Saudi oil exports hit $199.17bn in 8 months
Saudi Arabia's oil exports reached 1.84 billion barrels in the first eight months of the year with
revenues amounting to SR747 billion ($199.17 billion), local media said quoting an expert.
Domestic consumption during the same period reached nearly
553 million barrels, accounting for 23 per cent of the total output,
economic consultant Fahad bin Jumaa was quoted by Al-Riyadh
daily as saying.
“The last few weeks had witnessed a substantial drop in oil prices
at global level in light of geo-political developments and economic
sanctions imposed by the US and the European Union (EU)
countries on Russia,” Jumaa said.
Global oil supplies are still abundant and demand tends to be
weak, a report in Arab News stated
“Oil supplies of the Organisation of Petroleum Exporting
Countries (OPEC), however, remain strong with a record of 30.44
million barrels per day (bpd) in July supported by the increased
production by Saudi Arabia,” he said.

Qatar's Barzan Gas Project Train 1 more than 95% complete

The construction of the $10.3 Barzan Gas Project, which includes both offshore and onshore
facilities, started in 2011. The offshore facilities include three offshore wellhead platforms, subsea
pipelines and cables.
Barzan Train 1 is expected start-up in 1Q 2015 When completed, Trains 1 and 2 will roduce
around 1.4 billion cubic feet a day of clean-burning natural gas from the North Field The
$10.3 billion project is fully integrated from reservoir to
customers.
RasGas Company Limited (RasGas) today announced that
Train 1 of its historic Barzan Gas Project (BGP), which will
play a significant role in meeting Qatar's rapidly growing
domestic energy demand, is more than 95 per cent
complete and is rapidly ramping up for first production of
clean-burning natural gas in the first quarter of 2015.
Construction work on Train 2 is also progressing well with expectations to be completed by the
middle of 2015. Once completed, the two processing trains will produce around 1.4 billion
standard cubic feet a day (bcfd) of sales gas. Combined with RasGas' other facilities production
(LNG and sales gas), the BGP is set to make RasGas one of the largest single gas processors in
the world with a production capacity of 11 bcfd (the equivalent of almost two million barrels of oil).
In addition to sales gas, Barzan will
produce about 22,000 barrels per day
(bpd) of field condensate, 6,000 bpd of
plant condensate, 34,000 bpd of
ethane, 10,500 bpd of propane and
7,500 bpd of butane. His Excellency Dr.
Mohammed bin Saleh Al-Sada, Minister
of Energy and Industry said, "The

The construction of this mega-project, which includes both offshore and onshore facilities, started
in 2011. The offshore facilities include three offshore wellhead platforms, subsea pipelines and
cables. The onshore facilities are comprised of a gas processing unit, a sulphur recovery unit to

remove impurities from the natural gas, and a natural gas liquids (NGL) recovery unit, which will
produce methane, ethane, propane, butane and condensate. Ethane produced from the plant will
be used as a feedstock for the growing Qatari petrochemical industry. RasGas was appointed by
its shareholders, Qatar Petroleum and ExxonMobil, to design, construct and operate the BGP,
which is one of the largest and most technologically advanced gas projects in the region.
Safety Performance
The project has maintained world-class safety performance and industry-leading results for the
last three years through a disciplined approach to process safety and relentless focus on accident
prevention and continually improving
project execution practices.
Emphasising the need for continued
vigilance, Hamad Rashid Al Mohannadi,
RasGas' Chief Executive Officer, said

Environmental Commitment
Al Mohannadi also cited the company's commitment to the environment as a high priority area
where RasGas has taken significant strides in ensuring that the BGP facilities are built utilising the
right technology and sound engineering design to operate safely and reliably.
Various innovative technologies and controls are being implemented to minimise adverse
environmental impacts. These include using the best available technology (BAT) for combustion
sources, utilising innovative start-up flare minimisation strategies, and undertaking environmental
projects to protect coral and marine life. The facility will also utilise ExxonMobil's Flexsorb®
SE
Plus for tail gas treatment of the sulfur recovery plant which will allow the facility to achieve 99.4
per cent recovery efficiency, which will be the highest recovery efficiency of any gas treatment
project in Ras Laffan Industrial City. Specialised burner technology has also been installed on
fired equipment and gas turbines to help minimise nitrogen oxide (NOx) emissions.
As part of RasGas' efforts to preserve marine life and protect biodiversity in its project waters, the
company relocated around 1,600 corals living along the Barzan Gas' pipeline route prior to
construction. This was done in consultation with Qatar's Ministry of Environment.
Qatarization Achievements
Another first that distinguishes the project is the number of Qatari nationals working on the project.
The Barzan Gas Project has the highest number of Qataris, working in almost every key

discipline, of any single RasGas project, thus ensuring that maximum exposure and experience
are given to national graduates to develop their career in the Qatari energy industry. This included
embedding them with the project teams in Japan and South Korea throughout the different phases
of the project. Additionally, a broad range of Qatari companies have also been involved in
providing essential support in terms of manpower, materials, equipment and services.
Contractors and Customers
Several contractors played a key role in the
planning, engineering, procurement,
construction and development of the project
including JGC Corporation and its sub-
contractors for the onshore facilities and
Hyundai Heavy Industries for the offshore
facilities. Yet another key feature of this major
"from Qatar to Qatar" project has been the
utilisation of a large percentage of Qatari sub-
contractors, further developing national
capability.
Once completed, a major portion of the
Barzan gas production will be used by the
power and water generation sectors, enabling them to utilise clean-burning ` natural gas to
support several of Qatar's new projects that are underway.

RasGas Company Limited (RasGas) is a Qatari joint stock company established in 2001 by Qatar
Petroleum and ExxonMobil RasGas Inc. RasGas acts as the operating company for and on behalf
of the owners of the liquefied natural gas (LNG) projects RL, RL (II) and RL3 (Project Owners).
With operations facilities based in Ras Laffan Industrial City, Qatar, RasGas' principal activities
are to extract, process, liquefy, store and export LNG and its derivatives from Qatar's North Field.

RasGas currently operates the Ras Laffan Helium Plant which was established in 2003 and came
on stream in 2005. The plant extracts, purifies and liquefies helium from the North Field. The
second helium plant entered production in June 2013 bringing the total liquid Helium production

Technological Innovation

Qatarization
• The Barzan Gas Offshore and Onshore Projects completed a Professional Development
Programme (PDP) for 31 RasGas and QP Qatari employees. This programme involved classroom
training and workshops followed by five months of on-the-job training with JGC and HHI's project
teams and working daily on the project deliverables with the Barzan Project Management Team.
General
• At peak construction, more than 30,000 people worked on the project.
• Joint venture with Qatar Petroleum owning 93% and ExxonMobil owning 7%, with RasGas as
the developer and operator.
• Once BGP is completed, RasGas will be one of the largest single gas processors in the world.
Comparatives
If you laid all of the Barzan Gas cabling end to end along a highway and drove 105 km/h (65
mph), it would take 22 hours and 8 minutes to drive the distance of the cabling (2,300 km of
cable).
The amount of structural steel on the Project, 24,300 tonnes, equals 8,097
standard sized sedan vehicles (3 tonnes). If you were to stack these vehicles
(average height of 4ft 10in) on top of each other, it would be equivalent to the
height of 40 Aspire Towers in Doha (984 ft) or approximately the cruising altitude
of an airplane (39,000 ft.)

Jordan to buy Leviathan gas for 15 years
Press Release, September 3, 2014;
Noble Energy announced the execution of a non-binding Letter of Intent (LOI) to
supply natural gas from the Leviathan field, offshore Israel, to the National Electric
Power Company (NEPCO) of Jordan.
Under terms of the LOI, Noble Energy and the
Leviathan partners will supply a base gross
quantity of 1.6 trillion cubic feet (Tcf) of natural
gas from the Leviathan field over a 15-year term.
Sales volumes under the agreement are
anticipated to begin at a rate of 300 million cubic
feet per day. Delivery of natural gas is expected
to occur at a border location
between Israel and Jordan, following the
completion of related pipeline infrastructure.
The price for the natural gas is based primarily
on a linkage to Brent oil prices and is dependent
on negotiations of a binding agreement. A final
gas purchase and sales agreement is expected to
be completed in 2014 and will be subject, among
other conditions, to the receipt of regulatory approvals in Israel and Jordan. The parties are
working in coordination with, and the support of, the United States Department of State.
Keith Elliott, Noble Energy’s Senior Vice President, Eastern Mediterranean,
commented, “We look forward to working

prosperity across the region through
development of these world-class energy
resources. This LOI and other recent regional
export arrangements are advancing the first
phase of development at the Leviathan
project, which is being designed with capacity
for 1.6 billion cubic feet of natural gas per
day. As we continue to mature the technical
design of the project, we are making good
progress on the marketing side. We now have
over 60 percent of Leviathan’s initial capacity
and 80 percent of targeted initial sales
volumes secured with LOIs.”
Noble Energy operates Leviathan with a 39.66
percent working interest. Other interest
owners are Delek Drilling with 22.67 percent,
Avner Oil Exploration with 22.67 percent, and
Ratio Oil Exploration (1992) Limited
Partnership with the remaining 15 percent.
The Leviathan field has an estimated 22 Tcf of
discovered natural gas resources.

Keel laid for first liftboat being built in Qatar

Nakilat-Keppel Offshore & Marine (N-KOM) has achieved another milestone with the keel
laying of its first liftboat newbuild project, awarded recently in July 2014 by long-time client
Gulf Drilling International (GDI).The project marks the shipyard’s first foray into the
offshore jack-up newbuild market and is also the first such project to be undertaken in
Qatar.
Once completed in 2015, the
liftboat will support GDI’s growing
offshore fleet of jack-up rigs.

witness the keel laying of the
liftboat, which took place at the
Erhama Bin Jaber Al Jalahma
shipyard in Ras Laffan, Qatar.
Customized for field transit
operations in the Middle East and
North Africa (MENA), the self-
propelled and self-elevating liftboat
(LB310) is designed in collaboration with Bennett Offshore, a naval architecture and marine engineering
arm of Keppel Offshore & Marine (KOM).
It can operate in water depths of up to 65 metres and will be equipped with a unique 200 tonnes leg
encircling crane, a large open deck space of around 800 sqm, a heli-deck and accommodation quarters for
130 persons.
According to N-Kom, a liftboat is a more efficient and cost-effective alternative to traditional offshore
support vessels performing well-servicing, data-logging, wire-line cleaning, maintenance, commissioning
and decommissioning of offshore platforms; this is especially so since it is self-propelled and thus can be
mobilised without requiring third party assistance. In addition, it can accommodate a large number of
offshore crew and also enhance the overall safety by providing a more stable work environment with its
self-elevating feature.
Abu Bakar Mohd Nor, CEO of N-KOM shared, “This is N-KOM’s first newbuild project for GDI, having
previously completed more than ten jack-up rig repair and conversion projects for the company. We have
seen an increasing number of greenfield developments in the region, with major oil players rapidly
expanding their fleet in tandem with market demand. Having already made a name for ourselves in the
repair market, our next strategy is to capture the newbuild and the robust regional offshore market by
leveraging both Nakilat and KOM’s expertise to provide our customers with quality and value-added
offshore solutions.”

Africa's energy industry could boom in the coming years, with Mozambique and Tanzania
set to emerge as new frontiers if they can attract enough badly needed investment, a
report said Wednesday.

Six of the top 10 global discoveries in 2013 were made in Africa, with more than 500 companies
now exploring across to the continent, according to a study by Price WaterhouseCoopers.
Large gas finds in Mozambique and Tanzania would make the world “take note of east Africa as
an emerging player in the global industry,” said the report's advisory leader, Chris Bredenhann.
The boom has brought investment opportunities, despite the lingering challenges of corruption,
lack of infrastructure and regulation. Transactions worth some $1 billion (760 million euros)
occurred every 17 days in Africa's oil and sector last year, the report said.
Still, the continent faces fierce
competition for vital investment from
other parts of the world, the PWC
report cautioned.“A huge obstacle to
growth in Tanzania and Mozambique
is the cost of the infrastructure
required, which neither country can
afford without help from foreign
investors,” it said.
Nearly nine million barrels of crude
were produced every day in 2013,
more than 80 percent of which came
from established players such as
Nigeria, Libya, Algeria, Egypt and
Angola. In gas that is even more
concentrated, with nine tenths of
annual natural gas production of 6.5
trillion cubic feet coming from Nigeria,
Libya, Algeria and Egypt.
Still, Mozambique could become a
major player in the Asian market on a
par with Australia, the United States
and Papua New Guinea when it starts
exporting gas, expected in 2020, the
report said. Already majors such as
Eni, Chevron and BP have invested in
its gas fields, some of the largest
discovered in the past decade.
Demand for oil in Africa was also expected to “rise significantly” over the next 20 years, driven by
population growth, urbanization and the emergence of a middle class, the report said.
Exploration and refining capacity in Africa will continue to increase, in contrast to what is
happening in the developing world, as countries strive to have a greater security of supply and
increase export earnings from the sale of refined products. At the same time, uncertain regulatory
frameworks, political intervention and the nationalisation of resources will be key issues that will
affect the oil and gas industry in the coming years.

Ghana: Lukoil encounters oil and gas at its Cape Three Points offshore Block

Lukoil Overseas said on Wednesday it found high showings of oil and gas at its Cape Three Points Deep
Water Block off the coast of Ghana and the Energy Minister said Lukoil was in a 90-day period of testing
whether the finding was commercially viable.
'Lukoil has come to report a discovery and under the petroleum agreement they have 90 days to do an
appraisal to determine whether it is commercial,' said Energy Minister Emmanuel Armah-Kofi Buah.
LUKOIL joined the project for exploration, appraisal, development and production of hydrocarbons on the
Cape Three Points Deep Water (CTPDW) Block in July 2006. A new framework agreement on the project
was signed in June 2009. Project participants: LUKOIL with 56.66% (Operator), PanAtlantic (ex-Vanco)
with 28.34% and state-owned company GNPC with a 15% share.
The CTPDW block is located 50-100 km offshore in the Gulf of Guinea. The nearest port is Takoradi. The
block has an area of 5,142 sq kms. Water depth within the block varies from 200 to 3,000 meters. The
agreement provides for 2 stages of operations on the contract area: exploration and development. The
exploration period is five years, while the development and production period will take 23 years (with
extension possible if required). GNPC has an option to increase its ownership interest in the project by 5%
from the commercial discovery date.
In 2010-2011 three deepwater exploration wells were drilled in CTPDW block (Dzata and Cheetah
prospects) which discovered an oil and gas condensate field and confirmed the presence of a petroleum
system with a thick series of high-quality sand reservoirs but failed to discover any commercial hydrocarbon
reserves. Wells were drilled from 6th generation dynamically-positioned drilling ship. Detailed study of the
geological structure of the block, preparation and evaluation of prospects for further exploration are in
progress. The new stage of exploration drilling is scheduled for 2014.

Rosneft, PetroVietnam discuss offshore projects

Rosneft Chairman of the Management Board Igor Sechin held a working meeting with
PetroVietnam (Vietnam Oil and Gas Group) Chairman of the Board of Directors Nguyen Xuan
Son in Moscow, Tuesday.
Shortly before the meeting of the Russian-Vietnamese intergovernmental panel there was a considerable
dialogue regarding cooperation between the companies in the region of exploration, production, processing,
and distribution in Vietnam, Russia, and third countries. The parties discussed a range of offshore projects
in of Russia and Vietnam.
During the negotiations the issues of the delivery of Russian oil to Zung Kuat oil refinery in Vietnam and
possible participation in its modernization were considered.
‘PetroVietnam is strategic partner of Rosneft, and we are satisfied with our cooperation under the
Memorandum of Understanding signed this May to strengthen cooperation between the two oil and gas
companies,’ Igor Sechin said.
Currently Rosneft participates in the projects of gas and gas condensate recovery within two blocks in the
shelf area of Vietnam:
• 06.11 Rosneft Vietnam B.V. owns 35% in the project, is a project operator; initial gas reserves are
about 86 billions cubic meters.
• 5.3/11 Rosneft Vietnam B.V. owns 100% in the project, is a project operator;
• The current resource assessment is 38,4 billion cubic meters of gas and 39 million tons of gas
condensate.
• The Company also owns 32.7 % in the Nam Con Son pipeline.

China to invest over $5 billion in India’s Maharashtra, Gujarat Industeries

A day after Japan announced investments to the tune of $35 billion in India, China has said that it
would set up two industrial parks—one each in Maharashtra and Gujarat involving investments in
excess of $5 billion.

Chinese Consul-General in
Mumbai, Liu Youfa.
While the Pune park would
have an area of about 6 sq km,
the park that would come up
near Ahmedabad in Gujarat
would encompass an area of
around 10 sq km and would
require investments in excess
of $1 billion.
The Ahmedabad park would
focus on power transmission and generation equipment manufacturing, Youfa, who was in the city
to participate in a programme organized by the Southern India Mills' Association, said. The first
phase of the Pune park, which would be completed in three years, would see investments to the
tune of $500 million, he said.
It (the park) would be a smart city. It would have banks, hotels, schools, recreational centres and
all facilities," Youfa said. The Pune park would ultimately employ 1 lakh persons and generate
billions of dollars in revenues, he said. The park would have 15 companies and a bulk of the
investments would come from Chinese firms, the Consul-General said.
China is seeking to prop up its investments in India, which remains paltry due to a host of issues.
Direct investments by Chinese firms amounted to just $1 billion compared to around $4 billion
invested by Indian companies in China, Youfa stated.
China has made investments to the tune of $750 billion across the world. "Excessive security
(screening) has killed efforts to increase Chinese investments (into India). Your (Indian)
government has been setting up tall barriers," he rued.

Oil price rises to $102, rebounds after 16-month low
Oil climbed towards $102 a barrel on Wednesday as the market bounced off a 16-month low hit in
the previous session, although ample supplies and lingering demand worries limited the rally. A
weaker dollar and expectations of a decline in US crude stocks supported oil prices, which on
Tuesday had plummeted in reaction to a sharp gain in the dollar and concerns over slowing oil
demand growth in China and Europe.
• Brent crude was up $1.60 at $101.94 by 1355 GMT after settling at its lowest since May 1,
2013 on Tuesday.
• US crude traded up $1.26 at $94.14 after settling down $3.08 from Friday's close. Monday
was a US holiday.
The dollar slipped against a basket of currencies. The currency on Tuesday rose to its highest
since July 2013, pressuring oil prices as a firmer dollar makes oil more expensive for holders of
other currencies. Investors have mostly discounted threats to supplies from conflict in the Middle
East and North Africa, focusing instead on the lack of further disruption to oil flows in Iraq and
rising output in Libya.
Nonetheless, that backdrop argues against further downside, say some analysts. Brent has so far
stayed above $100 - the price level favoured by Saudi Arabia and other members of the
Organization of the Petroleum Exporting Countries.
Brent briefly edged lower after Ukraine said its president had agreed with Russia's Vladimir Putin
on steps towards a "ceasefire regime" in Kiev's conflict with pro-Russian rebels.The latest US
inventory reports are expected to show crude and refined fuel stocks dropped last week,
according to a Reuters survey, potentially supporting prices. Industry group the American Petro

Domestic consumption during the same period reached nearly 553 million barrels, accounting for 23 per cent of the total output, economic consultant Fahad bin Jumaa was quoted by Al-Riyadh daily as saying. “The last few weeks had witnessed a substantial drop in oil prices at global level in light of geo-political developments and economic sanctions imposed by the US and the European Union (EU) countries on Russia,” Jumaa said. Global oil supplies are still abundant and demand tends to be weak, a report in Arab News stated “Oil supplies of the Organisation of Petroleum Exporting Countries (OPEC), however, remain strong with a record of 30.44 million barrels per day (bpd) in July supported by the increased production by Saudi Arabia,” he said.

Page 2 Qatar's Barzan Gas Project Train 1 more than 95% complete © Press Release 2014 + Zawya + NewBase The construction of the $10.3 Barzan Gas Project, which includes both offshore and onshore facilities, started in 2011. The offshore facilities include three offshore wellhead platforms, subsea pipelines and cables. Barzan Train 1 is expected start-up in 1Q 2015 When completed, Trains 1 and 2 will roduce around 1.4 billion cubic feet a day of clean-burning natural gas from the North Field The $10.3 billion project is fully integrated from reservoir to customers. RasGas Company Limited (RasGas) today announced that Train 1 of its historic Barzan Gas Project (BGP), which will play a significant role in meeting Qatar's rapidly growing domestic energy demand, is more than 95 per cent complete and is rapidly ramping up for first production of clean-burning natural gas in the first quarter of 2015. Construction work on Train 2 is also progressing well with expectations to be completed by the middle of 2015. Once completed, the two processing trains will produce around 1.4 billion standard cubic feet a day (bcfd) of sales gas. Combined with RasGas' other facilities production (LNG and sales gas), the BGP is set to make RasGas one of the largest single gas processors in the world with a production capacity of 11 bcfd (the equivalent of almost two million barrels of oil). In addition to sales gas, Barzan will produce about 22,000 barrels per day (bpd) of field condensate, 6,000 bpd of plant condensate, 34,000 bpd of ethane, 10,500 bpd of propane and 7,500 bpd of butane. His Excellency Dr. Mohammed bin Saleh Al-Sada, Minister of Energy and Industry said, "The Barzan Gas Project is strategically important for Qatar's sustainable economic development, and is a powerful step forward in the country's overall industrial and human development, in line with Qatar National Vision 2030, under the wise leadership of His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the State of Qatar, carrying on the vision of His Highness the Father Emir Sheikh Hamad bin Khalifa Al Thani. I would like to commend RasGas, its shareholders, Qatar Petroleum and ExxonMobil Corporation, its contractors and all involved in this massive project for their commitment, outstanding management and world-class safety achievements." Page 3 remove impurities from the natural gas, and a natural gas liquids (NGL) recovery unit, which will produce methane, ethane, propane, butane and condensate. Ethane produced from the plant will be used as a feedstock for the growing Qatari petrochemical industry. RasGas was appointed by its shareholders, Qatar Petroleum and ExxonMobil, to design, construct and operate the BGP, which is one of the largest and most technologically advanced gas projects in the region. Safety Performance The project has maintained world-class safety performance and industry-leading results for the last three years through a disciplined approach to process safety and relentless focus on accident prevention and continually improving project execution practices. Emphasising the need for continued vigilance, Hamad Rashid Al Mohannadi, RasGas' Chief Executive Officer, said "The Barzan Gas Project is a prime example of RasGas' commitment to safety and excellence in project management and execution. I am proud to note that we have already achieved an unprecedented world-class safety record of 130 million man-hours without a lost time incident (LTI). I would like to thank our shareholders, contractors, employees and workers for this outstanding achievement given the complexity of managing a multi-national workforce of more than 30,000 people at peak construction in very challenging conditions." Environmental Commitment Al Mohannadi also cited the company's commitment to the environment as a high priority area where RasGas has taken significant strides in ensuring that the BGP facilities are built utilising the right technology and sound engineering design to operate safely and reliably. Various innovative technologies and controls are being implemented to minimise adverse environmental impacts. These include using the best available technology (BAT) for combustion sources, utilising innovative start-up flare minimisation strategies, and undertaking environmental projects to protect coral and marine life. The facility will also utilise ExxonMobil's Flexsorb® SE Plus for tail gas treatment of the sulfur recovery plant which will allow the facility to achieve 99.4 per cent recovery efficiency, which will be the highest recovery efficiency of any gas treatment project in Ras Laffan Industrial City. Specialised burner technology has also been installed on fired equipment and gas turbines to help minimise nitrogen oxide (NOx) emissions. As part of RasGas' efforts to preserve marine life and protect biodiversity in its project waters, the company relocated around 1,600 corals living along the Barzan Gas' pipeline route prior to construction. This was done in consultation with Qatar's Ministry of Environment. Qatarization Achievements Another first that distinguishes the project is the number of Qatari nationals working on the project. The Barzan Gas Project has the highest number of Qataris, working in almost every key

Page 4 discipline, of any single RasGas project, thus ensuring that maximum exposure and experience are given to national graduates to develop their career in the Qatari energy industry. This included embedding them with the project teams in Japan and South Korea throughout the different phases of the project. Additionally, a broad range of Qatari companies have also been involved in providing essential support in terms of manpower, materials, equipment and services. Contractors and Customers Several contractors played a key role in the planning, engineering, procurement, construction and development of the project including JGC Corporation and its sub- contractors for the onshore facilities and Hyundai Heavy Industries for the offshore facilities. Yet another key feature of this major "from Qatar to Qatar" project has been the utilisation of a large percentage of Qatari sub- contractors, further developing national capability. Once completed, a major portion of the Barzan gas production will be used by the power and water generation sectors, enabling them to utilise clean-burning ` natural gas to support several of Qatar's new projects that are underway. About RasGas RasGas Company Limited (RasGas) is a Qatari joint stock company established in 2001 by Qatar Petroleum and ExxonMobil RasGas Inc. RasGas acts as the operating company for and on behalf of the owners of the liquefied natural gas (LNG) projects RL, RL (II) and RL3 (Project Owners). With operations facilities based in Ras Laffan Industrial City, Qatar, RasGas' principal activities are to extract, process, liquefy, store and export LNG and its derivatives from Qatar's North Field. RasGas, on behalf of the Project Owners, exports to countries across Asia, Europe and the Americas with a total LNG production capacity of approximately 37 million tonnes per annum. For pipeline sales gas to the domestic market, RasGas also operates the Al Khaleej Gas Projects, AKG-1 and AKG-2 supplying approximately 2.0 billion standard cubic feet (Bscf) per day. RasGas is currently adding production capacity by building the Barzan Gas Project which when fully operational in 2015, is expected to supply approximately 1.4 Bscf of additional sales gas per day to the Qatari market to meet growing demand for energy at power stations and downstream industries. RasGas currently operates the Ras Laffan Helium Plant which was established in 2003 and came on stream in 2005. The plant extracts, purifies and liquefies helium from the North Field. The second helium plant entered production in June 2013 bringing the total liquid Helium production capacity to 1.96 Bscf per year. www.rasgas.com BARZAN GAS PROJECT - QUICK FACTS Offshore • A total of 30 gas development wells, 10 at each of the three unmanned wellhead platforms in North Field • Each Barzan wellhead is currently estimated to weigh approximately 2700 MT.

Page 5 • Approximately 100 km of subsea cables to supply power from onshore • Two 32-inch subsea gas export pipelines running 92 km each, to transport about 1,900 mmscfd of gas from the platforms to the onshore plant at Ras Laffan Onshore • Comprised of a gas processing unit, a sulphur recovery unit and a natural gas liquids (NGL) recovery unit, which will produce methane, ethane, propane, butane and condensate. • Located in Ras Laffan Industrial City (RLIC), which is approximately 70 km north of Doha, Qatar • Purchased utilities from RLC/ Kahramaa:110 MW electricity, desalinated water, seawater supply and return Technological Innovation • Sulfur recovery facilities to remove impurities from the inlet gas stream. These world-class facilities will produce almost 4,000 metric tonnes per day of molten sulfur. • Utilising ExxonMobil's Flexsorb® SE Plus technology for tail gas treatment of the sulfur recovery plant that will allow the Barzan facility to achieve 99.4% recovery efficiency, the highest recovery efficiency of any gas treatment project in Qatar. • Proprietary technology that recovers natural gas liquids (NGL) from the sales gas stream to generate additional revenue for the project and removes nitrogen from the sales gas stream to achieve the sales gas specifications required by customers. This integrated NGL Recovery and Nitrogen Rejection Unit (NRU) will the first application of this industry-proven technology in Qatar. • Sea water cooling towers that provide an advanced closed loop system that to cool process streams. This closed-loop system minimises the use of sea water required for process cooling. • Burner technology for fired equipment and gas turbines designed to minimise nitrogen oxide (NOx) emissions. Qatarization • The Barzan Gas Offshore and Onshore Projects completed a Professional Development Programme (PDP) for 31 RasGas and QP Qatari employees. This programme involved classroom training and workshops followed by five months of on-the-job training with JGC and HHI's project teams and working daily on the project deliverables with the Barzan Project Management Team. General • At peak construction, more than 30,000 people worked on the project. • Joint venture with Qatar Petroleum owning 93% and ExxonMobil owning 7%, with RasGas as the developer and operator. • Once BGP is completed, RasGas will be one of the largest single gas processors in the world. Comparatives If you laid all of the Barzan Gas cabling end to end along a highway and drove 105 km/h (65 mph), it would take 22 hours and 8 minutes to drive the distance of the cabling (2,300 km of cable). The amount of structural steel on the Project, 24,300 tonnes, equals 8,097 standard sized sedan vehicles (3 tonnes). If you were to stack these vehicles (average height of 4ft 10in) on top of each other, it would be equivalent to the height of 40 Aspire Towers in Doha (984 ft) or approximately the cruising altitude of an airplane (39,000 ft.)

Page 6 Jordan to buy Leviathan gas for 15 years Press Release, September 3, 2014; Noble Energy announced the execution of a non-binding Letter of Intent (LOI) to supply natural gas from the Leviathan field, offshore Israel, to the National Electric Power Company (NEPCO) of Jordan. Under terms of the LOI, Noble Energy and the Leviathan partners will supply a base gross quantity of 1.6 trillion cubic feet (Tcf) of natural gas from the Leviathan field over a 15-year term. Sales volumes under the agreement are anticipated to begin at a rate of 300 million cubic feet per day. Delivery of natural gas is expected to occur at a border location between Israel and Jordan, following the completion of related pipeline infrastructure. The price for the natural gas is based primarily on a linkage to Brent oil prices and is dependent on negotiations of a binding agreement. A final gas purchase and sales agreement is expected to be completed in 2014 and will be subject, among other conditions, to the receipt of regulatory approvals in Israel and Jordan. The parties are working in coordination with, and the support of, the United States Department of State. Keith Elliott, Noble Energy’s Senior Vice President, Eastern Mediterranean, commented, “We look forward to working with NEPCO and supporting economic prosperity across the region through development of these world-class energy resources. This LOI and other recent regional export arrangements are advancing the first phase of development at the Leviathan project, which is being designed with capacity for 1.6 billion cubic feet of natural gas per day. As we continue to mature the technical design of the project, we are making good progress on the marketing side. We now have over 60 percent of Leviathan’s initial capacity and 80 percent of targeted initial sales volumes secured with LOIs.” Noble Energy operates Leviathan with a 39.66 percent working interest. Other interest owners are Delek Drilling with 22.67 percent, Avner Oil Exploration with 22.67 percent, and Ratio Oil Exploration (1992) Limited Partnership with the remaining 15 percent. The Leviathan field has an estimated 22 Tcf of discovered natural gas resources.

Page 7 Keel laid for first liftboat being built in Qatar Press Release, August 03, 2014 Nakilat-Keppel Offshore & Marine (N-KOM) has achieved another milestone with the keel laying of its first liftboat newbuild project, awarded recently in July 2014 by long-time client Gulf Drilling International (GDI).The project marks the shipyard’s first foray into the offshore jack-up newbuild market and is also the first such project to be undertaken in Qatar. Once completed in 2015, the liftboat will support GDI’s growing offshore fleet of jack-up rigs. Senior management from N-KOM, GDI as well as classification society American Bureau of Shipping (ABS) were present to witness the keel laying of the liftboat, which took place at the Erhama Bin Jaber Al Jalahma shipyard in Ras Laffan, Qatar. Customized for field transit operations in the Middle East and North Africa (MENA), the self- propelled and self-elevating liftboat (LB310) is designed in collaboration with Bennett Offshore, a naval architecture and marine engineering arm of Keppel Offshore & Marine (KOM). It can operate in water depths of up to 65 metres and will be equipped with a unique 200 tonnes leg encircling crane, a large open deck space of around 800 sqm, a heli-deck and accommodation quarters for 130 persons. According to N-Kom, a liftboat is a more efficient and cost-effective alternative to traditional offshore support vessels performing well-servicing, data-logging, wire-line cleaning, maintenance, commissioning and decommissioning of offshore platforms; this is especially so since it is self-propelled and thus can be mobilised without requiring third party assistance. In addition, it can accommodate a large number of offshore crew and also enhance the overall safety by providing a more stable work environment with its self-elevating feature. Abu Bakar Mohd Nor, CEO of N-KOM shared, “This is N-KOM’s first newbuild project for GDI, having previously completed more than ten jack-up rig repair and conversion projects for the company. We have seen an increasing number of greenfield developments in the region, with major oil players rapidly expanding their fleet in tandem with market demand. Having already made a name for ourselves in the repair market, our next strategy is to capture the newbuild and the robust regional offshore market by leveraging both Nakilat and KOM’s expertise to provide our customers with quality and value-added offshore solutions.”

Large gas finds in Mozambique and Tanzania would make the world “take note of east Africa as an emerging player in the global industry,” said the report's advisory leader, Chris Bredenhann. The boom has brought investment opportunities, despite the lingering challenges of corruption, lack of infrastructure and regulation. Transactions worth some $1 billion (760 million euros) occurred every 17 days in Africa's oil and sector last year, the report said. Still, the continent faces fierce competition for vital investment from other parts of the world, the PWC report cautioned.“A huge obstacle to growth in Tanzania and Mozambique is the cost of the infrastructure required, which neither country can afford without help from foreign investors,” it said. Nearly nine million barrels of crude were produced every day in 2013, more than 80 percent of which came from established players such as Nigeria, Libya, Algeria, Egypt and Angola. In gas that is even more concentrated, with nine tenths of annual natural gas production of 6.5 trillion cubic feet coming from Nigeria, Libya, Algeria and Egypt. Still, Mozambique could become a major player in the Asian market on a par with Australia, the United States and Papua New Guinea when it starts exporting gas, expected in 2020, the report said. Already majors such as Eni, Chevron and BP have invested in its gas fields, some of the largest discovered in the past decade. Demand for oil in Africa was also expected to “rise significantly” over the next 20 years, driven by population growth, urbanization and the emergence of a middle class, the report said. Exploration and refining capacity in Africa will continue to increase, in contrast to what is happening in the developing world, as countries strive to have a greater security of supply and increase export earnings from the sale of refined products. At the same time, uncertain regulatory frameworks, political intervention and the nationalisation of resources will be key issues that will affect the oil and gas industry in the coming years.

Page 10 Ghana: Lukoil encounters oil and gas at its Cape Three Points offshore Block Source: Reuters Lukoil Overseas said on Wednesday it found high showings of oil and gas at its Cape Three Points Deep Water Block off the coast of Ghana and the Energy Minister said Lukoil was in a 90-day period of testing whether the finding was commercially viable. 'Lukoil has come to report a discovery and under the petroleum agreement they have 90 days to do an appraisal to determine whether it is commercial,' said Energy Minister Emmanuel Armah-Kofi Buah. LUKOIL joined the project for exploration, appraisal, development and production of hydrocarbons on the Cape Three Points Deep Water (CTPDW) Block in July 2006. A new framework agreement on the project was signed in June 2009. Project participants: LUKOIL with 56.66% (Operator), PanAtlantic (ex-Vanco) with 28.34% and state-owned company GNPC with a 15% share. The CTPDW block is located 50-100 km offshore in the Gulf of Guinea. The nearest port is Takoradi. The block has an area of 5,142 sq kms. Water depth within the block varies from 200 to 3,000 meters. The agreement provides for 2 stages of operations on the contract area: exploration and development. The exploration period is five years, while the development and production period will take 23 years (with extension possible if required). GNPC has an option to increase its ownership interest in the project by 5% from the commercial discovery date. In 2010-2011 three deepwater exploration wells were drilled in CTPDW block (Dzata and Cheetah prospects) which discovered an oil and gas condensate field and confirmed the presence of a petroleum system with a thick series of high-quality sand reservoirs but failed to discover any commercial hydrocarbon reserves. Wells were drilled from 6th generation dynamically-positioned drilling ship. Detailed study of the geological structure of the block, preparation and evaluation of prospects for further exploration are in progress. The new stage of exploration drilling is scheduled for 2014.

Shortly before the meeting of the Russian-Vietnamese intergovernmental panel there was a considerable dialogue regarding cooperation between the companies in the region of exploration, production, processing, and distribution in Vietnam, Russia, and third countries. The parties discussed a range of offshore projects in of Russia and Vietnam. During the negotiations the issues of the delivery of Russian oil to Zung Kuat oil refinery in Vietnam and possible participation in its modernization were considered. ‘PetroVietnam is strategic partner of Rosneft, and we are satisfied with our cooperation under the Memorandum of Understanding signed this May to strengthen cooperation between the two oil and gas companies,’ Igor Sechin said. Currently Rosneft participates in the projects of gas and gas condensate recovery within two blocks in the shelf area of Vietnam: • 06.11 Rosneft Vietnam B.V. owns 35% in the project, is a project operator; initial gas reserves are about 86 billions cubic meters. • 5.3/11 Rosneft Vietnam B.V. owns 100% in the project, is a project operator; • The current resource assessment is 38,4 billion cubic meters of gas and 39 million tons of gas condensate. • The Company also owns 32.7 % in the Nam Con Son pipeline.

Page 12 China to invest over $5 billion in India’s Maharashtra, Gujarat Industeries By M Allirajan, TNN + NewBase A day after Japan announced investments to the tune of $35 billion in India, China has said that it would set up two industrial parks—one each in Maharashtra and Gujarat involving investments in excess of $5 billion. China would invest $5 billion in the industrial park in Pune alone, which would focus on automobile manufacturing, in phases over the next decade. The agreement on setting up industrial parks would be signed when Chinese President Xi Jinping visits India later this month, said the Chinese Consul-General in Mumbai, Liu Youfa. While the Pune park would have an area of about 6 sq km, the park that would come up near Ahmedabad in Gujarat would encompass an area of around 10 sq km and would require investments in excess of $1 billion. The Ahmedabad park would focus on power transmission and generation equipment manufacturing, Youfa, who was in the city to participate in a programme organized by the Southern India Mills' Association, said. The first phase of the Pune park, which would be completed in three years, would see investments to the tune of $500 million, he said. It (the park) would be a smart city. It would have banks, hotels, schools, recreational centres and all facilities," Youfa said. The Pune park would ultimately employ 1 lakh persons and generate billions of dollars in revenues, he said. The park would have 15 companies and a bulk of the investments would come from Chinese firms, the Consul-General said. China is seeking to prop up its investments in India, which remains paltry due to a host of issues. Direct investments by Chinese firms amounted to just $1 billion compared to around $4 billion invested by Indian companies in China, Youfa stated. China has made investments to the tune of $750 billion across the world. "Excessive security (screening) has killed efforts to increase Chinese investments (into India). Your (Indian) government has been setting up tall barriers," he rued.

A weaker dollar and expectations of a decline in US crude stocks supported oil prices, which on Tuesday had plummeted in reaction to a sharp gain in the dollar and concerns over slowing oil demand growth in China and Europe. • Brent crude was up $1.60 at $101.94 by 1355 GMT after settling at its lowest since May 1, 2013 on Tuesday. • US crude traded up $1.26 at $94.14 after settling down $3.08 from Friday's close. Monday was a US holiday. The dollar slipped against a basket of currencies. The currency on Tuesday rose to its highest since July 2013, pressuring oil prices as a firmer dollar makes oil more expensive for holders of other currencies. Investors have mostly discounted threats to supplies from conflict in the Middle East and North Africa, focusing instead on the lack of further disruption to oil flows in Iraq and rising output in Libya. Nonetheless, that backdrop argues against further downside, say some analysts. Brent has so far stayed above $100 - the price level favoured by Saudi Arabia and other members of the Organization of the Petroleum Exporting Countries. Brent briefly edged lower after Ukraine said its president had agreed with Russia's Vladimir Putin on steps towards a "ceasefire regime" in Kiev's conflict with pro-Russian rebels.The latest US inventory reports are expected to show crude and refined fuel stocks dropped last week, according to a Reuters survey, potentially supporting prices.
