This presentation by Richard Davies of the Marches Energy Agency discusses delivering on reducing demand, decarbonization, and decentralization of energy to address climate change and energy security. It notes that the West Midlands population of 5.3 million people accounts for 50 million tonnes of CO2 annually and strategies are needed for decarbonizing the region by 2020 through various renewable options. Case studies are presented on energy efficiency projects and a low carbon communities grant scheme that provides funding for feasibility studies and capital projects to reduce carbon emissions from small businesses.
4. We’re seeking to deliver
on the 3Ds:
Demand Reduction
Decarbonisation
Decentralisation
5. To Address: Climate Change + Energy Security
= The Same Actions
+ Finite Fossil Fuel
6. To help: deliver on the UK’s
commitment to the climate change
challenge, whilst helping to ensure that
there is a sustainable, secure and
affordable supply of
energy for everyone.
We aim to contribute to these goals in
ways that strengthen the economic
capability, social capital and reputation
of the areas in which we work.

• UK GDP (08/09) = £1,463,000,000,000
• 1% = £14,630,000,000 (£14.6 billion)

62. DEMAND REDUCTION
The heart of the matter
• In 2003 final consumption of E was 336,218GWh
• In 2007 final consumption of E was 341,945GWh
• Up 1.7% or 5,727GWh
• Biomass projects in 2007 (Co-firing with fossil
fuels, animal biomass & plant biomass)
generated some 2,920 GWh of Electricity
• This was just 51% of the extra electricity we
used over 48 months ending 2007
• Simplistically we are collectively squandering the
efforts to DECARBONISE because we are failing
to reduce DEMAND
81. What is it?
• £1 million grant scheme (50/50
capital and revenue)
• 2 year pilot programme : Apr ’08 –
Mar ’10
• partnership between SC and MEA
funded via RRZ and AWM
• an evolution of Low Carbon

of our actions. Unknowingly, we sowed the
wind and now, literally, we are reaping the
whirlwind. But we no longer have that
excuse: now we do recognise the
consequences of our behaviour. Now surely,
we must act to reform it: individually &
