
retail outlets for goods and services to all communities.
Several of the smaller villages have no longer got retail outlets so
the possibility of a mobile shop will be explored.
The larger settlements have experienced a decline in goods and
services. Empty commercial properties need revitalising by working
with other organisations to consolidate our shopping areas.
31. Community Cohesion
Community cohesion can
only be achieved by
engaging residents in the
provision of increased
activity in their villages.
Key to this is utilising the
available assets, namely
community centres or
village halls and the
increased and varied use of
existing groups to
strengthen communities.
An interchange of group activities among the villages could be used to
provide a catalyst for inter-generational and inter-community activities and
more sustainable use of these buildings every day, including weekends
when people are at leisure.
32. Tourism
The East Cleveland Village
Partnership feels the area should be
promoted as a tourist destination
through actively raising awareness of
accommodation, heritage, events and
facilities.
There are already some 4 star hotels
in the area and many holiday cottages
to rent. Bed and breakfast is available
in several of the villages and there are
sites for touring caravans.
There are many activities which could
be promoted to encourage increased
use of existing facilities eg walking on
The Cleveland Way, playing golf,
using the National Cycle Routes that
cross East Cleveland, visiting our
museums, conservation areas and
promoting our history.
33. Employment and Industry
Take opportunities to improve business enterprise and
job prospects.
Encourage industrial estates to promote inward
investment to East Cleveland.
Skills and Training
Identify the needs of groups, businesses and individuals
and encourage the availability of training in the existing
East Cleveland centres.
34. Safe & Secure Neighbourhoods
Achieved by co-operation with providers of local
services, councils, police, health and housing groups,
and especially the Neighbourhood Action Partnerships.
