Description:
This course covers OBA core concepts, how to determine the suitability of
OBA in a given context, various considerations in the design and
implementation of OBA projects, including fiduciary issues, and how OBA
principles can be integrated into PPPs/P4R and other RBF approaches.
The training is interactive with real case studies, exercises and discussions.
The course will be conducted by subject matter experts and Task Team Leaders
who have/are using OBA in their projects.
Learning Objectives:
Upon completion of the training, learners will be able to:
- Gauge when the OBA approach is suitable
-Draft a design for an OBA project, incorporating elements such as beneficiary
targeting, definition of outputs, independent verification, type and amount of
subsidy, risk assessment and mitigation and selection of service provider
- Consider lessons learned from OBA pilot projects for the design and
implementation of their own projects
- Understand how OBA can be integrated into PPPs
- Identify different types of RBF approaches and their application
- Access subject matter experts working on OBA in the World Bank
