What is RA
9163
It is also known as NSTP Act
of 2011. This law is intended
for tertiary students in
response to the public
request reforms in the ROTC
program. It was signed into
law by former President GMA
on July 23, 2002. This law was
implemented effective school
year 2002-2003 in all HEIs.
Under Article 1, Section 3
of the RA 9163 states:
“it is a program that aims
at enhancing
consciousness and
defense preparedness in
the youth by developing
the ethics of service and
patriotism while
undergoing training in any
of its three (3) program
components. Its various
components are specially
designed to enhance the
youth’s active contribution
• ·First Year Students, male and
female, enrolled in any baccalaureate
and in at least two (2) year or
associate programs, are required to
complete one (1) NSTP Component
of their choice as a requirement for
graduation.

PROGRAM IMPLEMENTATION BASED
FROM THE IRR OF NSTP LAW
· The NSTP Coordinator administers the
enrollment of the three components that
students opted for.
· Each of the component shall be undertaken
for an academic period of two (2) semesters.
It shall be credited for three (3) units per
semester for 54- 90 training hours per
semester.
· NSTP 1 (chosen component) is a pre-
requisite to NSTP 2 ( it must be the same
component). This must be taken one at a
time for an academic period of two
semesters.
· Any student who has taken ROTC but wishes
to take CWTS or LTS is ALLOWED to enroll,
provided that the student will finish CWTS 1
and 2 or the LTS 1 and 2 or vice versa.
· A one (1) Summer Program (OSP) in lieu of the
two (2) semester program may be designed,
formulated and adopted as stipulated in the IRR,
SUBJECT TO THE CAPABILITY OF THE SCHOOL
and AFP to handle the same.
· Pursuant to RA 10742 otherwise known as SK
Reform Act of 2015, ALL SANGUNIANG
KABATAAN OFFICIALS who comply with the
prescribed requirements and in good standing,
whether elected or appointed, shall or during
their incumbency, be exempted from taking the
NSTP course. However, SK official shall submit
written reports with documentation of
programs, projects and activities in their
barangay.
· Earned NSTP units shall not be included
in the computation of the Grade Point
Average (GPA) of the graduating students.
Students who had completed the NSTP shall
be given a SERIAL NUMBER that will be
indicated in the TOR. For CWTS and LTS
graduates, CHED issues the serial number,
while for ROTC, the Department of National
Defense will issue the same.

COMPONENTS OF THE NATIONAL
SERVICE TRAINING PROGRAM
1. ROTC
Reserve Officers' Training Corps
(ROTC)
-It is a program designed to
provide military training to
tertiary level students in order
to motivate, train, organize and
mobilize them for national
defense preparedness.
Literacy Training Service
- It is a program designed to train
students to become teachers of
literacy and numeracy skills to school
children and out of the school youth
and other segments of society in need
of their service.
-It refers to the program and activities
contributory to the general welfare and
betterment of life for the members of the
community or the enhancement of its
facilities, especially those devoted in
improving health, education, environment,
safety, entrepreneurship, recreation and
morals of the citizenry.
1.Civic Welfare Training Service (CWTS)
LEGAL FOUNDATIONS OF THE
NSTP
-It was enacted by the Philippine
National Assembly on December
21, 1935 to create an
independent Philippine Military
which requires all male citizens
between 18 and 30 years of age
to undergo training in order to
provide military service as
preservation of the state is the
obligation of every citizen.

the event of war, invasion of
rebellion, to assist in the relief
and rescue during the disaster
or calamities.
