Investor confidence in energy efficiency projects can be increased by standardizing processes and documentation using protocols like the Investor Confidence Project. Three key things are:
1) The ICP protocols standardize best practices in project development, documentation, commissioning, and measurement and verification to reduce performance risks and transaction costs.
2) The De-risking Energy Efficiency Platform collects data on existing projects to analyze risks and returns, showing industry projects typically pay back in 2 years while integrated building renovations require over 11 years.
3) Non-energy benefits must be stressed over energy savings due to strategic importance, so benefits like increased asset values, productivity and sales should be valued and linked to organizational strategy.
The document outlines Alberta's Productivity Action Plan to make Alberta a regional leader in productivity and innovation. It discusses the need to improve productivity given Alberta's lagging productivity growth rate. Key reasons for the lag include capital investment not being fully productive yet, labor challenges, and low adoption of new technologies. The plan establishes "Productivity Inc" as an umbrella program to raise awareness and application of productivity and innovation. Productivity Inc will provide industry with tools, programs, policies to improve productivity across key pillars of action, clients, and current/planned activities.

Module 3 - Energy Efficiency Programs and Policies
This webinar covers the three main delivery mechanisms that can be incorporated into a national policy to deliver energy savings and reduce greenhouse gas emissions.
First, it is presented the importance of having high-level policies and strategies clearly stated by the government, sometimes expressed more formally through enabling legislation on energy efficiency. Then, it is discussed the regulatory path to establish minimum requirements that each targeted stakeholder in the market has to comply with, which would include building codes, minimum energy performance standards (MEPS), energy manager regulations, mandatory disclosure of energy usage and an annual action plan. The discussion follows on how the government can launch support programs for energy efficiency or establish a regulatory framework that would obligate energy utilities to put programs in place, and to deliver energy savings to their customers. Finally, it is presented the market mechanism based on Energy Service Companies that can act as an integrator and catalyst of private investment in the market, and ultimately demonstrate that a market has been completely transformed towards a greener energy sector.
