Most Open Data initiatives assume the provision of data by governments which will then be picked up and used by a variety of sectors for the good of all.
But for countries with opaque governments, or whose NGOs lack technical capacity, the promises of Open Data will fall far short of the reality.
This active research shows how adopting Open Data standards for government data helps civil society organizations collaborate in building usable Open Data sets for transparency, governance — and tools that increase participation by citizens.
And for those in places where government do not reliably release Open Data, discover how to source unstructured data by other means. Finally, Khairil discusses the contrasting impacts and uses of this approach in the two different environments of Malaysia and Myanmar.

The government of Argentina’s Ministry of Justice have developed and are currently implementing the first Open Data portal for the justice sector in the country.
Launched in November, it currently holds 21 Ministry of Justice datasets. As Argentina is a federal country, the Ministry cooperates with more than 50 national and provincial justice institutions (courts, prosecutors and defense offices) to standardise judicial metrics and create quality datasets that will also be published on the Open Data portal.
During 2017, the Ministry will implement a strategy to strengthen the demand for data by hosting meetings with potential users, creating visualisations and training civil society in the use of open judicial data.
The Ministry also developed the first collaborative platform for judicial matters, Justice 2020, last year. This is an online platform, as well as an in-person collaborative space where civil society and the government can debate and participate in the design, implementation and evaluation of public justice policy. The program is organised in seven threads: institutional reform, criminal justice, civil justice, access to justice, human rights, judicial management and justice and community. Each one has different policy initiatives which after discussion will become priorities for the Ministry of Justice.
Participation is open to civil society and any person can be admitted to debate any topic. Each committee has two co-ordinators, one representing the government and one from civil society. During Justice 2020’s first year, there were 118 active debates, 18,358 people registered and 3,506 added contributions — an enormous success in view of the size of the country’s legal community.

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

rights and environmental sustainability, focusing our action on public
budget and parliamentary work

from the State the fullfilment of the Human Rights.

3. THE OBJECTIVES OF THE PROJECT
• Analyze the disclose of the budget
information (revenues and expenses)made by
the Federal Government, the 26 capitals of the
states and the Federal District, complying to
the principles of open data
•Rank the capitals and the Federal
Government according to their performance
•Evaluate the impacts of open data regarding
budget disclosed at the national transparency
portal on the expansion of Human Rights
4. POLITICAL CONTEXT
• Brazilian Federal Constitution (1988)
• Law 131/2009: federal government, states and municipalities
must disclose to the full knowledge and tracking by the society, in
real time, detailed information on the budgetary and financial
execution, in electronic means of public access
•Access to information Law (2011): Mandatory the dissemination
of the information at official sites of the internet; open and non-
proprietary formats; structures and readable by machines
• Brazil Government co-chared the OGP (Open Government
Partnership): public commitment with transparency, participation
and access to information.
5. RESEARCH METHODS
• A quantitative survey (28 transparency portals) to evaluate if they
provide information on the execution of public budget in open
data (revenues and expenses).
We will use the methodology which is based in the 08 Open
Government Data Principles
(complete, primary, timely, accessible, machine processable, non-
discriminatory, non-proprietary, license free) which was
interpreted for specific context of budgetary data in Brazil
(proposed by Gisele and others).
For each of the categories we will propose a value that will allow
us to produce a ranking
6. RESEARCH METHODS AND PARTNERSHIP
A qualitative survey will be carry out among four
categories of groups (information mediators) in a first
effort to measure open data s impacts on the
expansion of human rights:
•Government
• Social Movements and NGOs
•Media
•Hacker Community
