Commerce, a nonprofit, member driven, business advocacy group is in the processes of upgrading
their current information system. Midsouth has decided they need to upgrade their information
system to a more currently system, in order to increase revenue producing opportunities. Their
original IS system was built by an outside consultant (who is no longer in business) on a
departmental need base, rather than a company wide need. The original system was put into place in

He lacked the background for it and did not have the proper vision for it. Although he was in charge
of information systems, he was not involved in choosing a new system, and seemed mostly
concerned with keeping their old accounting system intact. Even went as far as calling the system
"Lassiter's system", although he was in charge of IS. Hedges did not buy into the UNITRAK system
and he was not a champion of it. However he is tasked to implemented for the organization.
UNITRAK was a software company in their infancy and had only sold and implemented their
software once prior to MSCC. Although they were new, they seemed excited at the chance to work
with organization such as MSCC and seemed very willing to adjust their software fit the end user. A
big win for them, a chance to see and learn how their software would work in the field. One issue
was Lassiter acting as the primary contact for UNITRAK, although the employees in charge of the
implementation where Hedges and Kovecki. UNITRAK was unable to get clear information on
what assistance was need during the implementation. Although willing and wanting to help,
UNITRAK was not able to do so. However as a manager of IS one would have to ask themselves do

Lawsuit Against US DOL On June 1, 2016, The US Chamber of Commerce together with 8 other
group trades officially filed a lawsuit in the US District Court Northern Texas against DOL and
labor Secretary Thomas Perez on a number of grounds. Seeking to overturn DOL new rules
mandating financial advisors to apply fiduciary standard of care in dealing with their client's
retirement accounts like the IRAs and 401 (k) retirement plans, the plaintiffs said that this new rule
of the US Department of Labor will certainly undermine the interests of clients. However, the
fiduciary rule took effect on June 7, 2016 and will be applicable on April 10, 2017 to IRA
participants, brokers, investments advisers, as well as the participants' beneficiaries and

The CEO of the Chamber's Center for Capital Markets Competitiveness, Mr. David Hirschmann
said that he expect President Obama to veto the existing resolution to terminate the said rule before
its application next year. The plaintiff said the lawsuit aims to prevent the Department of Labor from
exceeding its authority. The lawsuit is now asking the court to review whether or not the DOL
overstepped its boundaries by developing a fiduciary rule which will leave Americans with only a
few retirement options. They also said that the rule does not help the Americans to plan for their
retirement, instead, it limits their access to affordable retirement advice besides "it" leaving the
savers with limited saving options. Fiduciary advisors servicing small businesses will also stop
servicing the retirement plans being offered by agencies which will significantly reduce the saving
options to millions of employees and retirement plan members nationwide who are committed to
their financial futures. The president and CEO of the Financial Services Institute (FSI), Mr. Dale
Brown also added that they, like any other trade agencies has supported a uniform fiduciary standard

It is common that free trade causes negative effect on trade deficits. But from a high–level analysis,
and based on the statistics from U.S. Department of Commerce there was a trade surplus on all trade
by United States and its Free Trade Agreement countries in 2012 and 2013. The United States had a
record trade surplus for exports of goods manufactured in U.S. for last few years. The surplus value
was $27 Billion in 2009, and reached $55 Billion in 2014.

Talking further about benefits on imports due to international trade agreements, U.S. Chamber of
commerce`s statement from Peterson Institute for International Economics studies suggest that the
trade agreements has saved of $10,000 by each household. This is a boon to low income American
families as they struggle to stretch their budgets. Another study as mentioned by U.S. Chamber of
commerce suggests that "one–quarter of U.S. imports from Canada consist of value added from the
United States itself, and a huge 40% of U.S. final good imports from Mexico consist of its own
[U.S.] value added." As Mexican officials have pointed out, "For every dollar that Mexico earns
from exports, 50 cents are spent on American goods". Even though most of the apparel and footwear
is imported into U.S, it is worth note that those are innovated, designed and retailed in the U.S itself.

Question: Something had to be done– but what?
After reading the case, one continues to come up with new problems and issues along the way that
are related to information technologies. The three main problems we encountered in this case are
lack of IT knowledge, inappropriate planning, and ineffective and inefficient Resource Management.
Each of these issues requires specific attention to fix the next problem and so forth. The solution to

Delaying the IT investment on the new system would have been the best option, since it is a good
way to maintain costs down.
Solution
MCSS needed to implement a realistic timetable that will give it enough time to test and apply all of
the operations functions before the Y2K ordeal. Now, the MCSS needs to execute the full
implementation of the new system immediately before reaching the year 2000. This will prevent all
systems malfunctions. In addition to that, Mr. Lassiter needs to get more people from UNITRAK to
come over and work with MCSS personnel to get them adapted to the new system.
Problem #3 In the organizational structure of MCSS, there was a lack of communication, which
failed to address the increasing problems that resulted in loss of control.
Solution
Mr. Lassiter, being the manager of sales and marketing, should have addressed the entire
organization of the new system changes. He did not even address the full system conversion to
several of his own staff members. Also, Mr. Lassiter anticipated Kovecki had studied the

On November 6, 1986 the "Immigration Reform and Control Act (IRCA) was signed into law with
its purpose being to "reform/re–assess the status of unauthorized immigrants set forth in the
Immigration and Nationality Act." ("1986 Immigration") But this legislation would have unexpected
consequences when, almost three decades later, the State of Arizona passed the "Legal Arizona
Workers Act" providing for the suspension and/or loss of business licenses of employers within the
state who intentionally hire undocumented aliens. ("Chamber of Commerce of the United States")
The Chamber of Commerce of the United States challenged the law in court under the presumption
that the new Arizona law was in violation of the 1986 federal Immigration Reform and Control Act.
According to the Chamber of Commerce, the IRCA "prohibits states from establishing their own
enforcement scheme to sanction businesses that hire unauthorized immigrants." ("Chamber of
Commerce v. Whiting") They also argued that the law's use of E–Verify to confirm a potential
employee's legal status, conflicted the federal law's provision to make the system voluntary. In a 5–

Imagine this, you're a business just starting out. You have a solid product that's evolved over time to
which you have developed a key niche in the market. You spent countless hours working on your
storefront and developing a professional environment. Your product line is ready for sale and you
told all your friends and family about your new store. You open up the door and by the end of the

its members (small businesses). The chambers ultimate goal besides promoting the growth of small
businesses is that it wants to get more members. Reason being is that to be a member it cost a yearly
fee which depends on how much workers you have per business. The low end of the membership is
the baseline price of 200 dollars for businesses with less than 5 employees while the higher end is up
to 1,000 dollars or more with employees being 200+. Therefore it is important to get these new
memberships because even though it is a non–profit organization the chamber still has to raise

Gladiator Bridge Case Study
The Gladiator Bridge is support by both Chambers of Commerce for Compinwood and Eaganville.
The two goals of the both Chambers is to promote business in the city. The Gladiator Bridge is a
great example of a perfect solution for daily commuters to travel between the two cities. With four
lanes going in each direction, it will improve the overall congestion on the SR A. Commercial
businesses that line both sides of the route in Eaganville and Compinwood will likely see a growth

I had the chance to attend the final legislative breakfast of the year sponsored by the Chamber of
Commerce on April 17th. When I first walked into the room I wasn't sure where I was supposed to

MSCC or otherwise known as the Midsouth Chamber Of Commerce has existed since the 1900's.
This organization has withstood many changes, and it started originally as a Lobbing body for
Transportation access issues. Then it grew in the 1930s to encompass issues that affect business such
as: state banking laws, industrial development, and business taxes. The last era was when Jack
Wallingford was in control.
As most business they knew that proper investment in the Information systems and Information
Technology is the best way to go but they dropped the ball when it came to proper investing, they

The final Damage of this was 250,000.00 dollars of cash what was spent trying to fix the issue from
DMA and it didn't work, and DMA will not help MSCC anymore unless they paid more. MSCC
signed a toxic contract that didn't have any wat to recoup their losses or to force DMA peform,
MSCC sealed their fate.
The research that would need to be done would be mostly technical but there is a great amount of IT
project management and general management research that would also need to be completed. The
technical research would be how the new IS would fit in with MSCC. The project management
research would provide for accountability and visibility throughout this project. The general
management research would be directed to buy in from staff for whatever system is selected because
at the end of the day technology is supposed to make everything easier and more efficient.
The current situation at MSCC is Wallingford retired, Lassiter has been selected as President of
MSCC, and MSCC has hired Sage Niele. DMA is claiming that they have already incurred an extra
quarter million dollars that they have not charged MSCC due to the nature of the situation. Niele
seems to actually be the first person with the correct knowledge to be able to handle the situation
but, where MSCC seems to be currently is beyond repair and they will have to spend more money to
get everything they need up and

Commerce v. Whiting was a Supreme Court decision regarding the Legal Arizona Workers Act,
which penalized businesses and proprietors in Arizona that hired illegal immigrants, and required
that businesses check the citizenship status of their potential employees using the e–verify system.
Various civil rights groups as well as businesses, collectively titled "Chamber of Commerce",
claimed the federal Immigration Reform and Control Act preempted these statutes in the Arizona
law. The state law was upheld in 2011. Immigration is a contentious issue in politics that seems to be
stagnating. There is a massive population of illegal immigrants, and some people feel they should be
granted amnesty, while others think they should all be deported back to their respective home
countries. The question of how to handle their American–born children is another issue altogether.
There are many moral questions to consider. It is controversial, and some state laws, like the one in
question in this court case, raise more questions about how to handle the problem of illegal

The two key entities that were critical for the new software's success were not supportive to
Lassiter's idea. Hedges and Kovecki considered the new system as Lassiter's system rather than the
organization's system. The key members and the staff were not consulted and their feedback was not
given importance during the entire process. As a result, it was not a team–work but rather a single
man's work which ultimately lost its track. The animosity and jealousy among the key business

CCMA is a private company that has private and public services. Public services are regulated by
National Government (Confecamras, n.d.), while private services works with market logic and
compete with other companies´ services.
Since CCMA develops some public services, it can be affected by normative changes, which could
imply for the company a reduction of its incomes or a rise of its operational costs.
Due to these facts the CCMA must reduce its level of dependency of political factors, generating
more incomes through its private services, which means that this public threat makes evident an
opportunity of developing new services and growing the scope of the actual private services.

The CCMA has a recognized brand in the region where it offers its services. This has been achieved
due to the company´s presence in that market for 100 years, and the number of companies
associated that it has (CCMA, n.d; Figueroa N., 2015).
Another factor that helps company to have a strong brand is the projects and programs that this
company develop with local governments, which allows it positioning its brand and promote its
services (Osorio, 2004; Arias, 2014, El Tiempo, n.d.). This strength of the CCMA is an asset that
helps positioning company´s services in the mind of its customers (Hollensen, 2015).

Lassiter took it upon himself to make sure the product was ordered. Another month went by and
Lassiter found out the product was still not implemented, Kovecki was too busy with another project
and was not able to get to it until mid–April. Lassiter needed to get things moving; after all he told
the Board it would be completed by the end of March 2006. He took some steps for action, called a
meeting to inform his staff, set up appointments with UNITRAK for training himself and staff, yet
the project continued to lag and Lassiter had no choice but to ask Wallingford to intervene. He
strongly urged Hedges and Kovecki toward completion of the project. Gaps in the system continued,
not only did the staff complain about the software not being user friendly, UNITRAK openly
admitted the software was new and that they were open to adjustments and changes, that did not
give the staff any confidence. More problems came about when Kovecki attempted to transfer the

lessons. I think the biggest takeaway was to ask for feedback. Often, when I find myself completing
an assignment for the Chamber I wonder what could be done to improve it or how I could have
completed it better. I like learning from my work; improving upon it. I feel that I'm capable to
complete assigned tasks, but with feedback I'm able to improve and taper it more towards what is

I started my internship with the De Pere Area Chamber of Commerce in the first week of June.
Beginning my internship I wasn't sure what to expect. I had ideas about what I was going to be
doing, but wasn't sure. Whether the task was big or small I knew I wanted to contribute. At the De
Pere Area Chamber of Commerce I tend to work Monday through Friday. On Monday through
Thursday I usually work 10am to 3pm. However, I work a second job bartending at the Hyatt in
Green Bay. Sometimes the hours overlap and I am forced to leave my internship early. On Fridays I
go into my internship, but for limited time. Normally, I go to work for 10:30am to 12pm or longer,
depending on what my director needs from me. On average I work at the Chamber 20–22 hours a
week. The average can be less or more depending on what is being worked on. So far my work has

been trying to update their information system. Their information has steadily required more
capabilities and in pursuit of better more efficient capabilities they have made several missteps that
have cost them a very large sum of money. They have had personnel acquire information systems
that did not meet the requirements of MSCC. The cost of these nonfunctioning systems has been in
excess of $277,000.00 dollars. MSCC is now on their third person to manage the acquisition of an

The Chamber has made numerous mistakes over the several months following Unitrak's installation
and implementation. Among them:
Failure of MSCC to take care of personnel. Kovecki was not as skilled as he could have been, he
was the only person within the MSCC who knew the Unitrak system. On top of that, he was the only
person who could keep it running and bringing in money to MSCC. Management should have taken
more interest in Kovecki's desire to run the computer operations. If they had, MSCC management
would never have hired Gramen. This probably would have limited the severity of this situation and
may have avoided it entirely.
The hiring Dick Gramen was a huge mistake. Gramen did not have the skills required to be in this
position. He came from a different computing environment (Macintosh), also he had no experience
on the systems in use at the MSCC. He never had had any prior contact with Unitrak or with any
trade associations.
MSCC had the mindset of "we don't look outside our cave." This was clearly eveidenced when
Unitrak's developers found themselves in financial trouble. MSCC should have begun looking at
their options because they were already having problems with UNITRAK. Management should
never wait until problems arise to have a contingency plan in place. Unitrak was a bad choice for
