KATHMANDU, March 8: The government has completed final preparation to establish the Department of Railway (DoR) with the vision of developing 4000 km railway line across the country within 20 years.
The Ministry of Physical Planning and Works (MoPPW), which will oversee the DoR upon its formation, recently finalized the Organization and Management (O&M) survey and sent it to the Ministry of General Administration (MoGA) to forward it to the cabinet for approval.
The government decided to form the DoR to speed up the process of constructing different railway project across the country.
Ram Kumar Lamsal, who was involved in preparing O&M survey, said the DoR would have a total of 35 staffers, including three joint-secretaries, seven under-secretaries, 12 section officers and 13 non-gazetted officers. Annual budget for the department has been estimated at Rs 7.5 million.
"The Department of Railway will be formally established once the cabinet approves the O&M survey," said Lamsal, who is heading the Railway Project that is overseeing railway related works under stop-gap basis.
The Ministry of Finance has already given its consent to form the department. Upon formation, the department will oversee construction and management of railway, metro rail, ropeways and cable car lines in the country.
Lamsal, who is also a joint-secretary at MoPPW, said the department has set a vision of increasing railway line to 4,000 km, including the East-West Railway, Kathmandu-Pokhara Railway, Kathmandu-Tibet Railway and railway lines that connect major bordering towns of India and Nepal, within 20 years.
"We have also set a target of building 150 km metro line in the Kathmandu Valley, extend existing ropeway to 1,500 km and establish at least 60 cable car lines within the period," Lamsal told Republica on Monday.
The to-be-formed department will also complete the Detailed Project Report (DPR) of Janakpur-Bardibas railway line and bring the Nepal Railways Company under the purview of the MoPPW. Existing acts specify the Ministry of Labor and Transport Management as the authority to oversee works related to railway.

2. The concept
We first see the main character in the middle (Nicki Minaj.) straight away we see that
the characters are half naked before the song starts, indicating that there is going to
be a lot of nudity within the video. The song is set within the jungle which contrasts
with the name of the song ‘Anaconda’. There is no relevance are the women to be
half naked within the video, therefore the director is trying to publicize a sexually
image to attract the viewers.
3. Sound
The music is pop/hip hop, the song starts off with Nicki minaj song
called ‘Anaconda’. As the women dance faster the sound get louder
becoming more upbeat. This then contrasts well in the music video,
when (Nicki Minaj) starts singing, the base in the background quieten
down, this then links is well as the base is not too laud over her voice.
4. Camera
Within this music video there are a large number of shots, most of the shots
are taken a medium close up and extreme close up. Most of the shots are of the
main character (Nicki Minaj). There are a lot of extreme close up of Nicki
Minaj and the other characters dancing half naked. There are a lot of sexual
images within this video, which has been added to attract a large audience.
Also within the video there are a lot of shot reverse shot as the video changes
to one image to an other, as at one moment they are in the jungle then it
jumps to then dancing in a white room.
5. Editing The editing within this video is unquiet and quite strange, at they have
added in random objects sucks as bananas they have placed the item on the
turn table spinning around. Again this is to give the video a unique feature
to it. The editing has been done to make the music video seem faster
constantly jumping to shot to shot. As a whole the video does not flow that
well with the song, but as there are so many sexual references within the
video this is what attracts the viwers not the quality of the video.
6. Mise-en-scene
The majority of the Mise-en-scene within this music video are with
the main character (Nicki Manaj). As we see the other women
crowed beside her also gives the audience the impression that she
is the main character.
