The International Seafood Sustainability Foundation
(ISSF) is a global coalition of leading scientists, the tuna
industry and WWF, the world’s leading conservation
organization, committed to science-based initiatives
for the long-term conservation and sustainable use of
tuna stocks, reducing bycatch and promoting
ecosystem health.
In 2009, Bumble Bee helped forge a partnership aimed at addressing challenges
surrounding the long term sustainability of global tuna stocks used in canning
The partnership has grown from eight founders to 21 industry participants
representing about ¾ of the world’s tuna processing capacity

ISSF is a market-based approach that uniquely and effectively combines
the power of industry, science and the environmental community

The strategy and focus of the ISSF specifically addresses the major sustainability
challenges facing the global tuna fishery through applied science, advocacy and
direct action
We are also working to build the political will amongst Distant
Water Fishing Nations and Coastal Nations to adopt responsible
fishing policies
Realizing much work is still ahead, we are proud of the accomplishments ISSF has
made and believe our partnership approach serves as a model for effectively
addressing conservation challenges in tuna and other international fisheries
ISSF Serves as A Model for Industry, Scientific and eNGO Collaboration
• ISSF and its participants have adopted a number of aggressive sustainability
resolutions and sourcing commitments supporting the our key areas of focus
(please visit us at www.iss-foundation.org).
• The ISSF commitments are science based conservation resolutions and
recommendations for fishers and vessel owners and they are supported by the
purchasing policies of the ISSF member companies – we are using our market
influence to bring about positive change
• In addition to member commitments, ISSF is also funding and leading world
class at-sea research as part of our effort to improve fishing practices
ISSF’s science-based, partnership approach, will bring about positive
change within the tuna industry and make permanent contributions to
tuna sustainability and oceans health
While industry can help lead through such efforts as ISSF, the role of government
plays a vital role in sustainability -- particularly in areas such as illegal,
unreported and unregulated (IUU) fishing
Negative Impacts of IUU Fishing
• Conservative estimates are that 26 million tons of IUU fish are landed globally each
year, six times the amount of fish caught legally by the U.S. commercial industry
• Recent reports estimate that trade in illegal fish threatens 260 million marine jobs
• IUU is negatively impacting the responsible U.S. fishing industry and the inflow of
cheap, illegally caught imports is impacting consumer confidence in seafood as fish
fraud is often associated with IUU products – this at a time when Americans most need
to increase the consumption of healthy seafood in their diets
• IUU impairs the ability of the international Regional Fisheries Management
Organizations (RFMO) to effectively manage stocks
• Foreign IUU fishing has been recently linked to other types of transnational crime such
as human trafficking, drug smuggling, money laundering and illegal immigration, all
posing threats to U.S. national security

While the U.S. does an exemplary job of preventing IUU within our
fleets and waters, this same diligence is not always present on the
high seas and in other regions of the world
Congress has the opportunity to take immediate action to improve the capabilities
of the U.S. to detect, track, and prosecute foreign IUU fishing activity
International Fisheries Stewardship and Enforcement Act (IFSEA)(S.269 / H.R. 69)
• IFSEA is a bipartisan bill that would amend various existing international fisheries
statutes to be consistent with the Magnuson-Stevens Act and serve to simplify,
streamline, and strengthen existing enforcement
• Strengthens and harmonizes enforcement provisions of U.S. statues that implement international
fisheries agreements;
• Strengthens the authority of the National Oceanic and Atmospheric Administration (NOAA)
and U.S. Coast Guard to carry out investigations of foreign IUU activities;
• Authorizes Secretary of Commerce to develop a list of foreign vessels engaged in IUU;
• Authorizes actions against foreign vessels engaged in IUU fishing, including denial of port
services;
• Facilitates interagency coordination in order to improve efficiency and increase capacity for
international fisheries enforcement;
• Includes legislation necessary to implement the Antigua Convention, an international agreement
for strengthening tuna conservation and management measures issued by the Inter-America
Tropical Tuna Commission for tuna resources in the Eastern Tropical Pacific Ocean

We believe this bill, with minor modifications, can be approved and
serve as an important step forward in combatting IUU
Another bill that will serve to combat IUU is S. 267: To Prevent, Deter, and
Eliminate IUU Fishing through Port State Measures
S. 267: To Prevent, Deter, and Eliminate IUU Fishing through Port
State Measures
• S. 267, also known as the Pirate Fishing Elimination Act, was introduced earlier
this year with the purpose of implementing the Port State Measures Treaty
• The Port State Measures Treaty refers to the FAO Agreement on Port States
Measures to Prevent, Deter, and Eliminate IUU Fishing which the U.S., along
with 22 other nations signed in 2009. It becomes effective once 25 nations have
ratified. To date, only three nations and the EU have ratified the Treaty
• The treaty was presented to the Senate in November, 2012 but has yet to be
considered
• S. 267 would effectively direct the appropriate agencies to implement the
provisions of the Treaty.
• The U.S. was active in the development of the Treaty provisions and the U.S. is
already meeting most, if not all, obligations under the Treaty. We support
ratification of the Treaty and subsequent passage of S. 267

The U.S. Seafood Industry is in General Agreement with Both S269 / HR 69
and S267 and Are Prepared to Work with Congress on Final Language
IUU is one of the main issues on which the Oceans Caucus Foundation is focused.
It is a non-partisan measure and your support of pending legislation will help
combat destructive fishing practices while protecting U.S. interests and industry

• The Oceans Caucus recognizes the importance of conservation and the
link between good natural resource management and sustainable
economic growth
• We also realize the importance of the Ocean to human well-being and
are working with a broad constituency towards smart conservation in a
pro-business, pro-development and pro-environment manner
• In addition to IUU, other issues of priority for Oceans Caucus are:
• Marine biodiversity
• Protection and restoration of coastal ecosystems and associated
watersheds
• Balance of energy and conservation

  • 3. 3 The International Seafood Sustainability Foundation (ISSF) is a global coalition of leading scientists, the tuna industry and WWF, the world’s leading conservation organization, committed to science-based initiatives for the long-term conservation and sustainable use of tuna stocks, reducing bycatch and promoting ecosystem health. In 2009, Bumble Bee helped forge a partnership aimed at addressing challenges surrounding the long term sustainability of global tuna stocks used in canning

The partnership has grown from eight founders to 21 industry participants representing about ¾ of the world’s tuna processing capacity 4 ISSF is a market-based approach that uniquely and effectively combines the power of industry, science and the environmental community ISSF Industry Participation

ISSF Key Areas of Focus 1.Control and Reduce Fishing Capacity 2.Eliminate IUU Fishing (and ensure traceability) 3.Mitigate By-catch 4.Expand Data Support 5.Advance Performance in Monitoring, Control, and Surveillance 6.Improve Overall Tuna Stock Health The strategy and focus of the ISSF specifically addresses the major sustainability challenges facing the global tuna fishery through applied science, advocacy and direct action We are also working to build the political will amongst Distant Water Fishing Nations and Coastal Nations to adopt responsible fishing policies

Realizing much work is still ahead, we are proud of the accomplishments ISSF has made and believe our partnership approach serves as a model for effectively addressing conservation challenges in tuna and other international fisheries ISSF Serves as A Model for Industry, Scientific and eNGO Collaboration • ISSF and its participants have adopted a number of aggressive sustainability resolutions and sourcing commitments supporting the our key areas of focus (please visit us at www.iss-foundation.org). • The ISSF commitments are science based conservation resolutions and recommendations for fishers and vessel owners and they are supported by the purchasing policies of the ISSF member companies – we are using our market influence to bring about positive change • In addition to member commitments, ISSF is also funding and leading world class at-sea research as part of our effort to improve fishing practices ISSF’s science-based, partnership approach, will bring about positive change within the tuna industry and make permanent contributions to tuna sustainability and oceans health

While industry can help lead through such efforts as ISSF, the role of government plays a vital role in sustainability -- particularly in areas such as illegal, unreported and unregulated (IUU) fishing Negative Impacts of IUU Fishing • Conservative estimates are that 26 million tons of IUU fish are landed globally each year, six times the amount of fish caught legally by the U.S. commercial industry • Recent reports estimate that trade in illegal fish threatens 260 million marine jobs • IUU is negatively impacting the responsible U.S. fishing industry and the inflow of cheap, illegally caught imports is impacting consumer confidence in seafood as fish fraud is often associated with IUU products – this at a time when Americans most need to increase the consumption of healthy seafood in their diets • IUU impairs the ability of the international Regional Fisheries Management Organizations (RFMO) to effectively manage stocks • Foreign IUU fishing has been recently linked to other types of transnational crime such as human trafficking, drug smuggling, money laundering and illegal immigration, all posing threats to U.S. national security 7 While the U.S. does an exemplary job of preventing IUU within our fleets and waters, this same diligence is not always present on the high seas and in other regions of the world
  • 8. Congress has the opportunity to take immediate action to improve the capabilities of the U.S. to detect, track, and prosecute foreign IUU fishing activity International Fisheries Stewardship and Enforcement Act (IFSEA)(S.269 / H.R. 69) • IFSEA is a bipartisan bill that would amend various existing international fisheries statutes to be consistent with the Magnuson-Stevens Act and serve to simplify, streamline, and strengthen existing enforcement • Strengthens and harmonizes enforcement provisions of U.S. statues that implement international fisheries agreements; • Strengthens the authority of the National Oceanic and Atmospheric Administration (NOAA) and U.S. Coast Guard to carry out investigations of foreign IUU activities; • Authorizes Secretary of Commerce to develop a list of foreign vessels engaged in IUU; • Authorizes actions against foreign vessels engaged in IUU fishing, including denial of port services; • Facilitates interagency coordination in order to improve efficiency and increase capacity for international fisheries enforcement; • Includes legislation necessary to implement the Antigua Convention, an international agreement for strengthening tuna conservation and management measures issued by the Inter-America Tropical Tuna Commission for tuna resources in the Eastern Tropical Pacific Ocean 8 We believe this bill, with minor modifications, can be approved and serve as an important step forward in combatting IUU
  • 9. Another bill that will serve to combat IUU is S. 267: To Prevent, Deter, and Eliminate IUU Fishing through Port State Measures S. 267: To Prevent, Deter, and Eliminate IUU Fishing through Port State Measures • S. 267, also known as the Pirate Fishing Elimination Act, was introduced earlier this year with the purpose of implementing the Port State Measures Treaty • The Port State Measures Treaty refers to the FAO Agreement on Port States Measures to Prevent, Deter, and Eliminate IUU Fishing which the U.S., along with 22 other nations signed in 2009. It becomes effective once 25 nations have ratified. To date, only three nations and the EU have ratified the Treaty • The treaty was presented to the Senate in November, 2012 but has yet to be considered • S. 267 would effectively direct the appropriate agencies to implement the provisions of the Treaty. • The U.S. was active in the development of the Treaty provisions and the U.S. is already meeting most, if not all, obligations under the Treaty. We support ratification of the Treaty and subsequent passage of S. 267 9 The U.S. Seafood Industry is in General Agreement with Both S269 / HR 69 and S267 and Are Prepared to Work with Congress on Final Language
  • 10. IUU is one of the main issues on which the Oceans Caucus Foundation is focused. It is a non-partisan measure and your support of pending legislation will help combat destructive fishing practices while protecting U.S. interests and industry The Oceans Caucus Foundation • The Oceans Caucus recognizes the importance of conservation and the link between good natural resource management and sustainable economic growth • We also realize the importance of the Ocean to human well-being and are working with a broad constituency towards smart conservation in a pro-business, pro-development and pro-environment manner • In addition to IUU, other issues of priority for Oceans Caucus are: • Marine biodiversity • Protection and restoration of coastal ecosystems and associated watersheds • Balance of energy and conservation 10 Thank You For Your Support of the OCF
