Sector-wide approaches (SWAps) in health were developed in the 1990s in response to fragmented donor projects and prescriptive lending. SWAps aim to support government-led health sector policies and strategies through coordinated funding that supports national health plans. The goals of SWAps include increased government leadership, improved donor coordination, strengthened health sector management, and more coherent sector policy and planning. However, implementing SWAps effectively requires strong government commitment and leadership as well as transparent negotiation between donors and government to account for local context. It may take 5-10 years of sustained implementation before SWAps significantly impact health outcomes.

A Descriptive Study of Health Literacy Practices at GBUAHN
Low Functional health literacy is a problem affecting 90 million residents of the United States. Among the 90 million, 36% are adults who have “below basic” health literacy skills. Assessing health literacy is important in improving health behaviors, health outcomes, and perceived communication barriers related to health. The Patient Protection and Affordable Care Act enacted in 2010 brought about changes that demand a more coordinated approach to manage health care services. This research focused on the efforts being made to promote health literacy at Medicaid health homes such as Greater Buffalo United Accountable Healthcare Network (GBUAHN). This research consisted of observation of Patient Health Navigator interactions with patients in order to identify best practices of health literacy initiatives within GBUAHN. Results suggest best practices include promoting and establishing relationship to effectively enhance patients understanding of all their healthcare needs. This study suggests that GBUAHN should continue making use of recommendations related health literacy promotion while exploring areas of improvement as noted on scorecard. Patient Health Navigators are engaging patient in manner that will establish adherence within patients.

1. Current Macro Economic Scenario
The current macroeconomic scenario has intensified feminization of poverty. A mid-term evaluation of the
Eleventh Five Year Plan from a gender perspective therefore is the need of the hour. Real wages of a large number
of women have declined. Women’s work burden in unpaid care economy (cooking, cleaning, nursing, collecting
fuel, fodder, water, etc) has increased many-fold due to withdrawal of state from social sector (Chakraborty,
2008). Privatisation of education, health and insurance has increased unpaid work of women in the working
class and lower middle class households (Hirway, 2009)—not accounted in the system of national accounting.
Gender friendly implementation of National Rural Employment Guarantee Act (NREGA) in terms of skill
building, resource generation, work conditions and remuneration reaching actual women beneficiaries is still a
distant dream. While large majority of women are drowning in the ocean of market fundamentalism, they are
given small sticks in the form of Self Help Groups (SHGs) and micro finance to save themselves.
Inflation in agricultural commodities, sky rocketing prices of essential food items such as grain, vegetables
and seasonal fruits has imposed massive hardship for women. The Arjun Sengupta Committee’s Report on
Unorganized Sector Labour (2007, GoI) notes that over 394.9 million workers (more than 85 per cent of the
working population and more than 78 per cent of the workers in unorganised sector) live with an income of less
than Rs. 20 a day. 80% of the Scheduled Tribes and the Scheduled Castes, 80% of the Other Backward Classes
and 85% of Muslims belong to the categories of “poor and vulnerable,” who earn less than Rs. 20 a day. 21%
to 46% of men and 57% to 83% of women in non-agricultural sectors are employed as casual workers, who
get less than minimum wages. The unorganised work-force contributes around 60% to the national economic
output of the country.
The neoliberal economic policies of financial sector reforms; attacks on the livelihood base of the farmers,
forest people and slum dwellers; land grab in the name of creation of Special Economic Zones, massive
displacement and relocation of the masses to suit the interests of construction industry violate ‘rights’ or
‘entitlements’ of the urban and rural poor, especially women from the marginalized sections.

measured by different variables like access to quality health care, genetic inheritance and the
factors comprised with the quality of water, air, environment conditions etc. However recent
researches in related filed indicates correlation between mass media and health. Mass
media plays very important role in diffusing health messages and generating awareness
about health information which guides in attitude and behavior change of the audience to
ascertain a good health. Thus, Mass media guides health officials to reach the general
people, that is very important for health communication. Hence, mass media, radio,
television, and online media are the useful ways to make up mind of the the target people to
imbibe a new life-style and to alarm them with needful information because this is the only
way which is used to pursued the public about a particular disease or epidemic. The current
study intends to find out the level of awareness of health issues among the people and to
find out the most effective mode of health communication. The present research leads to the
findings that people of Punjab are aware of health issues but not fully aware about the health
schemes initiated by government of India. The mainstream media like radio and television
are doing very good job on national level to make people aware about government related
schemes but local channels are least interested to do a job for health awareness. It has also
come into light that private media is not very serious for spreading health related information

He is the founder of the IEEE CIS Task Force on Reservoir Computing, and the co-founder and chair of the IEEE Task Force on Randomization-based Neural Networks and Learning Systems. He is an associate editor of IEEE Transactions on Neural Networks and Learning Systems (TNNLS).

- 7. Evaluation We can say that lifestyle determinants and empowering strategies for improving manpower and skill of medical practitioners were not included in the policy. Possible empowering strategy: The marginalized people could be induced to realize their rights on healthy life and to demand for medical institutions and practitioners to be available in those places.
