Active and Literate Citizens: Angry with the state of governance. Needs more data and exposure of corruption and waste to validate his argument. He wants more clarity in data and will be open to solutions

Not given to accountability as they seek to make their fenced livelihood. The Grassroots (Rural/Urban) Can’t connect to the jargon of budget. Will be happy if shown where exactly the budget affects them. Could be recruited based on defining argument but economic hardship still a key factor.
