OFCOM- (Office of communication) this is the government agreed controlling and is there for
the broadcasting, telecommunication and postal complaints within the UK Ofcom is a company
service which looks and takes care of complaints which are being told by TV viewers about the
program. For example they deal with any racism, any insult to any religion or sex gender etc...
They look after the compliant and get in touch with the TV channel and the producers of the
program and then they sort out the complaint.

Television/radio Broadcast- The programmes that are viewed in the UK have to pass certain
regulations and rights so they the content that is showed on the TV doesn’t upset any one in
anyway of discrimination. However the viewers have the right to compliant to the OFCOM if
they find something is upsetting them seriously and may cause trouble if it carried on. Further
on OFCOM work on that complaint and contact the producers of the programme telling them
about the complaint that has been made, then the producers move further on to sorting the
complaint. This is the same with radio broadcasting if any listeners find any content rude or
upsetting they can complaint about the radio station.

Phones and internet- In this sector OFCOM deal with the complaints that are made according
home servers like phone or the internet; they deal with people complaints if they have anything
to say about their phone line bills or if they are getting stupid calls and if you weren’t happy
with the service that was given to you. OFCOM moves on to dealing with the compliant they get
in touch with the company that was complaint about and the case moves on from there.

Postal Service- If you have any complaints about Royal Mail you can get in touch with the
OFCOM team and sort out the deal. If your parcel hasn’t received in a long time and that your
letters are not being sent to the person then you can get in touch with the
OFCOM team and they will move on the complaint and get in touch with royal
mail.

Like the one when Olly Murs was advertising his new single
http://tellymix.co.uk/reality-tv/the-x-factor/70561-x-factor-rapped-by-ofcom-
over-promotion-olly-murs-single.html

He continuously advertises his new single with boards and even on cam
someone had his new single saying “DANCE WITH ME TONIGHT DOWNLOAD
NOW” and the presenters continued talking about his new single also ex
contestants ‘Jedwards’…’John and Edward’ were adverting his new song too by
talking about when it out.

There were complaints sent to Ofcom about this and they did get in touch with xtra factor team
and spoke to the presenters and told them about this and there was few consequences to that
but they didn’t get in much trouble because the show xtra factor is about music and
performance so they got away with that due to the show principle and how it works.

Another case is when Jeremy Clarkson was asked about his opinion on the public sector worker
strike. He said on live TV “execute them in front of their families”, he didn’t mean this in any
serious way but the public took it very serious and compliant to the BBC also to Ofcom. There
were 31’000 complaint to the BBC and 736 to OFCOM.
http://www.bbc.co.uk/news/entertainment-arts-17094947 , later on the situation got worst
and BBC was told to apologies as well as Jeremy Clarkson himself. This is what Jeremy Clarkson
said “I didn't for a moment intends these remarks to be taken seriously - as I believe is clear if
they're seen in context. If the BBC and I have caused any offence, I'm quite happy to apologise
for it alongside them." Furthermore some people were saying that Jeremy Clarkson should be
sacked for his comment and also his friend David Cameron also said “that’s a silly thing to say”.

BBC-
BBC has a rules and regulation they go through when broadcasting. They have to follow these rules
to make sure no when is hurt in any way physical or emotional. As you may know the Jeremy
Clarkson incident happened and many people were concerned about it so they reported the BBC
broadcast and Ofcom. Because BBC is a public sector people pay TV licence fee to watch the BBC
contents so they have to have strict rules which must be followed to keep BBC a viewable channel.
Here are few rules the look after.

Trust-Trust is the foundation of the BBC they are independent, fair and honest. They are committed
to achieving the highest standards of due accuracy and fairness and struggle to avoid knowingly and
materially misleading their audiences.

Impartiality- Impartiality lies at the core of the BBC's commitment to its audiences. They will apply
due impartiality to all the subject matter and will reflect a range and variety of opinion across their
output as a whole, over an appropriate period, so that no significant element of thought is
knowingly unreflected or under-represented. They will be fair and open-minded when examining
evidence and weighing material facts.

Harm and Offence- They aim to reflect the world as it is, including all features of the human
experience and the realities of the natural world. But they balance their right to broadcast advanced
and challenging content with their responsibility to protect the helpless from harm and avoid
unjustifiable offence. They will be sensitive to and keep in touch with, generally accepted standards
as well as their audiences' expectations of their content. particularly in relation to the protection of
children.
