(Spartly Islands) is part of the Philippines.

PRESINDENTIAL CONSTITUTION OF 1935 – Article 1 provided that
Philippines territories are all included in the Treaty of Paris signed between the
United States and Spain.
PHILIPPINE CONSTITUTION OF 1987 – the Philippine territories included all
the islands and water surrounding it and all the territories legally owned by the
Philippines including the sea, internal waters in between islands, the soil
beneath and the aerial spaces. It includes also the body of water surrounding the
islands, the submarine areas and insular shelves.
PRESIDENTIAL DECREE OF 1987 – the National
territory comprises the Philippine Archipelago
with all the islands and waters embraced therein,
and all other territories over which the Philippines
has sovereignty or jurisdiction, consisting of its
terrestrial, fluvial, and aerial domains including its
territorial sea, seabed, the subsoil, the insular
shelves, and other submarines areas.
ARCHIPELAGIC DOCTRINE – is composed of
many islands and as such is exposed to danger.
Any of these islands can be made as an entry point
and all the inland waters could not be possibly
guarded.

political structure.
