2. ASIAN AND PACIFIC CENTRE FOR TRANSFER OF TECHNOLOGY
(APCTT)
• APCTT is a United Nations regional institution under the economic and social commission for
Asia and the pacific (ESCAP). The centre was established in 1977 in Bangalore, India.
• In 1993, the centre moved to New Delhi, India. APCTT promotes transfer of technology to and
from small and medium-scale enterprises (SMEs) in Asia and the pacific.
• APCTT implements development projects funded by international donors aimed at strengthening the
environment for technology transfer among SMEs in Asia and the pacific; in this respect the centre
makes special efforts to encourage more participation of women in the field of technology.
• APCTT undertakes consultancy assignments in various technology transfer related areas (institution
building, human resources development, studies, business partnership development).The
objective of APCTT is to strengthen the technology transfer capabilities in the region and to facilitate
import/export of environmentally sound technologies to/from the member countries.

• APCTT is governed by a Governing Council consisting of a representative designated by the
Government of India which extends host facility to the Centre, and no fewer than eight
representatives nominated by other members and associate members of ESCAP elected by the
Commission for a period of three years.
• The present Governing Council elected for the tenure of three years (2017 -2020) and comprises of
the following 13 member States:

Fiji Malaysia Sri Lanka
India Pakistan Thailand

4. NATIONAL RESEARCH DEVELOPMENT CORPORATION (NRDC)
• National research development corporation (NRDC) was established in 1953 by the government
of India, with the primary objective to promote, develop and commercialize the technologies /
know-how / inventions / patents / processes emanating from various national R&D institutions /
universities and is presently working under the administrative control of the dept. Of scientific &
industrial research, ministry of science & technology.
• NRDC has forged strong links with the scientific and industrial community in India and abroad
and developed a wide network of research institutions, academia and industry and made formal
arrangements with them for the commercialization of know-how developed in their laboratories and
is now recognized as a large repository of wide range of technologies spread over almost all areas of
industries, viz. Agriculture and agro-processing, chemicals including pesticides, drugs and
pharmaceuticals, bio technology, metallurgy, electronics and instrumentation, building materials,
mechanical, electrical and electronics etc.

5. • It has licensed the indigenous technology to more then 4800 entrepreneurs and helped to establish a
large number of small and medium scale industries. Besides being the torch bearer in the field of
technology transfer, NRDC also undertakes number of activities under its structured promotional
programme for encouragement and advancement of research, promotion of inventions and
innovations such as meritorious inventions awards, techno-commercial support, technical and
financial assistance for IPR protection, value addition services and support for further
development of technologies and much more.
• NRDC has also successfully exported technologies and services to both developed as well as the
developing countries. NRDC is recognized, particularly in the developing countries, as the source of
reliable appropriate technology, machines and services, which are typically suitable for these countries.

6. TECHNOLOGY INFORMATION, FORECASTING AND ASSESSMENT
COUNCIL (TIFAC)
• TIFAC is an autonomous organization set up in 1988 under the department of science & technology to look
ahead in technology domain, assess the technology trajectories and support innovation by networked actions in
select areas of national importance.
• TIFAC continues to strive for technology development in the country by leveraging technology innovation
through sustained and concerted programs in close association with industry and academia.
• TIFAC embarked upon the major task of formulating a technology vision for the country in various emerging
technology areas. Under the leadership of Dr. APJ Abdul Kalam, the then chairman of TIFAC, technology
vision 2020 exercise led to set of 17 documents, including sixteen technology areas and one on services.
• While inaugurating the 103rd Indian science congress in Mysuru, hon’ble prime minister of India shri
Narendra Modi released the technology vision 2035 prepared by TIFAC.

7. This is being followed by release of technology roadmaps in 12 thematic areas of national priorities and
importance namely:

8. BIOTECH CONSORTIUM INDIA LIMITED (BCIL)
• Biotech consortium india limited (BCIL) is a public limited company, promoted by the department
of biotechnology (DBT), ministry of science and technology, government of India and set up by
all India financial institutions including IDBI, ICICI, IFCI, UTI and IFCI venture capital funds
limited.
• BCIL was incorporated under the companies act 1956 (now company act, 2013) in 1990 with
government in advisory role, development banks as major funding agency.
• It is a nodal agency for providing business support services to facilitate accelerated commercialization
of biotech products and processes.
• The company was inaugurated in 1990 by the then prime minister of India, hon’ble shri Chandra
shekhar, in presence of the finance minister, shri. Yashwant sinha and Dr. Manju sharma,
secretary, department of biotechnology.
• BCIL has been actively involved in technology transfer, project consultancy, fund syndication,
information dissemination, and manpower training & placement related to biotechnology.

9. • Since almost three decades BCIL has assisted thousands of clients including scientists, technologists, research
institutions, universities, first generation entrepreneurs, corporate sector, national and international
organizations, ministries/departments of central government, various state governments, banks and financial
institutions.
• BCIL 's major functions include commercialization of biotechnology products, project consultancy, biosafety
awareness and human resource development.

TECHNICAL STRENGTHS: Extensive expertise and experience in above areas of operations in all biotechnology
sectors viz. Healthcare, agriculture, environment and process industry. BCIL leverages its in-depth understanding about
technology, manufacturing process, regulatory requirements, markets, government incentives etc.
NETWORKING: By virtue of its unique constitution, BCIL networks closely with all stakeholders viz. Industry,
entrepreneurs, academia, government, international organizations etc. and provides a platform for interaction on cross-
sectoral topics. These linkages also facilitate collection of latest authentic information for professional execution of
various assignments.
FINANCE MANAGEMENT SKILLS: BCIL has adequate skills and expertise in ensuring compliance with financial
and accounting norms in project management. The company has well defined administrative procedures to manage funds

11. THE TECHNOLOGY BUREAU FOR SMALL ENTERPRISES (TBSE)
• The technology bureau for small enterprises (TBSE) provides a platform where small enterprises can tap
opportunities at the global level for acquisition of technology or establish business collaboration. Resulting
from the joint initiative of the united nations' Asian and pacific centre for transfer of technology (APCTT) and
small industries development bank of India (SIDBI) it represents, under one roof, synergy of technology and
finance.
• In 1995, SIDBI had created a technology bureau for small enterprises (TBSE) in connection with united
nations Asian and pacific centre for transfer of technology.
• Technology bureau for small enterprises makes available services to make possible transfer of technology and
joint-venture collaborations.
• The new technologies for the reason of transfer are sourced from countries namely China, Philippines, South
Korea, Australia, Germany, as well as the U.S.
