3. On 1st Day as Chief Minister - 7th Oct
2001
Modi makes the following announcements:
 ‘Gujarat will be a leader : Aapnu Gujarat aagvu Gujarat.’
 ‘I am aware of the challenges facing the state and it is my nature to challenge the challenges’.
 ‘The image of administration will be clean’
 ‘My first agenda would be to instill a sense of confidence among the people and administration.’
 ‘I will not tolerate even a small black spot on myself or on my administration.’
 ‘I am in favour of strict and exemplary action against lethargy in administration.’
 ‘The administration will be totally transparent and dynamic.’
 ‘I want administration to be sensitive and pro-active to tackle the issues of the people.’
 ‘Even the slightest doubt about corruption will not be tolerated.’

4. Agenda of governance announced in 1st
Speech
 ‘I will involve the people in the process of administration.’
 ‘I have less than 12,000 hrs. at my disposal. I plan to devote them in the service of the people of Gujarat.’
 ‘Redressal of people’s problem is my first priority.’
 ‘Qualitative rehabilitation of earthquake affected people will be the fundamental task and devising mitigating
mechanisms.
 ‘Narmada Project will become the turning point of Gujarat’s development. I will devote my full capacity for completion
of the Narmada Project.’
 ‘I will see that people’s capacity gets added into the administration for effecting the development of the state.’
 ‘Samras Gam - will be a symbol of social unity and lead to creation of Gramraj to Ramraj.’
 ‘The reins of administration will be in the hands of five crore people of Gujarat. The leadership will be an inspiring
element.’
 ‘I will undertake effective steps for development and welfare of the people.’
 ‘I will see that every section of the society feels that it is their Government.’

5. Agenda of Governance within First Week
 ‘The matters relating to the Energy, Narmada, Water Supply, Earth
Quake and Centre-State relations will be reviewed at the Chief
Minister’s level from tomorrow’
 ‘The matters relating to recommendations of Bhuriya Committee
regarding the reservation of scheduled tribes in the village panchayats
should be put up in the next cabinet’

6. Background of 2002 riots
 Modi appointed CM on Oct 7, 2001 to replace Keshubhai.
 He has not held any office nor fought any election till then.
 Modi inherits a highly polarized, scam ridden and disoriented government
machinery.
 Gujarat had witnessed endless series of riots in preceding decades,
especially when Congress reigned supreme. Curfews would last weeks,
sometimes, even for months.
 On February 25, 2002 Modi wins the election from Rajkot despite heavy
odds—with Keshubhai and other disgruntled BJP/RSS elements making
common cause with Congress to defeat Modi.
 On 27 February 2002, Modi has to present his first budget. That very
morning Godhra massacre takes place

7. Decisions in 1st Cabinet Meeting on 8 Oct 8,
2001
Action plan decided in first meeting:
 ‘The matters relating to the Energy, Narmada, Water Supply, Earth Quake and Centre-

8. Politics of Samrasta
 Emphasis on Samras Gram means united and cohesive.; village panchayat constituted
through consensus and not competitive elections. In the following days and weeks, the whole
administration was devoted to ensure as many consensus elections as possible.’
 From 2001 to 2008, out of 27,311 village panchayats where elections were scheduled, 7793
have been elected on consensus basis and hence declared Samras. Government paid special
monetary incentives to Samras villages.
CM declares:
 Gramsabha is the only institution which can reach ‘unto the last.’ An instrument of
empowerment of people.
 It is an instrument of social audit of the village panchayat. It ensures involvement of the
people in the process of development. Hence prioritized holding of Gram sabhas
 The first round of Gramsabha was held on 11-10-2001. Ministers, Senior Bureaucrats and
District Officers are made to attend the Gramsabhas.
 Modi attends the Gramsabhas physically & through video conferencing.

10. Godhra Massacre on 3rd Day of Modi Winning 1st
Election
 Train compartments set on fire as the train
moved out of Godhra station. 58 train
passengers, including women and children
charred to death.
 CM leaves for Godhra immediately on
hearing of the mass carnage.
 Reaches Godhra at 4.30 pm and inspects the
rail bogies that had been set on fire.
 Ensures bodies are taken away speedily and
trains start moving to avoid huge crowds
gathering at already tense Godhra.

11. Press Statements at Godhra itself on 27/02/2002)
 The government has taken a serious note of this….This government will not
allow anyone involved to go scot-free and is taking fool-proof steps…This is
mass violence. This government is always trying to bring about communal
harmony and is in favour of preventing any communal flare-up.’…
 This inhuman terrorist crime of collective /mass violence is not an incident of
communal violence.”

12.  First alert message issued by the Home Department to take precautionary
measures
 Imposition of curfew in Godhra and other potential trouble spots.
 All the Police Commissioners, DMs and SPs directed to remain in the
headquarters and monitor the situation.
 Request made to the Government of India to provide 10 companies of CPMF in
addition to 4 companies of RAF.
 On his return, CM calls a late night meeting of senior officials at 11 p.m to
review the law and order situation
 The entire police force of 6000 is deployed in sensitive areas of Ahmedabad
 62 Companies (58 SRPF and 4 CPMF) deployed.

13. Words of a Fascist?
Excerpts from CM’s speech on the 28th of February.
“The government of Gujarat is committed to the protection of all its citizens.
Those who take law into their hands and destroy the lives of innocent people
have no place in a civilized society. I share the grief of the people of
Gujarat. For any humanist such an incident would cause indescribable grief.
But at the same time creating disturbances (ashanti) indiscipline and
expressing outrage (akrosh) is not the solution. …Violating the law and
venting your anger by indulging in riots cannot be tolerated in any civilized
society. I understand your feelings but I pray to you that the need of the hour
is to maintain peace and self-restraint…

14. Excerpts from CM’s 1st TV Message After Godhra…
 “I want to remind you of a unique characteristic of Gujarat - of showing
restraint and maintaining peace during adversities. Let us serve Gujarat by
maintaining shanti and sanyam. Let us strengthen the arms of law…
 The entire country has expressed solidarity with and shares the grief of
Gujarat. But the responsibility to maintain peace, harmony and restraint
is ours. I understand your anger and outrage, I understand your pain. And
yet in the self-interest of Gujarat, and to ensure that we don’t jeopardize the
future of Gujarat, that Gujarat doesn’t get a blot on its face/ carry a stigma
connected with these times all the 5 crore Gujaratis need to keep calm and
exercise self-restraint…
 By and large, there is any atmosphere of peace. However, the incidents that
have occurred in the cities of Gujarat are disturbing. It is my request to
you, tit for tat is not a solution. “Ver ver thi shamtu nathi” (Hatred is
never won over by hatred)”

15. Statements issued by the CM
 28th February 2002: “My fervent appeal to the people of the state is
that the time has come to strengthen the hands of law and maintain
peace. I pray to the people that they will help in bringing those
involved in violence to book.”
 1st March 2002: “Our top priority is to restore peace. We will act
strongly against those disturbing the peace.”
 2nd March 2002: “Government cannot shy away from its moral
duty of maintaining law and order in the state.”(Sandesh/ Gujarat
Samachar)
 3rd March 2002: “March is the month of examinations and
therefore, I appeal to parents, guardians and educationists to help
restore peace quickly and keep the atmosphere stress-free so that all
examinations are finished in time.”

16. Deliberate distortion of Modi’s comment
 “Kriya pratikriya ki chain chal rahi hai. Hum
chhahate hain ki na kriya ho aur na pratikriya” (A
chain of action-reaction has set in. We wish to see an
end to both action and reaction) was said by
Narendra Modi on a Zee TV Interview with Sudhir
Chowdhary , Gandhinagar on the 1st of March 2002.
SIT Investigation established that Zee TV deleted the
last line to give the impression that Modi was
justifying “ reaction” by way of mob violence to
avenge the killings of Godhra.

18. Swift Deployment of Army
 Modi asks his officials to explore the possibility of army deployment on the first
day itself i.e 27th of February 2002 night.
 12.30 pm. first killing reported in Ahmedabad on 28th Feb.
 2:30 p.m 28th February 2002: CM makes telephonic request to the Union
Home Minister for Army deployment to the then Home Minister, LK Advani.
 4.00 p.m: Formal request by sending a fax to the Secretary MoD for
deployment of the Army.
 CM issued instructions to provide safe escort to the 6000 Haj Pilgrims
returning to the State.
 All the Haj pilgrims from 400 different towns and villages of Gujarat reached
their homes safely under police escort on 20.03.2002.

19. Appeal to Centre and Neighboring States for
Additional Forces
 Local army revealed that no force was available for deployment.
 Units were deployed on the Indo-Pak border following the attack on the
Indian Parliament in December 2001. Due to tense situation and the on-
going Operation Prakram, the Army could not be withdrawn.
 Hence, the decision regarding deployment rested with the Centre. Army
units have to be airlifted from other states.
 Gujarat Government requests neighbouring states of Maharashtra, MP
and Rajasthan to send additional police force on the 1st of March 2002
 Digvijay Singh as CM of MP and Ashok Gehlot as CM of Rajasthan decline
the request.

As you are aware the ghastly incident of burning down of 58 passengers in the Sabarmati Express on
27thFeb., 2002 has had serious fall out on the law and order situation in Gujarat. Widespread incidents of
arsoning, looting, murder and other violence have been reported from most part of the State since yesterday.
The State Government has been trying its best to utilise all its available resources and has also requested
Government of India to spare additional manpower for maintaining of law and order. However, Government
of India has not in a position (sic) to spare more paramilitary forces in view of its commitment elsewhere.

21. Letters of Appeal to Govt of Madhya Pradesh, Rajasthan &
Maharshtra for additional forces on 1st March 2002 – Part 2
As the situation is spreading to villages and major highways are also being blocked, our resources are
stretched to the maximum. We feel that the services of additional forces from neighbouring States like
yours would help the State Government in handling this precious law and order situation.
We would therefore request you to favourably consider our request for sparing 10 companies of your
Armed Police to help the Government in handling the law and order situation.

24. Army Deployment within 20 Hours supervised by
Defense Minister
 8.30 pm, 28th February 2002, George Fernandes, the then Defense Minister lands
in Ahmedabad and and meets the CM at 10.30 p.m.
 28th late night, the first aircraft carrying army personnel lands in Ahmedabad:
 13 Columns of Army deployed to assist the State Civil administration.
 Army deployed on the ground within 20 hours of the start of violence despite
troops having to be airlifted.
 Chief Secretary issued orders to use force including Shoot- at- Sight on 1st March
2002
 Deployment of army personally supervised by Defiance Minister and facilitated on
a war footing.
 In Ahmedabad alone total of 9 columns of Army were deployed .

25. Army Deployment on the 2nd Day of riots:
1st of March 2002
6 buses, 9 trucks, 15 jeeps, 26 red flags, 39 other vehicles, 18
mobile phones were provided by DM Ahmedabad for the army.
Liaison officers and escort officers from the police also provided.
 A total of 131 vehicles were provided to the army for their
movement.
 A total of 32 Executive magistrates were provided to the army
because the army cannot shoot without a magistrate’s orders.
By 11 am the army reached some of the affected areas in
Ahmedabad.

26. Further Army Deployment as Riots Spread
 0300 hours: The first plane landed and14 aircrafts airlifted to Rajkot
 1100 hours: Two columns of Army were moved to Rajkot
 1330 hours: Two columns of the Army reached Godhra
 1830 hours: Two columns of the Army moved to Baroda
 Total SRPF and CPMF deployed in the state was 88-1-2, out of which 64-1-2 were SRPF and 24-
0-0 were CPMF.
 Incidents of violence reported from Bhavnagar and Surat on the 3rd of March 2002
 11 am: Army column moved to Surat.
 10.30 pm: Army column moved to Bhavnagar
 At the peak of deployment, there were 26 army columns in the state.

27. Extra Measures Taken to Ensure Peace and Safety
Message issued from Home Department to all the
concerned officers to round up anti social elements and
known communal elements under preventive laws.
Every day, right from 27th February 2002, high-level
meetings with senior officers were held.
CM issued instructions to provide safe escort to the 6000
Haj Pilgrims returning to the State.
All the Haj pilgrims from 400 different towns and villages
of Gujarat reached their homes safely under police escort
on 20.03.2002.

28. Measures that Show Determination to Keep Peace
All Festivals Celebrated Peacefully
 For decades every religious festival—whether Hindu or Muslim saw riots.
 In 2002, for the first time all religious festivals celebrated peacefully within days of the
riots.
 Moharrum on the 25th of Feb and Holi falling on 28th of February 2002 passed off
peacefully.
 Maha Shivratri on 12th of March 2002 also celebrated peacefully
 HSC-SSC exams were being held over the state
 HSC-SSC exams conducted without any hindrance under fool proof bandobast. NGOs and
Muslim organizations itching for trouble tried stopping exams; went to HC for stay order.
 Muslim students appeared for exams in full strength despite fatwas issued by certain
trouble seeking leaders.
 Students who could not appear were given separate opportunity to give them later.

29. Media Erases mention of numerous instances
of police/army saving lives – Part 1
 Here are few of many instances:
 5000 people were saved from Noorani mosque by Ahmedabad Police.
 240 persons were saved at Sardarpura in Mehsana district and shifted to safe places;
 450 lives were saved in Pore and Nardipur villages and shifted to safer places.
 200 persons were saved in Sanjoli village;
 1500 persons were rescued from Fatehpura village in Vadodra district;
 3000 people were saved and shifted from Kawant village.
 400 students of Ghulam Vastanvi’s madarsa saved soon as Modi got information through
Shahnaw az Hussain.

30. Media Erases mention of numerous instances
of police/army saving lives – Part 2
 Najma Heptullah’s call to Modi on behalf of Khoja Muslim society in
Kankadiya led to prompt action and saving entire colony.
 Even from Ehsan Jafri’s Gulberg Society, 150 people, including his wife
Zakia Jafri, were saved and taken to secure places. In her first FIR,
Zakia Jafri admits to having been rescued by the Police. The charges
she levelled against Modi and 63 others came 4 years later that too
based on secondary sources like the statements of IPS officer
Sreekumar who has been indicted by the SIT as a dubious person, a liar
who fudged records and therefore an unreliable witness.

32. Revealing statistics from the riots
During the riots, police fired 103,559 rounds of bullets with
more than half fired in the first 72 hours
As per police record, the total death in the entire period is
1129 of which 261 were Hindus and 863 were Muslims
Through the period of disturbances, in all 66,268
Hindus and 10,861 Muslims were taken into custody
under preventive detention laws.
4274 cases were registered across the state.
Out of 25 districts, 18 districts remained peaceful.

33. Uninterrupted peace for 12 years—first
peaceful decade after 1947
Eight months after the Godhra incident, a terrorist attack took
place at Akshardham temple. Scores were butchered.
No retaliatory violence allowed attack even though the
environment was still tense.
No retaliatory violence after serial bomb blasts carried out by
Jehadi terrorists.
Once riot prone Gujarat where curfews were routine and riots
broke out every year—some lasting weeks or even months--has
experienced uninterrupted peace for 12 years.
Muslims among the biggest beneficiaries of riot free Gujarat and
inclusive development.

34. Modi Being Pilloried Despite SIT Report
Finding His Actions Above Board
 Inquiry commissions and SIT investigations took place under the full
glare of the media.
 SIT investigations monitored by the Supreme Court.
 Some of the judges like Aftab Alam were openly hostile to Modi and
were out to pillory him by hook or crook. And yet could not find any
evidence of Modi’s complicity in riots
 Records of deployment of the Army and para-military forces that
involve elaborate protocols cannot be fudged.
 Records of how many bullets, tear gas shells fired fired, how many
people were detained, etc. have been subject to careful scrutiny by
central agencies.

37. Glimpses of Status of Muslims in Bharuch
Muslims comprise 21.41% of the total population in Bharuch district.
 56.09 % (967 out of the 1724) establishments registered under the Shops
Establishments Act in the 4 Municipalities of Bharuch, Ankleshwar, Jambusar &
Amod, between 2010-2012 December belong to Muslims.
 33.73 % (23016 out of 66228) of those who purchased properties between 2010
to 2012 December in the 6 talukas with largest number of Muslims, belong to
Muslims.
 27% (8891 out of 32682) of the total vehicles registered have been purchased by
them. The % is higher in the commercially useful vehicles i.e. trucks/tempos,
maxi and auto rickshaws. It understates the fact that the industrial activity has
generated new avenues for employment in the transport sector and the Muslim
community has availed of this opportunity.

38. Economic Profile of Muslims in Bharuch Dist.
 27% (8891 out of 32682) of the total vehicles registered purchased by Muslims. The % is
higher in the commercially useful segments of vehicles i.e. trucks/tempos, auto richshaws
etc. It understates the fact that the industrial activity has generated new avenues for
employment in the transport sector and the Muslim community has availed of this
opportunity.
 65.85% (81 out of 123) of hotel licences (for boarding & lodging) issued in Bharuch have
been issued to Muslims. It further understates the push that this sector has received due
to the industrial activity and that the Muslim community has availed of the opportunities
that were created. (2009-12)
 43.06% of 771 Non-Agriculture (NA) orders issued in the district were obtained by
Muslim applicants. Between 2006 to December 2012.
 19.67% (119 out of 605) of SHG beneficiaries under the Swarna Jayanti Swarozgar Yojana
(SGSY) for providing self employment to the poor are Muslim SHGs ;
 24.40% (61 out of 250) of individual beneficiaries are Muslims.

39. Economic Profile of Muslims in Panchmahal
 Muslim comprise 6% of total population of the backward Panchmahal district as per 2011
census.
 39% of total permissions for N/A certificates for land use transfer from 2009 to 2013
were given to Muslims.
 17.69% ( 454/2452) of private hotels/guset houses and restaurants belong to Muslims.
 13.37% ( 237/ 1777) of persons given training for employment under Umeed program are
Muslims.
 13.13% of trainees who got jobs after Umeed training are Muslims.
 27.36% ( 500/1836) of beneficiaries under Mission Mangalam in urban areas are
Muslims. 8.46% of new motor vehicles registered between 2011 and 2013 belong to
Muslims.
 65.88% of heavy vehicles used for transport business registered between 2011-2013
belong to Muslims.

40. Economic Status of Muslims in Panchmahal
 Muslim comprise 6% of total population of the backward Panchmahal
district as per 2011 census.
