AIDA is innovative and easy to use — government officials, analysts, researchers, and investors design a package of investments and AIDA reports how the choices affect a country’s economy and population. As such, AIDA will help governments, donors, and other partners to take agricultural investment decisions and to strengthen policy dialogues. This high-level event launched AIDA for a set of four countries: Egypt, Jordan, Tunisia, and Yemen. The event took place as part of the inauguration of the new IFAD Innovation Talks, a platform aiming to advance innovation through mutual learning and partnerships.

2. AIDA supported the development
of Egypt’s new agricultural strategy
• Several workshops and exchanges between
MALR, ARC, IFPRI, IFAD and FAO to prioritize
investments.
• Collaborative elaboration of:
• Priority investment areas for Egypt
• Costing of interventions and estimation of
benefits
• The interactive nature of AIDA allowed for a
dynamic priority setting and investment
analysis during the workshops that informed
the strategy.

3. Capacity building • AIDA is easy to use, which helps the use in
the MALR.
• To build AIDA and to understand the
underlying structure during “CGE Modelling
And The Formulation Of Agricultural Policy
In Egypt” training workshops with MALR,
CAPMAS, and Cairo University took place.

4. Next steps for digitalization and AIDA in Egypt
• The Digital Transformation Unit (DTU) within the Ministry of Agriculture and Land
Reclamation was established by decree #605 on 15th March 2020 of the Minister of
Communication and Information Technology. DTU will be directly under the
supervision of MALR’s Minister, in the new MALR building in the New Capital, with
an initial number of 16 staff experts.
• AIDA is one of the first digital tool for economy-wide investment analysis. AIDA is a
pioneer digital tool, will be housed in the DTA and further developed by MALR staff.
With EU support, IFPRI continues to promote the DTU to assess post-COVID-19
investment priorities using AIDA.
• MALR is dedicating significant resources to the DTU, but is also seeking additional
resources from international partners to support the establishment of the unit and
short-, medium- and longer-term support and capacity building of its staff.
