It is with great pleasure that I present this final project after enrolling into the Massive Open Online Course (MOOC): Data for Better Lives: A New Social Contract.
This course based on the World Bank’s World Development Report 2021: Data for Better Lives, meticulously addressed the tremendous and untapped potential of data along with its harmful power when unused or misused and thereby emphasized on the need for a social contract to harness and divert the potential of data to bring about development changes, specially in the context of developing countries, while fostering trust through an ecosystem of data governance.
This course provides a whole new perspective on data and its linkage with development. Among the many takeaways, the emphasis on the creation of an Integrated National Data System (INDS), provides a holistic approach on how data can be produced, used/reused/repurposed, the main actors in this process, and the pillars needed to make better and sustainable use of data for development purpose.

Governments around the world have realized the importance of Open Government Data - OGD as new paradigm shift in government that focuses on making governments more service oriented, transparent and competent. However, as with many countries, the situation of OGD initiative in Kingdom of Bahrain is not promising as reflected by number of assessments that measure the implementation and progress of OGD worldwide. The current research aims at investing the local situation regarding consuming and reusing OGD in Kingdom of Bahrain. Specifically, this research assesses the level of citizen awareness towards OGD, determines citizens’ requirements of OGD and identifies the key challenges and obstacles in using/reusing OGD. A questionnaire was developed to investigate the demand side of OGD. The findings show that serious and responsible efforts from the publishers of OGD, namely: Government Organizations are believed to be a necessity in order to progress the implementation process of OGD initiative in Kingdom of Bahrain.
The evolution of data and technology is transforming economies across the globe resulting in enormous consequences for Governments and other stakeholders in the execution of their daily activities. Hence, it is imperative for Governments to institute the generation, utilization and legislation of data to meet the expectations of its citizenry,
This piece looks at Nigeria’s Data Landscape highlighting the key institutions of Government in the country that have mandate related to data and the initiatives they and other stakeholders are exploring to support development and national planning to achieve a sustainable outcome. Some challenges within the current landscape were highlighted and some recommendations that should be implemented to tackle these challenges were proffered in order to complement these initiatives being undertaken so that the value of data can be fully harnessed and pave way for the institution of an integrated national data system for inclusive development and governance.

Indonesia, a nation used to limiting the free flw of has now reached theera of openness. The Public Information Disclosure Law was regulatedin 2008 and since then, Indonesian citizens are guaranteed access to public information, including information that used to be locked away. Furthermore, Indonesia has adopted a global initiative to improve transparency and accountability within extractive industries (oil, gas, and mining) - that by nature is used to closed and full with secrecy-, the Extractive Industries Transparency Initiative (EITI). e-Governance Implementation In Ebonyi State Nigeria: Challenges and ProspectsEditor IJCATR
The deployment of Information and Communication Technology (ICT) in different facets of the world’s economy has yielded very reasonable results. ICT has blured the barriers of hinderances in tourism, trade, healthcare, education and training. In governance and administration, ICT applications have enhanced the delivery of public services to citizens and clients not only by improving the process and management of government, but also by redefining the traditional concepts of citizenship. This paper examined the challenges facing the implementation of e-Governance in Ebonyi State – Nigeria and highlights the prospects. The research used a primary source of data by distributing, collecting and analysing a total of 500 questionnaires administered to respondents in the research area (Ebonyi State). The research found that the most difficult challenges facing the deployment of e-governance in Ebonyi State were lack of steady power supply, poor communication infrastructure and high cost of computer and internet equipments. The survey also revealed that the use of e-governance would bring improved efficiency in government operations without necessarily increasing the cost of state governance. e-Governance would strengthen democratic principles and ideologies which inturn brings good governance to the people.

Levelwise PageRank with Loop-Based Dead End Handling Strategy : SHORT REPORT ...Subhajit Sahu
Abstract — Levelwise PageRank is an alternative method of PageRank computation which decomposes the input graph into a directed acyclic block-graph of strongly connected components, and processes them in topological order, one level at a time. This enables calculation for ranks in a distributed fashion without per-iteration communication, unlike the standard method where all vertices are processed in each iteration. It however comes with a precondition of the absence of dead ends in the input graph. Here, the native non-distributed performance of Levelwise PageRank was compared against Monolithic PageRank on a CPU as well as a GPU. To ensure a fair comparison, Monolithic PageRank was also performed on a graph where vertices were split by components. Results indicate that Levelwise PageRank is about as fast as Monolithic PageRank on the CPU, but quite a bit slower on the GPU. Slowdown on the GPU is likely caused by a large submission of small workloads, and expected to be non-issue when the computation is performed on massive graphs.

Harness the Value of Data
Data can improve people lives in differs ways but equitable distribution of
benefits depends largely on economic and political factors e.g Data has helped
in the provision of employment for 1000 unemployed youth into teaching
service of the state.
A data’s full value entails repeated reusing and repurposing, this has helped
to identify the less privilege and those that are lagging behind in infrastructural
facilities and thus receiving attention of the Government
A trust environment is needed to safeguard against harmful misuse of data.
A strong data governance framework composed of appropriate policies, laws,
regulations and institution is needed to ensure that the full value of data is
realized and shared safely and equably.

Proposed Solution
The use of data has helped to determine or measure the progress performance
of each MDA.
The use of data is changing the provision of infrastructure with dividend of
democracy with equity and fairness.
Government Policy that support Culture of Data
1. It is mandatory for all MDA to collate data on their activities weekly and
submit same on monthly basis for progress performance.
2. Provision of Registration ledger to collate activities of the state.
3. Capturing of all public and private activities in the state.
Target Audience
The target audience includes the School Student, Government Officials, Low-
Income Earners and Middle-Income Earners, the Political Appointees and Captain
of Industries and Civil Societies.
The project is conveying the collation of Data, Processing of Data, Storage of
Data, Transferring and Sharing of Data, Analysis of Data and use of Data, how Data
to archive and preserve data and destruction of Data (if not useful again). Data from

project and provision of dividend of democracy with a central units for data
processing and storage in MDAs of Ogun State.
