6. Policy Considerations
Dealing with customers and bed bug damaged items:
Discard or treat the materials?
How to contact customer?
Ban from using the library?
Require proof of treatment for reinstatement?
Ban personal belongings?
7. Staff Training
All staff should be trained:
To identify bed bugs and bed bug damage
To know & follow workflow procedures
To know what to say to the public
To prevent transporting bed bugs home from the workplace
To protect themselves if bed bugs are found in the workplace:
Tumble dry clothes on high heat (125° F or above) for 30 minutes or
more. Contact County Extension for directions.
Clothes that require dry cleaning should be kept in a plastic sealable
bag until dry cleaning.
8. Workflow Considerations
Inspect materials and identify bed bugs or damage at check in
Determine if obviously damaged or suspected as damaged
Treat materials in freezer and/or bakery
Charge customer and place holds for outstanding items on
customer’s account
Contact customer
Post treatment inspection – discard or return to collection?

Equipment needed for treatment:
Heat treatment
Oven: 7 hours at 113° F
Freeze treatment
Freezer: 4 days at 0°F
Lots of Ziploc bags
& latex gloves!!
Jeweler’s glasses
Bed Bug Killer Spray
10. Dogs? In the Library?
Ruby & Charlotte, the bed bug sniffing dogs-quarterly
Bag identified materials immediately- we put in freezer
Move furniture out of public area: may be able to treat
on-site and return to public area within 24 hours

How is the library addressing the threat of bed bugs?
What if I return library materials that are found to contain
bed bugs or evidence of bed bugs?

There has been a noticeable increase in infestations over the last decade or so and we began to realize that it would have an impact on the libraries.
We noticed evidence in in a book so took it to the experts at the Extension Office!
Based on what we learned, we knew we needed to form a committee to address the issues associated with these situations.

We knew there were several challenges to consider: *listed on slide*
Bottom Line: Preventative maintenance and early detection help to prevent infestations
We recommend turning to professionals at Extension office for help.

Big picture
Discard or treat: We process it for damages first – then treat all materials in proximity to infested items – then review (and often discard)– We have a freezer that freezes to 0 degrees and leave items in a min of 4 days, as well as ‘bakery’ which treats for approximately 8 hours.
We send a letter to customer based on which occurrence- 1st, 2nd, 3rd- approved by director and legal dept. We did not do this alone-- IMPORTANT TO TELL customer how to return materials.
Dealing with repeat customers: Some things to think about- ban from library, ban personal belongings such as backpacks, bedding, bookbags
Infestations requiring proof of treatment-- People unable to check out because have fines– this worked as a way to prevent further checkouts and have actually had to ban patrons for repeatedly returning infested materials.

Identify bed bugs – not all bugs are bed bugs, because much of the evidence can be ambiguous or difficult for the naked eye-I use jeweler’s glasses to be sure, peace of mind
Biggest frustration is staff not following workflows – items on customer’s account not flagged for treatment, putting books into the freezer but not following workflows
Public is sensitive – being discreet and understanding is important! These are very difficult conversations to have.

Emphasize importance of not sorting until all materials are examined and checked-in to prevent contamination

Freezer- We like- I think you can get one for $250 or so. Make sure it freezes to zero.
Heat Treatment-we call it the Bakery- pros: shorter treatment time, lightweight & movable con: can’t treat media or plastics in it (DVDs, CDs, PlayAways….)

Bed Bug spray-mainly use this around desk area on carpet and counters
Serious infestation you may have call a pest control company and I would recommend talking to the extension office first. And do you research when looking on the internet- there are a lot of quick fixes that do not necc. Work.

If the dog alerts to a book on a shelf, we take the whole shelf and sometimes those above or below it just to be safe. Bag all and treat.
If furniture is infested, we used to have to let them take it and return it after about a week. Now, they can usually treat on-site (but out of public service area) and we can put it back after about 24 hours.

We have a document for customers concerning bed bug FAQs that our staff can access and distribute when necessary.

What to look for when checking books- you may just see one or two or three spots initially

Then you look at the bottom and see more

Look by the spine, inside the book jackets, on pages for blood, This is a picture of heavily infested book. This is not the kind of thing you would save. Mainly items ‘suspected’ of being exposed.
