ABSTRACT : This study aims to determine the effect of tax sanctions and administrative modernization
variables on taxpayer compliance moderated by risk preference at KPP Pratama in Central Jakarta. The
population of this study is private persons at KPP Pratama in Central Jakarta with a sample of 100 people.
Method taking sample which used in study this in group in the non-probability method, where each element in
the population do not have the same opportunity or opportunity to be selected as a sample. Samples were taken
using incidental sampling technique. This study used primary data, data collection was carried out in the form of
a closed questionnaire with a Likert scale to all research respondents. Data analysis in this study uses the Partial
Least Square (PLS) approach and the results of hypothesis testing show that tax sanctions and administrative
modernization have an effect on mandatory compliance, while risk preferences are not able to moderate the
effect of tax sanctions and administrative modernization on taxpayer compliance.

Whistleblower incentives and protection refers to the monetary reward as well as protection which the United States Government offers to the individuals who expose certain wrongdoings in the community more especially in government institutions. The Federal law requires the government to reward the whistleblowers a certain percentage of money that is recovered following their tips of exposing the wrongdoing acts. This percentage may go up to 30 percent of the total recovered money. In this paper, I will critically analyze whether Whistleblower Incentives and Protection are ways of applying investment banking incentives to control management unethical and illegal practices. It hypothesizes that departmentalization may not increase actual compliance, increase external and internal transparency, or increase visibility and entrenchment of compliance. This chapter introduces the reader to the tax research process. Its major focus is the
sources of the tax law (i.e., the Internal Revenue Code and other tax authorities) and the
relative weight given to each source. The chapter describes the steps in the tax research
process and places particular emphasis on the importance of the facts to the tax conse-
quences. It also describes the features of frequently used tax services and computer-based
tax research resources. Finally, it explains how to use a citator.
The end product of the tax research process—the communication of results to the
client—also is discussed. This text uses a hypothetical set of facts to provide a comprehen-
sive illustration of the process. Sample work papers demonstrating how to document the
results of research are included in Appendix A. The text also discusses two types of pro-
fessional guidelines for CPAs in tax practice: the American Institute of Certified Public
Accountants’ (AICPA’s) Statements on Standards for Tax Services (reproduced in
Appendix E) and Treasury Department Circular 230.

One of the most complex issues that businesspersons and corporations face is ethics. Ethics is not as clearly defined as the law, and yet it can substantially impact a firm’s finances and reputation, especially when the firm is involved in a well-publicized scandal. Some scandals arise from conduct that is legal but ethically questionable. At other times, the conduct is both illegal and unethical. Business law and legal environment students must be able to think critically about both legal and ethical issues. As noted in the chapter-opening quotation, “New occasions teach new duties.”
Suppose that Finn Clayborn dropped out of Harvard University to start a company in Silicon Valley that developed and sold finger-prick blood-test kits. Clayborn raised millions from investors by claiming that his new technology would revolutionize blood testing by providing a full range of laboratory tests from a few drops of blood. The kits were marketed as a better alternative to traditional, more expensive lab tests ordered by physicians. They were sold at drugstores for a few dollars each and touted as a way for consumers to test their blood type and monitor their cholesterol, iron, and many other conditions. Within six years, Clayborn and his company were making millions. But complaints started rolling in that the test kits didn’t work and the results were not accurate (because more blood was needed). Numerous consumers, drugstores, and government agencies sued the company for fraudulent and misleading marketing practices. Clayborn’s profitable start-up now faces an uncertain future.

Whistleblower incentives and protection refers to the monetary reward as well as protection which the United States Government offers to the individuals who expose certain wrongdoings in the community more especially in government institutions. The Federal law requires the government to reward the whistleblowers a certain percentage of money that is recovered following their tips of exposing the wrongdoing acts. This percentage may go up to 30 percent of the total recovered money. In this paper, I will critically analyze whether Whistleblower Incentives and Protection are ways of applying investment banking incentives to control management unethical and illegal practices. It hypothesizes that departmentalization may not increase actual compliance, increase external and internal transparency, or increase visibility and entrenchment of compliance. process and places particular emphasis on the importance of the facts to the tax conse-
quences. It also describes the features of frequently used tax services and computer-based
tax research resources. Finally, it explains how to use a citator.
The end product of the tax research process—the communication of results to the
client—also is discussed. This text uses a hypothetical set of facts to provide a comprehen-
sive illustration of the process. Sample work papers demonstrating how to document the
results of research are included in Appendix A. The text also discusses two types of pro-
fessional guidelines for CPAs in tax practice: the American Institute of Certified Public
Accountants’ (AICPA’s) Statements on Standards for Tax Services (reproduced in
Appendix E) and Treasury Department Circular 230.

One of the most complex issues that businesspersons and corporations face is ethics. Ethics is not as clearly defined as the law, and yet it can substantially impact a firm’s finances and reputation, especially when the firm is involved in a well-publicized scandal. Some scandals arise from conduct that is legal but ethically questionable. At other times, the conduct is both illegal and unethical. Business law and legal environment students must be able to think critically about both legal and ethical issues. As noted in the chapter-opening quotation, “New occasions teach new duties.”
Suppose that Finn Clayborn dropped out of Harvard University to start a company in Silicon Valley that developed and sold finger-prick blood-test kits. Clayborn raised millions from investors by claiming that his new technology would revolutionize blood testing by providing a full range of laboratory tests from a few drops of blood. The kits were marketed as a better alternative to traditional, more expensive lab tests ordered by physicians. They were sold at drugstores for a few dollars each and touted as a way for consumers to test their blood type and monitor their cholesterol, iron, and many other conditions. Within six years, Clayborn and his company were making millions. But complaints started rolling in that the test kits didn’t work and the results were not accurate (because more blood was needed). Numerous consumers, drugstores, and government agencies sued the company for fraudulent and misleading marketing practices. Clayborn’s profitable start-up now faces an uncertain future.
The goal of business ethics is not to stifle innovation. There is nothing unethical about a company selling an idea or technology that is still being developed. In fact, that’s exactly what many successful start-ups do—take a promising idea and develop it into a reality. adopted by the Classical Utilitarians. Moore agreed that we ought to promote the good, but
believed that the good included far more than what could be reduced to pleasure. He was a
pluralist, rather than a monist, regarding intrinsic value. For example, he believed that ‘beauty’
was an intrinsic good. A beautiful object had value independent of any pleasure it might generate
in a viewer. Thus, Moore differed from Sidgwick who regarded the good as consisting in some
consciousness.

Tax research is undertaken to answer taxation questions. The tax research process includes the 1) identification of pertinent issues, 2) determination of proper authorities, 3) evaluation of the appropriateness of these authorities, and 4) application of these authorities to specific facts. The tax research process is similar to that of traditional legal research. The researcher must find authority, evaluate the usefulness of that authority, and apply the results of the research to a specific situation. Tax research is simply the study of the sources/nature of federal tax law, and it's explanations and interpretations. Possible sources for tax research are the IRS and the Tax Court. These results are not always conclusive. "explanations and intrepretations" are, by their nature, subjective and open to change. The change could be a higher court ruling on a matter ,or a change in the basic law itself. Tax research is important because taxes are important. They have priority demands on cash flow and substantial impacts on the bottom line. Entrepreneurs and managers in today's rapidly changing, increasingly global environment must consider the tax implications of contemplated transactions, since tax planning works much better before rather than after a proposed transaction
