This document summarizes the key benefits of open data for public administration, including increased accountability, transparency, improved public services, and cost efficiency. The RCAHMS Review of 2003 reported the impending launch of the ‘Heritage Portal’, a ‘GIS interface’ designed to make available RCAHMS and Historic Scotland datasets. A decade on, the resulting product PastMap is one of many collaborative ventures that make Scottish heritage data available online. Others include direct access to the National Record by heritage professionals from across Scotland, enabling instant sharing and updating of relevant data and provision of information as Web Services. This paper shares the experience of digital partnerships from our perspective as early adopters, focusing particularly on the challenges of moving towards open data.

Promoting the use of Open Data facilitates more attractive conditions and practical relevance of research and education. OpenGeoEdu aims to prepare Open (Geo-)Data for education and science and to provide open access to cost-free data without restrictions. The use of Open Data will be taught with best practice examples from Geospatial Science and Technology that are conveyed in the form of e-learning lessons and Massive Open Online Courses (MOOCs). This talk will summarize the current state of the project, which just started in Summer 2017, and discuss its concepts and implementation. We present an online-platform for searching Open Data portals and Geodatainfrastructures and describe our prospective e-learning environment.

A basis for open data in Europe is the legislation on public sector information (PSI). It regulates publication of governmental data, requests for data according to freedom of information acts for free or reasonable fees. In a reform of 2013, cultural data has been included with special rights for libraries and museums.
By opening up government data politics can be held accountable for their decisions. For example, there are more than 500 apps using London public transport data. The transport authority stopped making their own app. NeelieKroes estimates the revenue from open data to €30 billion per year with a potential of €70 billion.
The Climate Corporation was founded in 2006 by two former Google employees. Their database manages 50 TB of Open Data from the National Weather Service and the Department of Agriculture from the last 60 years, calculating crop risks for increasingly extreme weather. The company sold to Monsanto in October 2013 for $1.1 billion.
Of course the EU publishes their own data at https://open-data.europa.eu, although the number of views is still low.
