India to offer at least 56 oil, gas blocks licenses
(Reuters) –
India plans to offer at least 56 oil and gas exploration blocks in its first auction of licenses in nearly two years, based
on new gas-pricing and revenue-sharing rules, oil secretary Vivek Rae said on Monday.
India, the world's fourth-biggest oil importer, wants to quickly tap domestic reservoirs to curb its ballooning
import bill. Foreign participation in previous exploration rounds has been lukewarm because of a lack of
transparency, regulatory hurdles and bureaucratic delays in getting clearance.

India is banking on a recent gas pricing reform to increase the interest abroad. "Gas pricing is the single
most important decision that will encourage and invite more companies to invest in India," Rae said. The oil
ministry has obtained clearance for exploration of 56 blocks, he said, adding that more could be offered if it
can get additional environmental, defence and other permits.
The ministry plans to invite bids for the blocks in February, he said. It has already circulated a draft note in
the cabinet for comments from the planning commission and finance and law ministries among other
agencies. Gas prices in India will rise sharply from April 1 when a new pricing formula linked to global
indexes is implemented.
Previous exploration rounds were dominated by local firms, mainly Oil and Natural Gas Corp, which
submitted aggressive bids to grab acreage. Last year BHP Billiton said it would relinquish nine blocks
following delays in getting exploration permits. Australia's Santos Ltd wants to exit two blocks due to
border dispute.
In the next round, India plans to ask contractors to share revenues from the sale of hydrocarbons with the
government, Rae said. Under the current regime, companies recover their costs and then share profits with

the government. He said some Indian and overseas companies oppose a shift to revenue-sharing, because
exploration risk is very high in deepwater and ultra-deepwater blocks.
Analysts are sceptical about the success of India's next auction of oil and gas blocks. "Such models
(revenue-sharing) work in the Middle East and other regions that have an abundance of reserves, but India,
where there isn't too much oil, cant afford this model. There are serious questions on this auction round. I
doubt if they will get a good response," said an oil and gas analyst who did not wish to be identified
Thai PTTEP says plans to invest $27.3 bln during 2014-2018

Thailand's top oil and gas explorer, PTT Exploration and Production Pcl (PTTEP) plans to invest $27.3
bln during 2014-2018, the company said in a statement on Tuesday.
"We aim to run operations of existing projects as planned, especially our projects in Algeria and
Mozambique," the company said. PTTEP also said it expects its petroleum sales to rise to 337,000 barrels of
oil equivalent per day in 2014.

Invests over USD 27,000 million for 5-year plan
The capital expenditure and operating expenditure of the company and its subsidiaries from 2014 to 2018
will be approximately USD 27,282 million. The major of investment allocation will aim to develop PTTEP’s
exploration and production projects in Thailand and aboard. The planned expenditure is shown in the
chart;

The plan has not yet included the investment expenditure for support new venture opportunities.
In 2014, PTTEP expects to increase sales volume to 337,000 BOED, 16% increase from year 2013. The
overall of investment expenditure at USD 5,507 million is planned in different projects;

reserves for sustainable production in major projects in the country and overseas including Bongkot, S1,
MTJDA-B17, Canada Oil Sands KKD, PTTEP Australasia (Montara field) projects.
Development activity: Focusing on project management to complete the operation plan and budget in
order to generate more passive income and value-added benefit to the company in the near future
resulted from major projects for example; Algeria 433a & 416b, Mozambique Rovuma Offshore Area 1 and
Floating Liquefied Natural Gas (FLNG) (Cash & Maple field) projects.
Exploration activity: Managing the investment management of various exploration projects; Myanmar
M3, Myanmar PSC G & EP2, Algeria Hassi Bir Rekaiz and exploration projects in Australia, Mozambique and
Kenya to increase future reserves and production as part of the company’s sustainable growth.
The expected average petroleum sales volumes per day based on existing projects for the years 2014 –
2018 are as follows:

“Beside the important of petroleum exploration and development to increase PTTEP’s reserve, the
company will spend 40% of net profit. We also emphasize on technology development and corporate
sustainable development as well as environment. This is in line with our corporate strategies that PTTEP
will spend 6% of net profit in technology and R&D, 4% in CSR which are also highlighted in our
strategies”. Mr. Tevin added.
