Circle Oil plans to drill an exploratory well in its onshore Block 49 concession in Oman in the second half of 2014. It is also seeking a partner for a similar well planned for 2015 in its offshore Block 52 concession. Circle Oil operates both blocks with 100% working interest. Block 49 covers an area of 15,439 sq km in the Rub Al Khali Basin and has potential plays identified. Block 52 originally covered 90,760 sq km but was reduced in size; it has shallow water targets identified. Circle Oil is expanding its portfolio to include assets in other countries in the Middle East and Africa in addition to its concessions in Oman.

Qatar Petroleum will invest $11 billion to redevelop the Bul Hanine offshore oil field off Qatar's coast to prolong its life and increase output from 40,000 to 90,000 barrels per day by 2020. The project will include new offshore production facilities, 150 new wells drilled by 2028, and an expansion of a gas processing plant. PetroChina will take 10% stakes in two offshore oil concessions in Abu Dhabi, UAE owned by ADNOC, paying $575 million for one concession and $600 million for the other. ADNOC retains 60% ownership in both concessions. The agreements strengthen the relationship between ADNOC and PetroChina and will help meet China's growing energy demand. A solar power plant in Abu Dhabi, UAE called Shams 1, which is 80% owned by Masdar and 20% by Total, has generated uninterrupted power for 5 years.

Mubadala Petroleum, an Abu Dhabi company, purchased a 10% stake in the Egyptian Shorouk Concession from Italian company Eni. The concession contains the Zohr gas field, Egypt's largest gas discovery. Financial terms were not disclosed. The stake purchase marks Mubadala Petroleum's first investment in Egypt as it expands globally. - Nido Petroleum provided an update on production from the Galoc oil field in the Philippines, which has produced over 2 million barrels since the start of Phase II in December 2013, with 10 cargo deliveries expected in 2014.
- Further studies are being considered to better understand the potential of the Galoc Mid and North Areas to unlock additional reserves.

The UAE signed information exchange agreements with the UK and Canada on nuclear energy regulation and safety. The agreements allow for sharing of information on legislation, construction of nuclear facilities, and regulatory aspects of nuclear safety. Saudi Aramco is nearing completion of facilities for its first shale gas project in northern Saudi Arabia, which will supply gas to a phosphate mining project. Total acquired an option to purchase a 25% stake in an offshore oil exploration block in Guyana near areas with significant recent discoveries by ExxonMobil. A Dutch company confirmed an important natural gas discovery from an exploration well offshore the Netherlands.
Drydocks World signed a $730 million deal to construct the largest rig ever built for the North Sea. The rig, called CJ-80, is a "jack-up" structure that will be completed in 2017. The order is part of contracts that could total $1.4 billion for Drydocks World. Drydocks World restructured $2.2 billion in debt in 2012 after taking on debt to fund expansion. The company will continue to meet repayments this year according to the restructuring plan and sees opportunities in oil, gas, and renewables sectors in Europe.
Petrofac wins a $1 billion contract in Oman for the Rabab Harweel Integrated Project. This is Petrofac's second major contract in Oman within two months and supports their strategy in the Middle East region. Oman is increasing oil and gas spending and production through projects like this one. Total is looking to acquire new offshore blocks in Oman and has made progress exploring its Block 41 license, aiming to de-risk drilling. Mubadala Petroleum, an Abu Dhabi company, purchased a 10% stake in the Egyptian Shorouk Concession from Italian company Eni. The concession contains the Zohr gas field, Egypt's largest gas discovery. - Nido Petroleum provided an update on production from the Galoc oil field in the Philippines, which has produced over 2 million barrels since the start of Phase II in December 2013, with 10 cargo deliveries expected in 2014.
- Further studies are being considered to better understand the potential of the Galoc Mid and North Areas to unlock additional reserves.

A South Korean consortium was awarded a $6 billion contract to build a 140,000 barrel per day refinery in Iraq. The refinery will be located 100km south of Baghdad and will produce fuels like gasoline, diesel and jet fuel to meet domestic demand. A Korean company leading the consortium will contribute 37.5% of the project cost. The refinery is part of Iraq's plans to increase oil production and build infrastructure to spur economic growth. Separately, Shell sold its downstream oil assets in Australia, including a refinery and gas stations, to Vitol and Abu Dhabi Investment Council for $2.2 billion. In Israel, gas from the Tamar field will be exported to Jordan for
Taqa, an Abu Dhabi state-controlled utility, reported a second-quarter profit after losses last year, buoyed by a 47% rise in oil and gas revenue. While returning to profitability, Taqa has $26.5 billion in debt and may sell assets to repay loans. It plans to reduce debt through cost cuts, selling assets, and ending some international projects that do not align with its strategic goals. Meanwhile, the first oil tanker departed from Libya's Ras Lanuf port since it reopened following blockades, and 3D seismic surveying began off the coast of Ireland to evaluate oil and gas resource potential.
SABIC Vice Chairman and CEO Mohamed Al-Mady spoke at an industry conference, emphasizing the need for companies to innovate in order to gain competitive advantages and stay ahead of changes. He noted that while natural resources provide advantages, companies cannot rely solely on them for future growth and must link resources to innovative solutions. A new study examined the economics of different steam generation methods for thermal oil recovery, finding that solar steam generators provide the lowest cost steam in Gulf nations where fuel prices are high. The number of oil producers in Iraqi Kurdistan is expected to decrease significantly as larger companies take control of fields and operations.

British oil giant BP plans to build a $1 billion petrochemical plant in Duqm, Oman to produce acetic acid using BP's patented technology. This would be the largest such plant in the Middle East and make Oman a holder of the breakthrough production process. BP has signed an agreement with Oman's Ministry of Oil and Gas to construct the strategic project. Acetic acid has various industrial uses including in paints, adhesives, and polyester production. Petroleum Development Oman plans to invest over $10 billion in three major integrated projects - Rabab Harweel Integrated Project, Yibal Khuff integrated oil and gas facility, and Budour integrated project - over the next 5-10 years to sustain its long-term hydrocarbon output in Oman. The Sharjah National Oil Corporation (SNOC) and the Sharjah Electricity and Water Authority (SEWA) have signed a gas sales agreement to supply natural gas from a new liquefied natural gas (LNG) import terminal in Hamriyah Port, Sharjah to SEWA's three power stations starting in early 2019. The project will utilize a new floating storage and regasification unit permanently moored at Hamriyah Port to deliver natural gas via pipeline to customers in Sharjah and other UAE emirates. Officials from SNOC and SEWA commented that the agreement will enhance the reliability and security of electrical power supplies in Sharjah.
The document discusses two energy projects in the Middle East:
1) The Tafila Wind Farm in Jordan, which is 31% owned by Masdar, will begin delivering electricity in Q1 2015. It will provide nearly 400 GWh annually to over 150,000 Jordanians for $290 million.
2) Work is ongoing to expand the Dolphin Gas Pipeline between Qatar and the UAE, despite a diplomatic spat. The expansion will allow Qatar to export the full 3.2 billion standard cubic feet of gas the pipeline was designed for.

Mubadala Petroleum is growing through partnerships in Southeast Asia and the Middle East, with projects in countries like Thailand, Malaysia, Indonesia, and Vietnam producing 500,000 barrels of oil per day. A major gas project in Malaysia is expected to come online in 2021. Mubadala also has projects in Egypt and the Gulf of Thailand. Oman and Kuwait are partnering on the Duqm Refinery project in Oman, which will refine 230,000 barrels per day once complete. SDX Energy announced an oil discovery in Egypt and will drill additional wells. Iraq may transport up to 1 million barrels per day through a proposed pipeline to Jordan's Red Sea port. The Belgian government will work to extend the life of two nuclear reactors by 10 years to 2035 to boost energy security amid high prices. This would allow the reactors at Doel 4 and Tihange 3 to operate beyond their planned 2025 shutdown. The government will negotiate with operator Engie and submit extension plans by end of March. It will also invest in accelerating renewable energy and small modular nuclear reactors. However, Engie has safety and regulatory concerns about extending reactors past dismantling work of other units.

1) Abu Dhabi energy company TAQA has begun injecting natural gas into its partially built Bergermeer storage facility in the Netherlands, which will nearly double the Netherlands' gas storage capacity once completed. TAQA and Dutch company EBN have invested over 800 million euros in the project.
2) Qatar Development Bank and Qatar Shell revealed seven new business opportunities for Small and Medium Enterprises related to the Pearl Gas to Liquids plant, including manufacturing, maintenance, and onsite support services.
3) Iraq's South Oil Company is evaluating offers for the multi-billion dollar Common Seawater Supply Project to provide water for oil and gas field development in southern Iraq by international companies.

The facility will provide storage for natural gas underground that can be withdrawn when demand rises.
2) QDB and Qatar Shell revealed seven new business opportunities for SMEs in Qatar related to the Pearl Gas to Liquids plant, including manufacturing, maintenance, and onsite support services. Previous contracts from last year's opportunities are progressing well.
3) The South Oil Company in Iraq is currently evaluating bids for the large Common Seawater Supply Project to provide water needed for oil
Saudi Arabia exported 1.84 billion barrels of oil in the first eight months of 2014, generating $199.17 billion in revenues. Domestic consumption accounted for 23% of total output. Global oil supplies remain abundant while demand is weak, exerting downward pressure on prices. The Barzan Gas Project in Qatar is over 95% complete, with Train 1 expected to begin production in early 2015. When fully operational, the project will produce 1.4 billion cubic feet of natural gas per day. The project maintains excellent safety performance and aims to minimize environmental impacts.
