Technological evolution in health libraries, and the implications for librari...Bibliosalut
The development of information and communication technologies brings with it radical changes in the functioning of health sciences libraries. These changes often imply the appearance of new models of libraries, from face to face to virtual. The need to adapt to new times and new ways of working with users is a constant challenge for information and documentation professional, who, now more than ever needs to be continually updated in the application of information technologies to library services. In this communication we present the experience of the technology evolution in the Virtual Health Sciences
Library of the Balearic Islands (Bibliosalut), which was created in 2003, where a small team of enthusiastic and dedicated professionals, work daily with the aim of constant technology improvement and the corresponding improvement of the services given to the users. We refer to: remote access development, document supply service, subscription centralization, content management, user attention service, social network, screencasts, etc. Technological development is a very important challenge for
librarians. We want to emphasize that the new libraries need more and better trained professionals, who will require some of the following skills:
− Highly qualified and motivated.
− Able to adapt to new times.
− Innovative and trend setting.
− Continuously updating.
− Capable of working in multidisciplinary teams.
These librarian skills have brought with them a transformation in the relationship between the library and
the users, who are now more independent, with the possibility of self-service and self-learning. With this
presentation we want to paint the new vision of how librarians work in these ever-evolving times, and
also to reiterate the importance of high visibility.
Efforts to Promote Open Science in European Research LibrariesLIBER Europe

National initiatives in Finland promoting open data and research are also described. The National Library of Finland supports open science through its strategy, policies, and training. Libraries play an important role in raising awareness, providing training and infrastructure to enable open sharing of research outputs and data.
The document summarizes discussions from a LERU (League of European Research Universities) meeting around developing a roadmap for open access. Key points include: 1) The roadmap agreed on by LERU members outlines benefits of open access and current practices. 2) There is interest in collaborations around open access publishing, especially for monographs. 3) Further studies are planned on topics like publishing models and the impact of metrics. The roadmap is intended to guide open access efforts across European universities.

Applying Bourdieu's Field Theory to MLS Curricula Development. Charlotte Nord...LIBER Europe
The document discusses applying Pierre Bourdieu's field theory concept to analyze the changing positions of research librarians within university structures over time. It presents field theory concepts such as fields, doxa, habitus, and forms of capital. Diagrams show how positions within the university and library fields have changed, with research librarians previously higher in cultural capital now lower. Reasons for this include changes in client needs and other library staff professionalizing. It suggests ways for research librarians to reclaim prestige by ensuring services' value and combining domain knowledge with client needs. Finally, it outlines a new flexible master's program to help research librarians specialize in areas like project management, bibliometrics and data management
Growing a Culture for Change at The University of Manchester Library. Penny H...LIBER Europe
The University of Manchester Library underwent a culture change process to improve their strategy and leadership. Their initial strategy saw over 100 projects but lacked staff involvement which led to disconnect and resistance. To improve, they held meetings to get staff feedback and have staff self-elect involvement in developing a new strategy. For the new strategy, 30 staff were involved across 4 themes linked to the university's goals, compared to just 3 staff previously. Lessons learned included the importance of empowering staff, maintaining involvement, and regularly checking in with staff.

12. UCL Case Study
UCL has an Open Access mandate
In the first phase, UCL´s Academic Board, in May 2009,
agreed two principles to underpin UCL’s publication
activity and to support its scholarly mission:
That, copyright permissions allowing, a copy of all research outputs
should be deposited in the UCL repository in Open Access
The second phase of implementing the mandate was
accomplished in Autumn 2010 when UCL’s Academic Board
ratified a formal Publications Policy which expands on the two
principles agreed in 2009

13. UCL Case Study
Close collaboration in the University’s Academic Board
and liaison with academic colleagues has been
important in taking forward a broad Open Access policy
in UCL
A second important driver has been the linking of UCL’s
Open Access mandate to a pan-university Publications
Policy with Open Access as the result, copyright
permissions allowing

15. UCL Case Study
In 2010
almost 532,000 records were downloaded from the system,
compared to some 305,000 in 2009.
UCL Discovery received some 143,000 hits per day in
December 2010
76% of its user traffic came from search engines
UCL Discovery is a global service
Highest number of downloads in 2010 by country were
from the UK, with the second highest from USA, and the
third highest from China

16. UCL Case Study
All UCL’s work has, thus far, been directed towards
implementing the Green route for Open Access
Aligning copyright/IPR frameworks
Producing a UCL Publications Policy, approved by the academic
Senate
Building capacity in terms of infrastructure to support the move
towards Open Access
Putting in place workflows to support the new processes
What is the role for the Gold route?

18. UCL E-Publishing initiatives
UCL Publications Board favours work in 4 broad areas:
Research publications, particularly research monographs and
conference proceedings
Teaching support, particularly textbooks
Journal publication
Data publication
UCL is minded to take forward work in all these areas, in
a phased way

19. UCL E-Publishing initiatives
Journal Publishing
There is great interest in UCL in developing an overlay
journal publishing system, based on copy housed in UCL
Discovery, the institutional Open Access repository
Development work being planned would build on the
earlier successful RIOJA project (2008)

20. UCL E-Publishing Initiatives
RIOJA project investigated the feasibility of an overlay journal model
in collaboration with arXiv
RIOJA toolkit comprised a set of XML-based APIs for the exchange
of data between digital repositories and journals to facilitate
overlaying of academic journals on several digital repositories
Overlay Journals have to address issues known to conventional
publishing
Peer review
Sustainable Business Models
Academic buy-in
EPICURE now being funded by the JISC as a generic overlay journal
project for Universities

A consortium of 22 research-intensive universities in Europe
See http://www.leru.org/index.php/public/home/.
LERU is committed to
Education through an awareness of the frontiers of human understanding
Creation of new knowledge through basic research, which is the ultimate
source of innovation in society

23. LERU
LERU wants to know what position, if any, it should take
on the Open Access debate
General meeting of LERU Chief Information
Officers/University Librarians in December 2009
Appointed a Working Group to draw up a LERU Roadmap
towards Open Access
Road Map is now with LERU Vice-Chancellors for consideration.
Outcome should be known by the end of May 2011
