This document discusses user collaboration to develop tools for universal web design. It proposes a user testing tool (UTT) to test websites for accessibility alongside an existing automated checker. The UTT would use crowd-sourcing to have many users test websites and provide feedback on barriers and solutions. Test results would be linked to a frequently asked questions database on accessibility. An open-source, collaborative approach is advocated to continuously improve the tools and accessibility of websites through multiple testing cycles with user input.
