It is indeed an extreme honor and pleasure to serve again as the President of
NASCLA. I am deeply honored to have been chosen by you again to lead this fi ne
organization.
Since 2005 when I began my involvement with NASCLA, I have observed its
growth nearly double in less than a decade. I am excited to continue this trend
in the upcoming year. In my involvement in other national organizations, I see
many opportunities to expand our services to our members and the construction
industry. Th e main project that I would like to focus on during my Presidency
is the development of an Electrical Examination. At the annual conference in Newport, Rhode Island
the NASCLA Accredited Examination Committee (Chaired by Doug Traylor) was quite successful with
bringing almost all of the electrical industry associations and organizations to the table to discuss this
monumental task. Aft er a great discussion, they all agreed that this was a project they were interested
in and also wanted to participate in its development. Th e trend in professional licensing across the
United States is the development and administration of National Standardized Examinations to ease
the mobility of licensees from state to state in meeting each individual states examination requirements.
Our mission is to protect the health, safety and welfare of the public, however; we have a responsibility
of ensuring that our licensees are educated, competent and have passed an examination that
demonstrates these requirements.
NASCLA is also very blessed with great resources! Our wonderful staff continues to grow and exceed in
meeting our needs as we continue to grow. Our wonderful Executive Committee and Board of Directors
bring an abundance of knowledge and experience that greatly contributes to not only our growth but
allows the organization the ability to share and articulate ideas. NASCLA could not operate without
the diligent work of our appointed Committees. Each Committee serves as a valuable asset in all of the
work that they produce and help guide NASCLA with their individual tasks and responsibilities with
fully executable projects.
NASCLA has positioned itself both strategically and fi nancially to facilitate this expansion. We
successfully purchased the offi ce suite adjacent to our current space and have hired a new fi nancial
consultant to handle our investments. Th ese are two major accomplishments under the leadership of
Past President, George Whalen, and our great Executive Committee Team.
I look forward to serving as your President again and please do not hesitate to contact me if I can ever
be of any assistance to you. Again, thank you for your service to NASCLA and all that you contribute.

2. NASCLA STATE MEMBER SPOTLIGHT!
In 1924, when the Department of Health and
Hospitals developed codes to protect the people
of Louisiana, the Louisiana Plumbing Law was
enacted and the State Plumbing Board was
created. Th e State Plumbing Board continues
to fulfi ll our fi scal responsibilities as well as
protect the health and welfare of the people of
Louisiana initially doing so by moving forward
to the enactment of the Louisiana Master
Plumber Licensing Law in 1990. You must
pass an examination in order to be licensed to
perform or install plumbing work. To qualify
for the Journeyman Plumber exam, you must
verify at least fi ve years or 8,000 hours of work
experience installing, repairing, or maintaining plumbing systems. Th e Board
does not have any reciprocity agreements with other states; however, if you
have a valid plumbing license in another state, you can use it to qualify to take
the Journeyman Plumber exam in Louisiana in lieu of the required vouchers.
Once you obtain your Journeyman Plumber license, you may apply to take the
Master Plumber exam.
In addition to the Master and Journeyman Plumber licenses, the State
Plumbing Board also issues Water Supply Protection Specialist (WSPS)

Louisiana. Mr. Barker has been with the Board since January 23, 2007. He is a Louisiana Licensed Master
Plumber with a Bachelors Degree in Liberal Arts (major: Government; minor: Criminal Justice) from
Nicholls State University. He has served many years in the construction industry and has owned his own
plumbing business.
Th e protection of the people of Louisiana is his priority to ensure that those persons, who install plumbing
work, have taken the required examination and are duly licensed by the State Plumbing Board of Louisiana.
Th e staff of the State Plumbing Board of Louisiana is eager to assist in matters pertinent to plumbing within

7. NASCLA 2014 ANNUAL CONFERENCE
NASCLA members and supporters gathered in Newport, Rhode Island on
August 25 – 28, 2014 for NASCLA’s 52nd Annual Conference held at the Hotel
Viking. Th e agenda included NASCLA Committee Meetings, 9 Educational
General Sessions led by some of the most prominent industry professionals
and several networking events. Th e NASCLA Program Committee and Staff
really out did themselves this year providing attendees with a truly wonderful
conference experience.
Th e NASCLA Committee meetings commenced Monday morning, August
25th, and continued on Wednesday aft ernoon, August 28th. During the
various meetings the members worked hard to accomplish NASCLA
Committee goals and projects. NASCLA would like to recognize all the
committee members for their ongoing dedication, hard work and support
throughout the year. You can fi nd the newly appointed committee members
of FY 2014/2015 on page 6.
Th e conference offi cially began on Monday evening, August 25th, when
attendees gathered for the opening reception on the Top of Newport
Terrace located outside on the roof of the Hotel Viking where attendees
had the opportunity to mingle and network. During the opening reception
the NASCLA 2014 Conference Sponsors were acknowledged. Th e 2014

On Tuesday, August 26th, George Whalen, NASCLA President and
Executive Director of the Rhode Island Contractors’ Registration and
Licensing Board, welcomed everyone to the NASCLA 52nd Annual
Conference. Before General Sessions began, George Whalen introduced the
Governor of Rhode Island, Lincoln D. Chafee, and Anne Roberts of Discover
Newport, who also gave a warm welcome to attendees.
Paul Greenwood, San Diego Deputy District Attorney, Head of Elder Abuse Prosecution Unit, kicked off the fi rst
General Session on Pursuing the Predators: How to get a Felony Conviction Instead of a Citation Against Th ose Who
Target Elderly Victims of Contractor Fraud, who discussed several misconceptions that oft en prevent prosecutors from
issuing a fraud case against the perpetrator. Mike Bellaman, President and Chief Executive Offi cer of the Associated
Builders and Contractors (ABC) followed with a session on
Improving Construction Industry Productivity, giving attendee’s
information on the skilled workforce shortage and productivity
opportunities which exist. Th e last session of the day, National
Grid Construction Solutions Program, was presented by Tracey
Beckstrom, Lead Commercial Sales New Construction for
National Grid.
Following the General Sessions, a group luncheon and awards
ceremony took place where the NASCLA 2014 Community
Service in Contracting award was presented to the Rhode Island

8. NASCLA 2014 ANNUAL CONFERENCE
Building Offi cials Association and the NASCLA 2014 Innovation
in Regulation award was presented to the Nevada State Contractors
Board. Attendees were then invited to enjoy the charm of Newport’s
historic buildings and restored homes on a narrated trolley tour
covering over 150 points of interest. Aft erwards, the tour continued to
Newport Vineyards, a vineyard listed on the National Historic Register
dating back to 1701, where attendees learned the step-by-step wine
making process and enjoyed a tasting of selected wines.
Sessions held on Wednesday, August 27th, included Will the Real
Economy Please Stand Up! an entertaining presentation by Elliot
Eisenberg, Ph. D., with GraphsandLaughs, LLC. Th e session

fi nal NASCLA Board of Directors meeting and Model
Legislation Committee meeting later that aft ernoon.
Th ursday, August 28th, the fi nal day of the conference,

and Stephanie Lee, Executive Director of the Mississippi State Board of Contractors presented on Expanding Your
Outreach and Assistance Th rough Social Media and Applications. Eric Olson, Executive Director of the Virginia Board
for Contractors was the last to present on Application Integrity – Th reats and Challenges providing an overview of recent
events in Virginia that have resulted in a change in the licensing process of the Board for Contractors. Th e sessions
ended with the NASCLA Report of States given by NASCLA State Members.
On Th ursday aft ernoon, the conference concluded as NASCLA attendees came together for a traditional New England
style clam boil luncheon at the renowned Atlantic Beach Club
in Newport, Rhode Island. Th e Installation of Offi cers for
FY 2014/2015 took place and George Whalen gave his fi nal
remarks as he welcomed Keith Warren, Executive Director
of the Alabama Electrical Contractors Board, as NASCLA
FY 2014/2015 President. Attendees enjoyed mesmerizing
views of the Atlantic Ocean and Newport’s famous cliff walk,
a true Rhode Island treasure. Th is conference will be one to
remember as NASCLA provided exceptional speakers in a
memorable location. We look forward to the 2015 Annual
Conference next year in San Diego, California!

RHODE ISLAND BUILDING OFFICIALS ASSOCIATION RECEIVE NASCLA’S
8th ANNUAL COMMUNITY SERVICE IN CONTRACTING AWARD
Th e National Association of State Contractors Licensing
Agencies (NASCLA) is pleased to announce that Rhode
Island Building Offi cials Association is the winner of the 2014
Community Service in Contracting Award.
Th is national award was created as a way for NASCLA and its many members to recognize the
positive impact that contractor and construction related associations have on their communities.
With this award, NASCLA showcases the countless hours and eff orts that contractors and
construction related associations make by raising funds, contributing time, labor and materials to charities.
Th e Rhode Island Building Offi cials Association was founded in 1960 with the purpose to foster education among its
members and allow them to meet and discuss issues that all inspectors deal with on a regular basis. Th e association now
boasts more than 140 members made up of inspectors, builders and other tradespersons. Since its founding, the association
has branched out into educating their community’s youth by starting an educational scholarship golf tournament providing
thousands of dollars in scholarships to the children of the association
members and starting an education expo to help fund student educational
opportunities.
In 2013, at one of Rhode Island Building Offi cials Association monthly
membership meetings, the International Code Council (ICC) Eastern
Regional Vice President introduced a new program called the High School
Technical Training Program (HSTTP). Th is program development was
evidence that not enough of the youth in the Warwick area were enrolling or
showing interest in the building and inspection trades.
Th e Rhode Island Building Offi cials Association teamed up with the Warwick
Career and Technical Center and the ICC High School Training Program
director to sponsor the Warwick program by funding the initial membership
fees for the school to join ICC. Within a month, all nine vocational schools in
the Warwick area were being funded by the association to join ICC.
In addition to the $1,300 in ICC membership sponsorship, the association donated $300 to assist Warwick Career Tech in
purchasing a new construction trailer for their carpentry program, and formed a mentorship program among its members so
every vocational school would have a Building Offi cial to help them succeed in the HSTTP program. Collectively, they have
volunteered over eighty hours with the mentorship program and John Leyden, the State Building Code Commissioner, has
provided full sets of the Rhode Island State Building Code books to all nine of the vocational schools.
Th e association has plans to expand their involvement
by starting a separate scholarship “Tools of the Trades”
which will give trade tools to a graduating senior from
each of the vocational schools. Th ey hope to extend
this to more students as they reach out to partner with
corporate tool companies.

NEVADA STATE CONTRACTORS BOARD RECOGNIZED FOR
INNOVATION IN REGULATION
Th e National Association of State Contractors Licensing Agencies (NASCLA)
presented the 2014 Innovation in Regulation Award to the Nevada State Contractors
Board on August 26, 2014, at the association’s 52nd Annual Conference at the Hotel
Viking in Newport, Rhode Island.
NASCLA created this national award to recognize a NASCLA state member who has
showcased innovation, creativity and excellence for the purpose of maintaining fair and
balanced regulation of the construction industry. Margi Grein, Executive Offi cer with the
Nevada State Contractors Board, accepted the award.
In 2012, the Nevada State Contractors Board partnered with the Home Depot and various
building department offi cials to launch a building permit kiosk inside select Home Depot
stores in Southern Nevada. Th is kiosk housed a tailored information technology system
that linked each jurisdiction’s system, enabling a contractor to pull permits from multiple
jurisdictions in a one-stop location. Th is system interacts with the technology from each
jurisdiction ensuring transfer of payment, documents, and user information is done with
the highest confi dentiality and time-sensitive standards. Th e positive
results of PermitsUSA have led to the expansion of these kiosks into
other states throughout the country. Th e kiosks look to expand the
types of permits to be made available for purchase including plumbing,
HVAC, gas and electric, fence, patio, patio covers and more. By the end
of 2015, Home Depot anticipates expansion of PermitsUSA to Florida
and Oregon.
In addition to the development of PermitsUSA, the Nevada State
Contractors Board recognized the need to go mobile and make its
resources readily available in a mobile app. While the concept of a
mobile application in not innovative in and of itself, it is the resources
available within it that are unique to what contractor boards have
made available in the past. Consumers can search a contractor’s
license information based on the license number, name, business
name or disciplinary action. Th is app also allows consumers to report
unlicensed activity by simply completely a few write-in fi elds and then they are
submitted electronically directly to NSCB investigations personnel for review.
No more hard copy complaint forms or navigating through pages of the website
to complete the online form. Within the fi rst few months of its implementation,
the NSCB mobile application has been downloaded by over 300
individuals, and this number continues to grow as word of the
application expands. Users have reported positive feedback,
expressing appreciation for the modifi ed format and quick access
and reporting of information. Th e Nevada State Contractors
Board will be looking for ways to increase the resource options
on the app, including possible reporting of licensed contractors,
license renewal options, and consumer information.

California Contractors State License Board
Turns Up the Heat on HVAC Rip-Offs
California’s Contractors State License Board (CSLB) has stepped up its consumer protection
eff orts by launching a comprehensive campaign to target predatory service and repair
companies that cheat unsuspecting customers, especially older adults. “In addition to weeding
out these contractors, this campaign aims to protect and uphold the reputation of more than
11,000 licensed and honest HVAC contractors in our state,” said CSLB Registrar Steve Sands.
CSLB is partnering with local district attorneys,
the Better Business Bureau (BBB), and industry
leaders in the warm-air heating, ventilating, and
air-conditioning (HVAC) sector to address an epidemic in companies
that promise low-cost tune-ups, inspections, and other routine
maintenance, then up-sell services or insist on replacing an entire
system through high-pressure sales, false statements, and scare tactics.
Other companies are running boiler room telemarketing operations in
a sophisticated eff ort to target unsuspecting homeowners.
Unscrupulous tradespeople have used predatory practices such as:
• Hard-sell tactics to obtain grossly infl ated contracts
• Misrepresenting work as critical or safety-related, needing immediate correction
• Getting consumers to sign away their three-day right to cancel the home improvement contract
• Failing to pull building permits
• Lack of workers’ compensation insurance or under-reporting employees
CSLB’s education and enforcement campaign includes HVAC workshops, media outreach, and a webinar to
create a discussion forum with contractors and building offi cials about California’s service and repair contract
laws and requirements. CSLB also established an enforcement task force to investigate culpable businesses, and to
conduct statewide undercover sting operations. Increased media outreach eff orts will publicize the results of these
operations.
