2. Bob earned his Bachelors degree in civil engineering at the University of California, and his Masters degree in Engineering Science from the University of Santa Clara. He joined the Idaho Transportation Department in 2001. His group is responsible for ITS, 511, Winter Maintenance, Signal Operations and Emergency Management. Bob is a Registered Professional Engineer in California and Idaho. Prior to joining ITD he spent 15 years with the Federal Government, at the Voice of America, managing design and construction of radio relay stations throughout the VOA worldwide telecommunications network. He completed international projects in Botswana, Kuwait, and Saipan, plus domestic projects in California and Ohio. He also spent several years in the consulting engineering world, in California, Florida, South Carolina and Massachusetts.
3. Jennifer Portanova is the State ITS Operations Engineer for NC Department of Transportation. Jennifer has BS degree in Civil Engineering from NC State University, is a registered Professional Engineer in NC, and a NC Certified Public Manager. She manages the NC 511, Traveler Information Management System, Smartlink, Statewide Transportation Operations Center (STOC) and various other ITS Operations initiatives. She has worked in various traffic engineering related areas, most recently in work zone traffic control.

Posting Travel Times on Dynamic Message Signs & 3rd Party Data Webinar Jeff Galas Traffic Systems Center Manager Illinois Department of Transportation Jeff Galas is the manager of the Illinois Department of Transportation Traffic Systems Center. Jeff has been involved in operations of the Chicago metropolitan expressway system for over 35 years developing various communication and ITS systems. He was instrumental in the automated Highway Advisory Radio broadcasting real time congestion and travel time information for 25 years, automation of the I94 Kennedy expressway reversible lane control, and currently the ATMS collecting traffic data used to operate the Dynamic Message Signs, ramp metering, and traffic feeds to the media. He is a member of various traffic management and incident response committees.
5. Mr. Dye is the Statewide Systems Administrator for the Maryland Advanced Transportation Management System (ATMS) known as CHART. This includes a Statewide Operations Center, multiple, connected, Traffic Operations Centers and associated Variable Message Signs (VMS), speed detectors, closed-circuit cameras (CCTV) and highway advisory radio (HAR) systems. Posting Travel Times on Dynamic Message Signs & 3rd Party Data Webinar Richard Dye CHART Systems Administrator Maryland State Highway Administration Previously, Rick served in a similar role as the Program Manager for Lockheed Martin Transportation Systems in Denver, Colorado assigned to a multi-year year, $25 million program for the Colorado Department of Transportation (CDOT) responsible for the development, integration, operations and maintenance of the Colorado Department of Transportation’s Statewide Colorado Transportation Management System. Before that, Rick was the Systems Administrator for the Texas Department of Transportation’s municipal ATMS known as TransGuide. Rick commanded an Intercontinental Ballistic Missile flight in the United States Air Force and has a Bachelor’s of Science degree in Computer and Information Sciences from the Florida State University.
