This document summarizes a presentation on local value chain development in Vietnam's motorcycle industry. It discusses how Vietnam upgraded its technological capabilities through two case studies. The first case from 1995-2000 saw a failure to develop local suppliers due to a lack of learning rents and ineffective rent management policies. The second case from 2000-2004 saw accidental but growth-enhancing rents emerge from increased Chinese competition, transforming local suppliers into parts suppliers through positive rent management mechanisms. The presentation analyzes the development of Vietnam's motorcycle industry using the Developmental Rent Management Analysis framework to understand how industrial policies and institutions can support local firms' technological capabilities.
