The EU's TOGETHER project aimed to involve citizens more in local decision making. It established local steering groups and held focus groups in 8 cities to identify citizen concerns. Over 14,000 responses highlighted a variety of issues beyond typical topics. Pilot actions then tackled identified issues through new partnerships. Finally, local action plans were created to institutionalize this approach of "co-responsibility" and make local governments more participatory.
Open government and freedom of information rely on reliable records, but record quality varies. Norway illustrates what can be achieved with a strong records system. It developed the Electronic Public Records system to capture and provide access to trusted government data and records, supporting transparency. Presentation of the Noviwam Project at "EURO-INBO 2011" and General Assembly of the Mediterranean Network of Basin Organizations (MENBO). The project became the Noviwam Cluster in 2013 and remains as a network of clusters working on water R&D.
This project plan summarizes a proposed community development project in Mongolia from 2012-2014. The project aims to address decreased livelihoods and income generation in rural Mongolia by forming and training community groups to start small businesses and economic activities. It will establish 70 community groups with 560 members across two provinces to improve economic outcomes for 2100 families. The local partner organization, IEC Center, will provide training, consultation and help groups seek further funding from local governments and organizations. The 3-year budget totals approximately 199,000 euros from self-financing and annual project support applications.

The aim is to give visitors a new grasp and feel of the ongoing struggles in democracies around the world.

4. Avoin hallinto – OGP in Finland
Finland has in spring 2012 indicated its willingness to join the
initiative
Before officially joining in March 2013 Finland has to develop its
own country action plan
The plan will be developed in co-operation and with participation
from national stakeholders, organisations and citizens
In developing the plan networking possibilits aith other OGP-
partners will be used to create and develop ideas.
The aim is to include concrete issues to the action plan.
Finland will participate in the OGP-meeting in December 2012
and approve the Open Government Declaration in the OGP
annual conference to be held in March 2013.
