UAE signs important nuclear liability treaty

The UAE has joined an international treaty on nuclear liability, which encompasses several global
conventions. In doing so, the country has completed a signatory list of international treaties
regarding nuclear energy,
safety, security and non-
proliferation.
On Monday, Hamad Alkaabi,
the UAE ambassador to the
International Atomic Energy
Agency (IAEA), signed the
Convention on
Supplementary
Compensation for Nuclear
Damage (CSC). “The UAE is
taking the lead again in
setting a good example by
joining the [convention],” Mr Alkaabi said after submitting the ratification document to the IAEA’s
director general, Yukiya Amano, in Vienna.
“International nuclear liability conventions, such as the CSC, provide a framework which is
consistent with the UAE’s responsible approach in
developing a safe and secure nuclear energy
programme.”
Prior to becoming a CSC signatory, the UAE had signed a
set of international conventions designed to provide
compensation for damages arising from nuclear
accidents. These conventions, which form an international
nuclear liability regime, include the 1963 Vienna
Convention on Civil Liability for Nuclear Damage (as
amended by the 1997 Protocol) and the Joint Protocol
Relating to the Application of the Vienna Convention and
the Paris Convention.
Under the international nuclear liability framework, the
operator of a nuclear facility is solely and exclusively
liable for damages arising from a nuclear incident.

Egypt: Transglobe announces oil discovery at North West Gharib

Announcing its Q2 2014 operations update, TransGlobe Energy announced that the first exploration well on
the North West Gharib ('NWG') concession (NWG 1), which began drilling on June 25, discovered oil in
the Lower Nukhul immediately north of the West Gharib main Arta Lower Nukhul pool. Approx. 33 feet of
net oil pay was identified on well logs and the well was cased for completion as a future oil producer.

Following NWG 1 the rig is scheduled to move to NWG 2 followed by NWG 3. NWG 2 and NWG 3 will
offset the northwest corner of East Arta which contains upper and lower Nukhul producers.
In late July/early August the Company will move a second drilling rig (currently drilling at West Gharib) to
NWG 10, which is targeting an exploration target on the southeast corner of the concession. Both drilling
rigs are scheduled to remain in NWG through 2015 with up to 18 wells expected to be drilled by year end
2014.
The Company has identified 79 drilling locations based on existing 3-D seismic and geological modeling of
the area. Based on current mapping the Company has internally estimated a prospective resource of 71
million barrels on an un-risked deterministic basis for the NWG block. The 2014 drilling program will
target up to 58 million barrels of the total 71 million barrels of prospective resource identified to date.

Technip awarded renewal of subsea services framework agreement with
Statoil, Exxon Mobil & Gassco . Source: Technip
Technip has been awarded a new framework agreement by Statoil, Exxon Mobil and Gassco for diving,
subsea intervention and repair contingency services. Under the terms of this framework agreement, a
replacement of an existing frame agreement held for eight years, Technip will provide these services for the
next four years. This contract, effective from December 1st 2014, also includes an option for additional
periods up to seven years.
• The services comprise diving and remote operations using the Group’s dedicated diving support vessels
(DSVs) and/or construction vessels.
• The area of operation includes continental areas from the Barents Sea to the Mediterranean Sea, the Baltic
Sea and North Atlantic Ocean as well as Newfoundland, Canada. The area of operation may be extended
globally based on Statoil's future requirements.
Technip’s operating center in Stavanger, Norway, will administrate and execute the projects under this
framework agreement, supporting Statoil on demanding projects requiring saturation diving, air diving
and/or equipment spreads from the Pipeline Repair System (PRS) Pool.
Odd Strømsnes, Managing Director of Technip in Norway, states: 'This framework agreement will enable us
to consolidate our excellent relationship with Statoil. We are proud to provide our services to all members of
the PRS Pool for the maintenance of underwater pipelines, requiring advanced technology. With both DSV
and construction vessels currently under construction, Technip maintains its commitment to developing a
world-class fleet to support Statoil and other operators combining diving and ROV operations.'

Iraq: Too early to call Kurdistan an oil El Dorado says Total CEO

French oil major Total, which rattled Baghdad two years ago by signing a deal with Kurdistan, says it is too
early to predict whether the semi-autonomous Iraqi region may turn into an important oil player.

Arbil is betting multiple
deals with Western
companies to explore its
reserves will put it firmly on
the map among the fastest
growing producers, but
majors such as Total are
more cautious. 'If Kurdistan were a huge petroleum region, we wouldn't have waited until 2010,' Total chief
executive Christophe de Margerie told Reuters in an interview. 'It is too early to make a judgement. You
can't yet see what we call a production curve... You have to avoid underestimating or overestimating the
potential.'
Total bought stakes in two exploration blocks in Kurdistan in 2012 from U.S. peer Marathon Oil, drawing
an angry response from the Iraqi government which has tried to bar companies from dealing directly with
Arbil. Elsewhere in Iraq, Total has a relatively modest exposure as partner at the south-eastern Halfaya
field. France's opposition to the U.S.-led 2003 invasion of Iraq did not endear French companies to the new
authorities.
Most oil majors cite unattractive terms of Iraqi contracts as being behind their decisions to explore more
lucrative Kurdish deals.
'Why hasn't Kurdistan got the right to develop its reserves? I've defended that and it has cost me a couple of
problems with Baghdad,' said De Margerie. But he also suggested Kurdistan was unlikely to eclipse Iraq on
the global oil map: 'Kurdistan isn't Baghdad - one shouldn't make this mistake.'
He also said companies could not remain indifferent to security risks such as violence in Syria even if
Kurdistan looked stable compared to some other regions of Iraq. 'There is escalation in Syria. Every time
you want to simplify things because it suits you, those things refuse to be simplified,' De Margerie said.

Algeria: Petroceltic announces completion of Isarene PSC

Petroceltic International has announced the completion of its sale of an 18.375% interest in the Isarene
PSC to Sonatrach, the National Oil and Gas Company of Algeria.
The assignment was effected by way of a sale and purchase agreement, under which Sonatrach has acquired
a further 18.375% interest in the Isarene PSC covering Blocks 228 and 229a. The amendment to the
Isarene PSC required to give effect to the transfer was signed by Sonatrach, Petroceltic and Enel at a
ceremony in Algiers on 12 February 2014. This was subsequently ratified by the Algerian Council of
Ministers and completion occurred with the publishing of the Avenant in the official journal of Algeria on
18 June 2014 which was made available publically on 7 July 2014.
The terms of the
agreement with
Sonatrach provide for a
consideration of up to
a maximum amount of
US$180 million. The
consideration
comprises US$20
million payment on
this completion of the
transaction, a further
US$140 million
payment of
Petroceltic’s share of
Ain Tsila project
development cost from
the effective date of 4
July 2013, and
contingent payments of
up to US$20 million
based on the
achievement of certain
project related
milestones.
Post completion, Petroceltic has a 38.25% interest, Sonatrach has a 43.375% interest, and Enel maintains its
18.375% interest. Petroceltic remains operator of the license.
Brian O’Cathain, Chief Executive of Petroceltic, commented:
'We are delighted to announce the completion of the Sonatrach farm-out. Petroceltic has had a positive and
mutually beneficial relationship with Sonatrach throughout the exploration, appraisal and now development
phases of the Isarene PSC. The formal ratification of this agreement is a critical step in the overall funding
plan for this development project. As development operations ramp-up, we look forward to continuing to
work with Sonatrach and Enel to deliver the Ain Tsila Project and to maximise the value of this important
national resource for Algeria'.

Total CEO says to keep costly drilling strategy until end of the year

The chief executive of French oil major Total is giving himself until the end of the year to strike oil
at a big new field somewhere in the world before considering whether to change direction and cut
the exploration budget. The Paris-based oil major, which launched a drilling strategy that it
termed “high-risk, high-reward” two years ago, has had disappointing
explorations results so far.
“It’s not a success in terms of results for the moment,” Christophe
de Margerie told Reuters in an interview. “But exploration takes
more than two years to yield results.” De Margerie was asked
whether the group could drop the expensive strategy, which had been
a shift from Total’s previous, more cautious approach. “Not before the end of the year; at the end
of the year we’ll see if we didn’t get enough,” he said.
“If we have to change, we’ll do it, but there won’t be a revolution where we stop everything and
start over,” he said, adding that the company had yet to drill so far in countries such as Angola,
South Africa and Bulgaria.
In any event, he expected Total’s exploration budget to drop next year from the $2.9bn set for
this year, which represented an increase of about 12% compared with 2012.
Total, like other big oil majors, has been under pressure from shareholders to cut costs and raise
dividends. France’s biggest company by market value and the Western world’s No 4 oil and gas
firm said last year it would engage in what De Margerie called a “soft-landing” in capital
investments.
De Margerie also played down the importance of reaching the production capacity target he set
for 2017: 3mn barrels of oil equivalent per day. “It’s clear that if we continue to have problems
like today in Nigeria, Venezuela, Libya and elsewhere, countries with problems beyond our
control, then we can’t reach the 3mn,” he said.
Total has cut its staff in Libya to the bare minimum due to increasing violence in the North African
country, for example, while security issues and oil theft have hurt its output in Nigeria. De
Margerie said he should be judged based on new projects launched under his watch such as a
string of African fields including Angola’s CLOV and Nigeria’s Egina and Ofon Phase 2 as well as
Laggan-Tormore off the coast of Scotland, not on existing production areas affected by political
tensions.
“If the old fields are stopped for reasons like embargos, etc, then we won’t reach the 3mn. I
know we’ll be slammed, but it’s ok,” he said. “What I’m interested in is CLOV, Egina - projects
where we’ve ploughed new investments. If they don’t deliver, that would be a failure.”
Asked whether missing the objective could harm the group’s credibility, de Margerie said being
ambitious was necessary to put pressure on his teams and that he was ready to take on the
critics.

“I have no regrets at all. But if I’m at 2.6mn by June 30, 2017, start preparing the coffin and the
candles,” he joked. Embarking on acquisitions also is not a good way to make up for a potential
miss in its production target, he said.
“Mergers don’t automatically work out well; it’s not an easy exercise. I’m not under the impression
that Total has a size problem.” He said the best way to reorganise its asset portfolio would be
through joint-ventures, especially in the upstream business.
He was also focussed on costs after having cut $4bn from the Kaombo project launched last April
in Angola and “severalbns” from the Yamal LNG project in Siberia, which kicked off last
December.
De Margerie, who will turn 63 this year and has held the CEO position since 2007, also confirmed
that Total would seek a successor from within the company rather than an outsider. He said he
would eventually suggest a name to the board, which would then approve it or not, but that he
had no favourite candidate at the moment.

Mediterranean Oil & Gas (MOG) reports that, in relation to the terms of the proposed recommended
acquisition by Rockhopper of the entire issued and to be issued share capital of MOG, MOG has informed
Rockhopper that the rig used to drill the exploration well targeting the Hagar Qim prospect in Offshore
Malta Area 4, Block 7 (MOG 25% working interest) completed operations on 7 July 2014 (the HQ
Exploration Well Completion Date) and has now moved off location.
As announced by MOG on 3 July 2014, MOG has received formal notification from Phoenicia Energy
Company (a wholly owned subsidiary of Genel Energy), the operator of Offshore Malta Area 4, Block 7
that the Hagar Qim-1 well has been drilled to the Eocene and plugged and abandoned with no indications of
hydrocarbons.
As required by the terms of the acquisition, within one month of the HQ Exploration Well Completion Date,
ERC Equipoise will be instructed to produce a Competent Person's Report to validate the results of the well
in line with Part IV - The Contingent Consideration Offer of the Scheme Document dated 20 June 2014.
Defined terms in the Scheme Document dated 20 June 2014 have the same meanings where used in this
announcement.

Gas2Grid has advised that the production testing at Malolos-1 has to date gathered sufficient data to support
an application to the Philippine Department of Energy ('DOE') to allow the Company to continue work
under SC 44 to establish an appropriate completion technology for sustained production and full appraisal
and development of
the oil field.
Over the past few
weeks, the lower and
the upper oil bearing
sandstones were
successfully tested
separately. The upper
sandstone continued to
produce oil
individually although
no significant
improvement in oil
production rate was
recorded. The lower
sandstone recorded a
significant increase in
production rates at an
equivalent of over 100 barrels of oil per day although it was also
associated with a significant increase in water production indicating proximity to the oil-water contact.
The Malolos-1 well has demonstrated that it can produce oil at commercial rates. On several occasions the
well has previously produced the equivalent of 200 barrels of oil per day over short periods. Oil flow has
been impaired when the perforations within the wellbore at the sandstone reservoirs become blocked with
formation fines. The well testing has determined that the two objective sandstones are oil bearing,
established an oilwater contact for the lower oil sandstone indicating a minimum 500 metre vertical oil
accumulation (when correlated with the oil sands in Malolos-4) and established that oil production rates are
impeded by fines migration and sand production.
Malolos-1 is suspended while the Company applies to the DOE, under the terms of SC 44, for a further
period of work in order to determine an appropriate completion technology to be applied to
well completions during field appraisal and development. Seismic acquisition is also planned to locate
appraisal well sites. The newly gathered additional technical data will assist in encouraging a farminee to
fund field appraisal and development.
Dennis Morton (Managing Director) made the following comments:
'We are encouraged by the well test data and oil production which when combined with all available
technical data supports the previous determination that the Malolos Oil Field has a 'Best Estimate' (2C) of
20.4 million barrels 'Contingent Resource' of oil in place and a 'Low Estimate' (1C) of 6.8 million barrels
with a 'High Estimate' (3C) of 68.1 million barrels. This is a resource well worth pursuing.'

India, UAE discuss strategic oil storage lease - sources

India is in talks to lease part of its planned strategic storage to United Arab Emirates' state oil company
ADNOC, two government sources said, as New Delhi moves to protect its economy against crude price
shocks and supply disruptions.
India, the world's fourth largest oil consumer, imports about 80 percent of its oil needs and is building
emergency storage capacity to hedge against energy security risks.
India had initially planned to fill the oil storage without overseas participation, but it is now drawn to deals
similar to those that the Abu Dhabi National Oil Company (ADNOC) struck earlier with Japan and South
Korea.
Such a deal would take into account India's growing role as a regional refining hub. The South Asian nation
imports around 16 million tonnes of crude a month - more than it consumes - and exports about a third of
that as refined products.
"Final details of the plan are yet to be worked out but they (ADNOC) have said they can take up to 2 million
tonnes capacity," said one of the sources, referring to a recent meeting between ADNOC representatives and
Indian officials.
This source said Kuwait had also shown interest in leasing part of the Indian storage space but that "talks
with ADNOC are at an advanced stage".
Still, it is not clear when any deal with ADNOC might be finalised. The second government source said a
final deal with ADNOC hinges on tax breaks - including issues such as abolishing state entry taxes - and
permission to re-export cargoes.

An ADNOC source had no comment. The state company does not have an official spokesperson.
India's planned oil storages sites at Mangalore and Padur in Karnataka on the southwestern coast and Vizag
in Andhra Pradesh on the eastern seaboard would together be able to hold 5.3 million tonnes or about 39
million barrels of oil.
That would be sufficient to cover about 10 days of domestic Indian consumption.
The International Energy Agency in comparison requires its 29 member nations to hold stocks equivalent to
at least 90 days of net imports. At the end of March 2014, IEA stores totalled 4.1 billion barrels, or about 44
days of total global demand, it said in a June report.
ADNOC last year leased space to store six million barrels of oil in south Korea. South Korea has the first
rights to the stored crude in case of emergency, while the deal allows ADNOC to move cargoes around the
region to meet any shift in demand.
"If we think there is an emergency we will draw down from the
reserves and pay ADNOC the official selling price prevailing at
the time of withdrawal," said the second Indian government
source, adding that ADNOC could sell its crude to local refiners
as well.
ADNOC was the fifth biggest crude supplier to India last year,
according to Reuters data.
The government sources said a 1.33 million tonne storage
facility at Vizag in Andhra Pradesh would be ready by
September. The 1.5 million tonne Mangalore facility and 2.5 million tonnes unit at Padur in Karnataka are
to be completed by mid-2015.
State-run Hindustan Petroleum Corp Ltd and Mangalore Refinery and Petrochemicals will use 0.3 million
tonnes each of the available storage capacities at the Vizag and Mangalore sites, respectively.

Indonesia: New Zealand Oil & Gas JV awarded PSC for
unconventional exploration onshore Sumatra. Source: New Zealand Oil & Gas
The right to explore for 'unconventional' oil and gas resources in Central Sumatra, Indonesia, has been
awarded to a consortium in which New Zealand Oil & Gas holds an 11.25 per cent interest.
Central Sumatra is one of the major oil producing basins in South East Asia. The MNK Kisaran production
sharing contract covers a substantial sub-basin in the same area as the conventional Kisaran production
sharing contract where the consortium partners last year successfully drilled for oil and gas. A plan of
development for that discovery is currently being prepared, and is expected later this year.
The MNK Kisaran production sharing contract has been formally initialled today. It is one of the first PSCs
for unconventional oil and gas resources issued in Indonesia. It is the first time New Zealand Oil & Gas has
had exposure to prospective oil and gas resources that qualify for concessional Indonesia government terms.
Without those concessions the resources could not be developed commercially.
Unconventional resources are those where substantial volumes of oil and gas are believed to be trapped in
rocks, but the rate of production is severely limited by low permeability. Commercial development of some
of these types of rock has been made possible by new extraction technology, particularly in North America.
The consortium will study the effective application of these technologies in onshore Sumatra over the next
three years. The first firm, three-year exploration work commitment includes geological and geophysical
studies in each year and drilling a vertical exploration well in year three. The MNK Kisaran partners are:
New Zealand Oil & Gas 11.25%; Bukit Energy 33.75%; Pacific Oil & Gas 55%.

UK: Carbon Capture Storage project gets €300M funding

A UK carbon storage project that would support up to 2,000 jobs and provide clean electricity
to more than 630,000 homes today received a funding boost of €300m from the European
Commission.
The White Rose project, based at Britain’s largest coal-fired power station, the Drax plant in Yorkshire, is
one of Europe’s first carbon capture and storage (CCS) projects. When built, the plant would capture around
90 percent of its carbon dioxide emissions, and would safely store 2 million tonnes of carbon dioxide per
annum under the North Sea seabed.
Carbon capture and storage is a process of capturing millions of tonnes of CO2 from power stations and
industrial facilities, and storing the CO2 offshore, deep under the sea bed. It’s estimated that clean power
plants with CCS could provide more than 20% of the UK’s electricity by 2050.
The White Rose project includes the construction of a new state-of-the-art clean coal power plant with a
large CO2 transport and storage network. Through CCS technology, the plant would capture around 90
percent of its carbon dioxide emissions, which would then be transported by pipeline and stored
permanently deep beneath the North Sea.
NER300 is a European Commission programme that funds innovative renewable energy technology and
CCS projects, and White Rose is the only CCS project in Europe to be allocated funds under the
programme.
The White Rose project, along with another CCS project based in Peterhead, are benefiting from around
£100 million from the UK Government to support design and engineering work. Both projects are eligible
for the remaining £1 billion of support under the CCS Commercialisation Programme.

In doing so, the country has completed a signatory list of international treaties regarding nuclear energy, safety, security and non- proliferation. On Monday, Hamad Alkaabi, the UAE ambassador to the International Atomic Energy Agency (IAEA), signed the Convention on Supplementary Compensation for Nuclear Damage (CSC). “The UAE is taking the lead again in setting a good example by joining the [convention],” Mr Alkaabi said after submitting the ratification document to the IAEA’s director general, Yukiya Amano, in Vienna. “International nuclear liability conventions, such as the CSC, provide a framework which is consistent with the UAE’s responsible approach in developing a safe and secure nuclear energy programme.” Prior to becoming a CSC signatory, the UAE had signed a set of international conventions designed to provide compensation for damages arising from nuclear accidents. These conventions, which form an international nuclear liability regime, include the 1963 Vienna Convention on Civil Liability for Nuclear Damage (as amended by the 1997 Protocol) and the Joint Protocol Relating to the Application of the Vienna Convention and the Paris Convention. Under the international nuclear liability framework, the operator of a nuclear facility is solely and exclusively liable for damages arising from a nuclear incident.

Page 2 Egypt: Transglobe announces oil discovery at North West Gharib Source: TransGlobe Energy Announcing its Q2 2014 operations update, TransGlobe Energy announced that the first exploration well on the North West Gharib ('NWG') concession (NWG 1), which began drilling on June 25, discovered oil in the Lower Nukhul immediately north of the West Gharib main Arta Lower Nukhul pool. Approx. 33 feet of net oil pay was identified on well logs and the well was cased for completion as a future oil producer.

Page 3 Following NWG 1 the rig is scheduled to move to NWG 2 followed by NWG 3. NWG 2 and NWG 3 will offset the northwest corner of East Arta which contains upper and lower Nukhul producers. In late July/early August the Company will move a second drilling rig (currently drilling at West Gharib) to NWG 10, which is targeting an exploration target on the southeast corner of the concession. Both drilling rigs are scheduled to remain in NWG through 2015 with up to 18 wells expected to be drilled by year end 2014. The Company has identified 79 drilling locations based on existing 3-D seismic and geological modeling of the area. Based on current mapping the Company has internally estimated a prospective resource of 71 million barrels on an un-risked deterministic basis for the NWG block. The 2014 drilling program will target up to 58 million barrels of the total 71 million barrels of prospective resource identified to date. Source: Technip Technip has been awarded a new framework agreement by Statoil, Exxon Mobil and Gassco for diving, subsea intervention and repair contingency services. Under the terms of this framework agreement, a replacement of an existing frame agreement held for eight years, Technip will provide these services for the next four years. This contract, effective from December 1st 2014, also includes an option for additional periods up to seven years. • The services comprise diving and remote operations using the Group’s dedicated diving support vessels (DSVs) and/or construction vessels. • The area of operation includes continental areas from the Barents Sea to the Mediterranean Sea, the Baltic Sea and North Atlantic Ocean as well as Newfoundland, Canada. The area of operation may be extended globally based on Statoil's future requirements. Technip’s operating center in Stavanger, Norway, will administrate and execute the projects under this framework agreement, supporting Statoil on demanding projects requiring saturation diving, air diving and/or equipment spreads from the Pipeline Repair System (PRS) Pool. Finance French oil major Total, which rattled Baghdad two years ago by signing a deal with Kurdistan, says it is too early to predict whether the semi-autonomous Iraqi region may turn into an important oil player. As violence threatens the unity of Iraq, there are predictions that Kurdistan will seek independence and quickly aim to become a major oil producer. The regional government hopes output could jump five-fold in the next few years to 1 million barrels per day and is seeking greater autonomy from Baghdad, which insists only the central government has the right to sell Kurdish oil. Arbil is betting multiple deals with Western companies to explore its reserves will put it firmly on the map among the fastest growing producers, but majors such as Total are more cautious. 'If Kurdistan were a huge petroleum region, we wouldn't have waited until 2010,' Total chief executive Christophe de Margerie told Reuters in an interview. 'It is too early to make a judgement. You can't yet see what we call a production curve... You have to avoid underestimating or overestimating the potential.' Total bought stakes in two exploration blocks in Kurdistan in 2012 from U.S. peer Marathon Oil, drawing an angry response from the Iraqi government which has tried to bar companies from dealing directly with Arbil. Elsewhere in Iraq, Total has a relatively modest exposure as partner at the south-eastern Halfaya field. France's opposition to the U.S.-led 2003 invasion of Iraq did not endear French companies to the new authorities. Most oil majors cite unattractive terms of Iraqi contracts as being behind their decisions to explore more lucrative Kurdish deals. 'Why hasn't Kurdistan got the right to develop its reserves? I've defended that and it has cost me a couple of problems with Baghdad,' said De Margerie. But he also suggested Kurdistan was unlikely to eclipse Iraq on the global oil map: 'Kurdistan isn't Baghdad - one shouldn't make this mistake.' He also said companies could not remain indifferent to security risks such as violence in Syria even if Kurdistan looked stable compared to some other regions of Iraq. 'There is escalation in Syria. Every time you want to simplify things because it suits you, those things refuse to be simplified,' De Margerie said.

Page 6 Algeria: Petroceltic announces completion of Isarene PSC farmout to Sonatrach. Source: Petroceltic International Petroceltic International has announced the completion of its sale of an 18.375% interest in the Isarene PSC to Sonatrach, the National Oil and Gas Company of Algeria. The assignment was effected by way of a sale and purchase agreement, under which Sonatrach has acquired a further 18.375% interest in the Isarene PSC covering Blocks 228 and 229a. The amendment to the Isarene PSC required to give effect to the transfer was signed by Sonatrach, Petroceltic and Enel at a ceremony in Algiers on 12 February 2014. This was subsequently ratified by the Algerian Council of Ministers and completion occurred with the publishing of the Avenant in the official journal of Algeria on 18 June 2014 which was made available publically on 7 July 2014. The terms of the agreement with Sonatrach provide for a consideration of up to a maximum amount of US$180 million. The consideration comprises US$20 million payment on this completion of the transaction, a further US$140 million payment of Petroceltic’s share of Ain Tsila project development cost from the effective date of 4 July 2013, and contingent payments of up to US$20 million based on the achievement of certain project related milestones. Post completion, Petroceltic has a 38.25% interest, Sonatrach has a 43.375% interest, and Enel maintains its 18.375% interest. Petroceltic remains operator of the license. Brian O’Cathain, Chief Executive of Petroceltic, commented: 'We are delighted to announce the completion of the Sonatrach farm-out. Petroceltic has had a positive and mutually beneficial relationship with Sonatrach throughout the exploration, appraisal and now development phases of the Isarene PSC. The formal ratification of this agreement is a critical step in the overall funding plan for this development project. As development operations ramp-up, we look forward to continuing to work with Sonatrach and Enel to deliver the Ain Tsila Project and to maximise the value of this important national resource for Algeria'.

Page 7 Total CEO says to keep costly drilling strategy until end of the year Reuters + NewBase The chief executive of French oil major Total is giving himself until the end of the year to strike oil at a big new field somewhere in the world before considering whether to change direction and cut the exploration budget. The Paris-based oil major, which launched a drilling strategy that it termed “high-risk, high-reward” two years ago, has had disappointing explorations results so far. “It’s not a success in terms of results for the moment,” Christophe de Margerie told Reuters in an interview. “But exploration takes more than two years to yield results.” De Margerie was asked whether the group could drop the expensive strategy, which had been a shift from Total’s previous, more cautious approach. “Not before the end of the year; at the end of the year we’ll see if we didn’t get enough,” he said. “If we have to change, we’ll do it, but there won’t be a revolution where we stop everything and start over,” he said, adding that the company had yet to drill so far in countries such as Angola, South Africa and Bulgaria. In any event, he expected Total’s exploration budget to drop next year from the $2.9bn set for this year, which represented an increase of about 12% compared with 2012. Total, like other big oil majors, has been under pressure from shareholders to cut costs and raise dividends. France’s biggest company by market value and the Western world’s No 4 oil and gas firm said last year it would engage in what De Margerie called a “soft-landing” in capital investments. De Margerie also played down the importance of reaching the production capacity target he set for 2017: 3mn barrels of oil equivalent per day. “It’s clear that if we continue to have problems like today in Nigeria, Venezuela, Libya and elsewhere, countries with problems beyond our control, then we can’t reach the 3mn,” he said. Total has cut its staff in Libya to the bare minimum due to increasing violence in the North African country, for example, while security issues and oil theft have hurt its output in Nigeria. De Margerie said he should be judged based on new projects launched under his watch such as a string of African fields including Angola’s CLOV and Nigeria’s Egina and Ofon Phase 2 as well as Laggan-Tormore off the coast of Scotland, not on existing production areas affected by political tensions. “If the old fields are stopped for reasons like embargos, etc, then we won’t reach the 3mn. I know we’ll be slammed, but it’s ok,” he said. “What I’m interested in is CLOV, Egina - projects where we’ve ploughed new investments. If they don’t deliver, that would be a failure.” Asked whether missing the objective could harm the group’s credibility, de Margerie said being ambitious was necessary to put pressure on his teams and that he was ready to take on the critics.

Page 8 “I have no regrets at all. But if I’m at 2.6mn by June 30, 2017, start preparing the coffin and the candles,” he joked. Embarking on acquisitions also is not a good way to make up for a potential miss in its production target, he said. “Mergers don’t automatically work out well; it’s not an easy exercise. I’m not under the impression that Total has a size problem.” He said the best way to reorganise its asset portfolio would be through joint-ventures, especially in the upstream business. He was also focussed on costs after having cut $4bn from the Kaombo project launched last April in Angola and “severalbns” from the Yamal LNG project in Siberia, which kicked off last December. De Margerie, who will turn 63 this year and has held the CEO position since 2007, also confirmed that Total would seek a successor from within the company rather than an outsider. Source: Mediterranean Oil & Gas Mediterranean Oil & Gas (MOG) reports that, in relation to the terms of the proposed recommended acquisition by Rockhopper of the entire issued and to be issued share capital of MOG, MOG has informed Rockhopper that the rig used to drill the exploration well targeting the Hagar Qim prospect in Offshore Malta Area 4, Block 7 (MOG 25% working interest) completed operations on 7 July 2014 (the HQ Exploration Well Completion Date) and has now moved off location. As announced by MOG on 3 July 2014, MOG has received formal notification from Phoenicia Energy Company (a wholly owned subsidiary of Genel Energy), the operator of Offshore Malta Area 4, Block 7 that the Hagar Qim-1 well has been drilled to the Eocene and plugged and abandoned with no indications of hydrocarbons. As required by the terms of the acquisition, within one month of the HQ Exploration Well Completion Date, ERC Equipoise will be instructed to produce a Competent Person's Report to validate the results of the well in line with Part IV - The Contingent Consideration Offer of the Scheme Document dated 20 June 2014. Source: Gas2Grid Gas2Grid has advised that the production testing at Malolos-1 has to date gathered sufficient data to support an application to the Philippine Department of Energy ('DOE') to allow the Company to continue work under SC 44 to establish an appropriate completion technology for sustained production and full appraisal and development of the oil field. Over the past few weeks, the lower and the upper oil bearing sandstones were successfully tested separately. The upper sandstone continued to produce oil individually although no significant improvement in oil production rate was recorded. The lower sandstone recorded a significant increase in production rates at an equivalent of over 100 barrels of oil per day although it was also associated with a significant increase in water production indicating proximity to the oil-water contact. The Malolos-1 well has demonstrated that it can produce oil at commercial rates. On several occasions the well has previously produced the equivalent of 200 barrels of oil per day over short periods. Oil flow has been impaired when the perforations within the wellbore at the sandstone reservoirs become blocked with formation fines. The well testing has determined that the two objective sandstones are oil bearing, established an oilwater contact for the lower oil sandstone indicating a minimum 500 metre vertical oil accumulation (when correlated with the oil sands in Malolos-4) and established that oil production rates are impeded by fines migration and sand production. Malolos-1 is suspended while the Company applies to the DOE, under the terms of SC 44, for a further period of work in order to determine an appropriate completion technology to be applied to well completions during field appraisal and development. Seismic acquisition is also planned to locate appraisal well sites. The newly gathered additional technical data will assist in encouraging a farminee to fund field appraisal and development. Dennis Morton (Managing Director) made the following comments: 'We are encouraged by the well test data and oil production which when combined with all available technical data supports the previous determination that the Malolos Oil Field has a 'Best Estimate' (2C) of 20.4 million barrels 'Contingent Resource' of oil in place and a 'Low Estimate' (1C) of 6.8 million barrels with a 'High Estimate' (3C) of 68.1 million barrels. This is a resource well worth pursuing.'

Page 11 India, UAE discuss strategic oil storage lease - sources By Reuters + NewBase India is in talks to lease part of its planned strategic storage to United Arab Emirates' state oil company ADNOC, two government sources said, as New Delhi moves to protect its economy against crude price shocks and supply disruptions. India, the world's fourth largest oil consumer, imports about 80 percent of its oil needs and is building emergency storage capacity to hedge against energy security risks. India had initially planned to fill the oil storage without overseas participation, but it is now drawn to deals similar to those that the Abu Dhabi National Oil Company (ADNOC) struck earlier with Japan and South Korea. Such a deal would take into account India's growing role as a regional refining hub. The South Asian nation imports around 16 million tonnes of crude a month - more than it consumes - and exports about a third of that as refined products. "Final details of the plan are yet to be worked out but they (ADNOC) have said they can take up to 2 million tonnes capacity," said one of the sources, referring to a recent meeting between ADNOC representatives and Indian officials. This source said Kuwait had also shown interest in leasing part of the Indian storage space but that "talks with ADNOC are at an advanced stage". Still, it is not clear when any deal with ADNOC might be finalised. The second government source said a final deal with ADNOC hinges on tax breaks - including issues such as abolishing state entry taxes - and permission to re-export cargoes.

India's planned oil storages sites at Mangalore and Padur in Karnataka on the southwestern coast and Vizag in Andhra Pradesh on the eastern seaboard would together be able to hold 5.3 million tonnes or about 39 million barrels of oil. That would be sufficient to cover about 10 days of domestic Indian consumption. The International Energy Agency in comparison requires its 29 member nations to hold stocks equivalent to at least 90 days of net imports. At the end of March 2014, IEA stores totalled 4.1 billion barrels, or about 44 days of total global demand, it said in a June report. ADNOC last year leased space to store six million barrels of oil in south Korea. South Korea has the first rights to the stored crude in case of emergency, while the deal allows ADNOC to move cargoes around the region to meet any shift in demand. "If we think there is an emergency we will draw down from the reserves and pay ADNOC the official selling price prevailing at the time of withdrawal," said the second Indian government source, adding that ADNOC could sell its crude to local refiners as well. ADNOC was the fifth biggest crude supplier to India last year, according to Reuters data. The government sources said a 1.33 million tonne storage facility at Vizag in Andhra Pradesh would be ready by September. The 1.5 million tonne Mangalore facility and 2.5 million tonnes unit at Padur in Karnataka are to be completed by mid-2015. State-run Hindustan Petroleum Corp Ltd and Mangalore Refinery and Petrochemicals will use 0.3 million tonnes each of the available storage capacities at the Vizag and Mangalore sites, respectively.

Source: New Zealand Oil & Gas The right to explore for 'unconventional' oil and gas resources in Central Sumatra, Indonesia, has been awarded to a consortium in which New Zealand Oil & Gas holds an 11.25 per cent interest. Central Sumatra is one of the major oil producing basins in South East Asia. The MNK Kisaran production sharing contract covers a substantial sub-basin in the same area as the conventional Kisaran production sharing contract where the consortium partners last year successfully drilled for oil and gas. A plan of development for that discovery is currently being prepared, and is expected later this year. The MNK Kisaran production sharing contract has been formally initialled today. It is one of the first PSCs for unconventional oil and gas resources issued in Indonesia. It is the first time New Zealand Oil & Gas has had exposure to prospective oil and gas resources that qualify for concessional Indonesia government terms. Without those concessions the resources could not be developed commercially. Unconventional resources are those where substantial volumes of oil and gas are believed to be trapped in rocks, but the rate of production is severely limited by low permeability. Commercial development of some of these types of rock has been made possible by new extraction technology, particularly in North America. The consortium will study the effective application of these technologies in onshore Sumatra over the next three years. The first firm, three-year exploration work commitment includes geological and geophysical studies in each year and drilling a vertical exploration well in year three. The MNK Kisaran partners are: New Zealand Oil & Gas 11.25%; Bukit Energy 33.75%; Pacific Oil & Gas 55%.

Page 14 UK: Carbon Capture Storage project gets €300M funding Press Release, A UK carbon storage project that would support up to 2,000 jobs and provide clean electricity to more than 630,000 homes today received a funding boost of €300m from the European Commission. The White Rose project, based at Britain’s largest coal-fired power station, the Drax plant in Yorkshire, is one of Europe’s first carbon capture and storage (CCS) projects. When built, the plant would capture around 90 percent of its carbon dioxide emissions, and would safely store 2 million tonnes of carbon dioxide per annum under the North Sea seabed. Carbon capture and storage is a process of capturing millions of tonnes of CO2 from power stations and industrial facilities, and storing the CO2 offshore, deep under the sea bed. It’s estimated that clean power plants with CCS could provide more than 20% of the UK’s electricity by 2050. The White Rose project includes the construction of a new state-of-the-art clean coal power plant with a large CO2 transport and storage network. Through CCS technology, the plant would capture around 90 percent of its carbon dioxide emissions, which would then be transported by pipeline and stored permanently deep beneath the North Sea. NER300 is a European Commission programme that funds innovative renewable energy technology and CCS projects, and White Rose is the only CCS project in Europe to be allocated funds under the programme. The White Rose project, along with another CCS project based in Peterhead, are benefiting from around £100 million from the UK Government to support design and engineering work. Both projects are eligible for the remaining £1 billion of support under the CCS Commercialisation Programme.
