WORK SUMMARY (1993 to Present):
1. Provided technical expertise in the development of a Program Management Office for the United State Department of
Transportation's Intelligent Transportation Systems Joint Program Office, with over 176 technology research and operations
projects. The ITS JPO supports research in Automated Vehicle technologies, and other applications. Support included brining
other team members up to speed on what the nature of the project portfolio is; identifying project types; identifying cross over
in project goals; estimating project level of effort to determine program impact.
2. Provided supervision and technical support to complex first of its kind project for the Port Authority Trans-Hudson
(PATH) commuter rail from northeastern New Jersey to Manhattan. This project involved the installation of Automated
Train Control (ATC) in the PATH trains, moving upwards of 250,000 commuters per day, with minimal service interruptions.
An innovative project lead by Siemens Corporation and supported by a consortium of electrical firms, I worked with PBS
Engineering and Associates on Quality Control for the project.
3. As Manager of Project Engineering with Affiliated Computer Services (now part of Xerox Corporation), I supervised a
group of Project Engineers in the design and implementation of automated law enforcement systems and toll collection
systems all across the United States and in the United Arab Emirates. My Engineers worked with government agencies and the
private sector at every level to design, install, and operate advanced technology systems in the infrastructure.

4. As Program Manager for the Hudson Valley Transportation Management Center , I managed a $60M budget to support a
cutting edge 24/7/365 operations center for the New York State Department of Transportation in the lower Hudson Valley.
Duties required management reviews of operations, coordination with the New York State Police and other law enforcement
agencies and emergency management organizations, software development, and other technology integration for the Center's
advanced computer systems. Contracts oversight and negotiations for the completion of construction on the award winning
state of the art facility.
Other projects before 2001 included management of a team of transportation analysts responsible for all statistical products in
the New York Metropolitan Transportation Councils' (NYMTC) region; applications of Geographic Information Systems
(GIS) development and support; design for computer based training programs; and redesign of the computer inventory
system at the New York State Department of Transportation (NYSDOT); as well as development of computer based courses
for the Research Foundation at the State University of New York.
Technology teaching experience included designing and teaching thousands of undergraduate students in Introduction to
Computer Science and Computer Security Systems at the State University of New York; Software Development at Rutgers
University for Columbia University Students; Web Design (XML) and Systems Analysis and Design at the Graduate level for
the University at Albany; basic Computer Science Courses for Marist college, including courses for IBM's Management team.
First project managed was the redevelopment of the Roger's locomotive factory in Paterson, New Jersey. As an assistant to the
Director of the Great Falls Development Corporation (Tippie Krugman) 146 living units were created along with work spaces
for artists in 3 abandoned mill buildings. I spent a year at Arcosanti in Arizona, while attending Antioch University West, San
Francisco, California, at a distance.
In the early 1980's at the California College of Arts & Crafts, I took a course in Computer Graphics, which consisted of
programming an Apple IIe for graphics. My curriculum also included Computer Aided Drafting Design, on one of the earliest
CADD programs; and a course in calculating energy efficiency in buildings, using a program written in C. To support earning
the Bachelor's Degree, I worked at Sybex (a computer instruction publishing house in Berkeley, California) as a graphic
designer, helped produce several books on technology, including Visi-calc for Science and Engineering (1982). This started a
career in graphic design, which enabled me to pursue my studies in architecture, planning, and urban design.

2009 - 2015 - SENIOR ASSOCIATE, PBS Engineering & Associates, Bronx, NY
Beginning in 2009, I worked with Dario Saravia, the owner of PBS Engineering & Associates on a variety
of business development activities which have become multi-million dollar contracts for the organization.
Currently PBS Engineering & Associates has contracts with: City of New York Department of
Transportation; Tappan Zee Bridge Constructors; Port Authority Trans Hudson Corporation (PATH
Trains); United States Department of Transportation, Intelligent Transportation Systems Joint Program
Office; New York Metropolitan Transportation Council; and a variety of other smaller contracts. I have
acted as a consulting engineer for Mr. Saravia on several of these contracts, as needed. SPECIFICALLY:
On the PATH Train Project, I updated the inventory control system for the project's warehouse in Jersey
City and responded to requests for detailed information regarding system design under the contract; with
the ITS JPO I provided expert knowledge for the design and implementation of a Program Management
Office; for the NYMTC contract I provided expert assistance in RFP responses.
2007 - 2009 - MANAGER OF PROJECT ENGINEERING, Affiliated Computer Services, Inc.,
Government Solutions (now Xerox Corporation), Germantown, MD.
Managed a team of Project Engineers (P.E.) to implement automated toll and law enforcement systems
throughout the United States, Canada, and some overseas locations. Projects totaled $350 M in value.
Oversaw the use of MS Project to maintain schedules and track progress against WBS; employed the
Critical Path Method; created burn rate tracking tools for cost containment; managed multiple priorities;
worked towards implementing CMMI Level 3 certification; trained P.E. staff on taking and passing the
PMP exam. Performed and summarized risk analysis on all projects. Responded to RFPs.

2001-2007 PROGRAM MANAGER, New York State Department of Transportation,
Hudson Valley Transportation Management Center, Hawthorne, NY.
Managed contracts totaling $60 M for the construction and operation of the Management Center. Tracked
costs; controlled cost overruns; approved payments to contractors; developed and issued RFPs, participated
in selection committees; tracked all projects using Critical Path Method. Developed and designed intricate
Intelligent Transportation System (ITS), forecast model, integrated operations software with the New York
Sate Police, and video wall.

Teaching was a part-time pursuit for me during my Project Management career. I taught graduate and
undergraduate courses in: Systems Analysis and Design; Database Design; Introduction to Computers;
Computers and Society; Operating Systems; and Telecommunications. I taught Software Quality Control at
Rutgers, and was an Adjunct Professor at the University at Albany until January, 2015, I retired and was
designated as a Lecturer Emeritus.
1999-2001 SENIOR TRANSPORTATION ANALYST, New York Metropolitan
Transportation Council, One World Trade Center, New York, NY.
Managed the long-range transportation planning process for 2025, including the freight and ITS
components, under the direction of the Planning Director; developed the NYMTC congestion management
system; managed a group of analysts responsible for the production of statistical products. Managed the
statistical analysis team including inbound studies of travelers to Manhattan’s hub (60th
street and below)
by every form of transportation; the Journey-to-work analysis performed using Census data and MS Excel
to create clear concise tables showing mode choices and volumes; and safety data, summarized all accident
statistics in the NY Metropolitan area.
1998-1999 COMMERCE POLICY ANALYST, Empire State Development, Albany, NY.
Developed a strategy for the Governor’s Office in response to the pending 2000 Census. Included bringing
together all State Agencies to assist the campaign to publicize the Census and solicit their participation in
circulating the slogan “Be Part of the Count” developed by our copywriters. Generated GIS data to help target
high population areas. Worked closely with US Census Bureau on the development of mailing procedures
which resulted in the adoption of approval to send questionnaires to apartments not specifically in the Census
Bureau's data bases, but in the City's databases (6 different data bases were run together to find an additional
750,000 apartments in the 5 Boroughs of New York City).
1993-1998 TRANSPORTATION ANALYST, New York State Department of Transportation,

Developed NYSDOT’s Internet Policy; redesigned the NYSDOT Automated Training Program; developed
long range planning strategy for Region 3 (Syracuse); created networked geographic information system in
Region 9 (Binghamton); developed bicycle and pedestrian signing for first signed routes in New York
State.

Acted as support for City Planning Commission and Zoning Board of Appeals. Managed all development
projects in the City, including Chenango Center redevelopment; renovations in Kurt Beyer Park; Main
Street façade program; the SUNY Morrisville infill design; and annexation of land into the City to extend
sewer & water services.
