OpenRoad is an open platform for e-governance in Vietnam managed by the National Center for R&D of Open Technologies. It uses various open source software like Drupal, Zimbra, Alfresco and Koha. OpenRoad aims to build developer communities in universities and companies to collaborate on its projects. It also plans to expand training programs and establish specialized consortiums in areas like email and security. OpenRoad seeks to cooperate globally by contributing code upstream and signing MoUs with partners in areas like Australia, Europe and Laos.

- Realization of collaborations of RDOT MoUs with foreign partners
- Posibility of long term collaborations with ITD, MOST of Laos.
- Establishing specialized consortium inside OpenRoad
- Implementation of Traing Trainer Open Source Courses, based on
Free Technology Academy (FTA) materials, translated into Vietnamese.
- Continuing to set up FOSS Clubs inside OpenRoad's universities.
- Building developer communities in the Unis: Teachers and students.
- Community activities: with VFOSSA, FOSS Training Center of VAIP
