Details about two major oil and gas projects in the UAE—the $10 billion expansion of the Ruwais refinery and the $2 billion Borouge 3 petrochemical complex—will be revealed at the upcoming Adipec conference in November. Over 60,000 industry professionals from around the world will discuss challenges and opportunities in the sector over the next 30 years. The UAE is also examining options for managing and disposing of nuclear waste from its power plants, such as building an underground repository or sending waste abroad, and learning from other countries with advanced nuclear programs.

Egypt has signed six new oil and gas exploration contracts worth hundreds of millions of dollars with foreign companies like Shell, ENI, and BP. The contracts provide for drilling 41 wells to reduce Egypt's reliance on energy imports and repay debts owed to energy companies. BP and RWE are in discussions with the Egyptian government to invest $10 billion to develop the large North Alexandria gas field, with first production of 450 million cubic feet per day by 2017. Rapid population growth and development in Saudi Arabia have led to increased demand for power and water, creating investment opportunities as the government increases privatization and capacity in the sectors.
The document discusses two main topics:
1) The establishment of a new Dubai Energy Agency to promote energy efficiency and attract investment in renewables. It will work with government, industry, consumers and other stakeholders. RWE and Oliver Wyman will help implement initial efficiency programs.
2) Progress on the UAE's nuclear energy program, including the arrival of the first reactor container at the Barakah nuclear power plant site. Saudi Aramco also plans over $100 billion in investments in refineries and petrochemicals over the next decade.
1) Abu Dhabi's Advanced Technology Investment Company (ATIC) plans to invest up to $10 billion over the next two years to expand GlobalFoundries' chip manufacturing plant in New York. ATIC owns GlobalFoundries and is controlled by Abu Dhabi's state investment fund Mubadala.
2) Limited production has resumed at Libya's Al Sharara oilfield after residents lifted their blockade. The field is now producing 60,000 barrels per day compared to its previous output of 330,000 barrels per day.
3) World oil demand is forecast to increase by 1 million barrels per day in 2014 due to improved economic performance in emerging economies and a continued global economic recovery. However, the

The document discusses upcoming test runs of Dubai's new tram system, which will begin restricted runs in January and April 2014 before opening to passengers in June 2014. It also discusses challenges facing Middle Eastern oil producers over the next 20 years, as domestic demand in the region grows significantly while production from other regions like the US, Russia, and South America increases. Finally, it summarizes a CNPC forecast that China's oil demand and imports will grow around 4% in 2014 as new refineries come online.
1. Shell abandoned plans to explore for gas in Qatar's Block D after a drilling well did not find commercial volumes of hydrocarbons.
2. Mubadala Petroleum, a subsidiary of Mubadala Development Company, signed an agreement with Somalia to potentially develop upstream oil opportunities in Somalia.
3. Iraq's Kurdish region began pumping oil from the Kirkuk fields, which were previously controlled by Iraq's central government, into the pipeline system in Kurdish territory.
A large trade delegation from the UAE visited Tehran following correspondence between trade officials in both countries. The delegation was headed by the Chairman of the Federation of UAE Chambers of Commerce and Industry and comprised top traders, businessmen, and chamber heads. The delegation held meetings with private and public sector officials in Iran to discuss boosting economic ties. Additionally, McDermott International was notified that a consortium including its subsidiaries was selected as the successful bidder for an EPC contract for Chevron's Gendalo-Gehem natural gas development project offshore Indonesia.
The UAE has joined an international treaty on nuclear liability called the Convention on Supplementary Compensation for Nuclear Damage (CSC). This completes the UAE's signatory list of international conventions regarding nuclear energy safety, security, and non-proliferation. The CSC provides a framework for compensation in the event of a nuclear accident that is consistent with the UAE's responsible approach to developing its nuclear energy program. TransGlobe Energy announced the discovery of oil in Egypt's North West Gharib concession, with approximately 33 feet of net oil pay identified in the first exploration well. Total's CEO said it is too early to predict if Iraqi Kurdistan will become a major oil producer, as potential reserves have yet to be fully

The Abu Dhabi National Oil Company (ADNOC) has launched a second licensing round to attract oil companies to explore for oil and gas in five blocks in the UAE, including three offshore and two onshore. This builds on the success of the first licensing round in 2018. The latest round offers unconventional reserves for the first time and companies can bid for both conventional and unconventional resources. Separately, a consortium led by Saudi-based Acwa Power signed an agreement to develop a 500 megawatt solar power plant in Oman, the country's first utility-scale solar project. Finally, Italian company Eni signed an exploration agreement with Bahrain for Block 1 offshore in the kingdom.

Fabular Frames and the Four Ratio ProblemMajid Iqbal
Digital, interactive art showing the struggle of a society in providing for its present population while also saving planetary resources for future generations. Spread across several frames, the art is actually the rendering of real and speculative data. The stereographic projections change shape in response to prompts and provocations. Visitors interact with the model through speculative statements about how to increase savings across communities, regions, ecosystems and environments. Their fabulations combined with random noise, i.e. factors beyond control, have a dramatic effect on the societal transition. Things get better. Things get worse. The aim is to give visitors a new grasp and feel of the ongoing struggles in democracies around the world.
Stunning art in the small multiples format brings out the spatiotemporal nature of societal transitions, against backdrop issues such as energy, housing, waste, farmland and forest. In each frame we see hopeful and frightful interplays between spending and saving. Problems emerge when one of the two parts of the existential anaglyph rapidly shrinks like Arctic ice, as factors cross thresholds. Ecological wealth and intergenerational equity areFour at stake. Not enough spending could mean economic stress, social unrest and political conflict. Not enough saving and there will be climate breakdown and ‘bankruptcy’. So where does speculative design start and the gambling and betting end? Behind each fabular frame is a four ratio problem. Each ratio reflects the level of sacrifice and self-restraint a society is willing to accept, against promises of prosperity and freedom. Some values seem to stabilise a frame while others cause collapse. Get the ratios right and we can have it all. Get them wrong and things get more desperate.

A toxic combination of 15 years of low growth, and four decades of high inequality, has left Britain poorer and falling behind its peers. Productivity growth is weak and public investment is low, while wages today are no higher than they were before the financial crisis. Britain needs a new economic strategy to lift itself out of stagnation.
Scotland is in many ways a microcosm of this challenge. It has become a hub for creative industries, is home to several world-class universities and a thriving community of businesses – strengths that need to be harness and leveraged. But it also has high levels of deprivation, with homelessness reaching a record high and nearly half a million people living in very deep poverty last year. Scotland won’t be truly thriving unless it finds ways to ensure that all its inhabitants benefit from growth and investment. This is the central challenge facing policy makers both in Holyrood and Westminster.
What should a new national economic strategy for Scotland include? What would the pursuit of stronger economic growth mean for local, national and UK-wide policy makers? How will economic change affect the jobs we do, the places we live and the businesses we work for? And what are the prospects for cities like Glasgow, and nations like Scotland, in rising to these challenges?
