PREFACE:
Master in Business Administration is a practical experience that is an important part to give
student an opportunity to have experience of practical field. Unless the student experience the
novelty of practical work. Their knowledge of what they study in theoretical courses remains
incomplete. The most important point in an Internship program is that student should spend
their time in a true manner and with the learn practical orientation of theoretical study
framework. The field of Government organization has always been a source of inspiration for me
during my entire academic career. To work in Government organization was always a point of
interest for me and God gave me a golden opportunity to complete my internship at MDA, one
of the leading organization in Pakistan and well known in country. This report is a thorough
essence of my rigorous studies which I undergone through in a period of six weeks from 04-01-
2016 to 24-02-2016 in a Government organization. I have exclusively studied and observed the
operations/function of the bank and tried my best to abreast myself with all the dimensions of
MDA. The purpose of this report is to evaluate the performance of MDA in diversified avenues
and give concrete recommendation for further improvement. I am thankful to all those who
helped me in one-way or the other and guided me in the preparation and compilation this report
in a presentable fashion.

Executive Summary
Multan Development Authority is government organization. Established on October 22, 1976 under the
Punjab Development of Cities Act, Multan Development Authority is a successor body of Multan
Improvement Trust (MIT), which was established in 1944 under Punjab Town Improvement Act, 1922.
Scope of MIT was limited only towards residential and commercial schemes located in municipal boundaries,
which was then called city area. MDA's area of jurisdiction spreads over 560 km², which covers almost all
important establishments like Bahauddin Zakariya University, Pak Arab Fertilizer and Industrial Estate and
others. Vital responsibility of MDA is to evolve policies and programs relating to launch new housing
schemes and for residential development of the city and important engineering projects. MDA has been
launching a number of developmental projects especially in housing sector consisting of more than 30,000
plots of various sizes and uses.

an overall strength of 635 employees (including four fix-pay legal advisors).

1. To establish a comprehensive system of planning and development in order to improve the quality of
life in Multan City.
2. To establish an integrated development approach and a continuing process of planning & development
to ensure optimum utilization of resources and economical & effective utilization of land.
3. To evolve policies and programs relating to the improvement of the environment, housing, industrial
development, traffic transportation, water supply, sewerage, drainage, solid waste disposal and allied
matters.

Vision
MDA strives to be an accountable and people-friendly principal planning and development vehicle of the
Multan, aiming at providing and continuously improving metropolis-vide development works, facilities and
services of acceptable standards to all without let or favor. MDA attempts to turn Multan into an "attainable
city" with combined support of people, private sector and different level of the Government, where
overwhelming majority enjoys convenient, healthful and satisfied living.
It further seeks to enable Multan to position itself to meet the challenges of the future and to seize
opportunities in an effective, efficient, equitable and sustainable manner, the special efforts on challenges
triggered by rapidly growing population, ever increasing demands, needs for institutional adjustments and
forces of changes within and without.

 The functions and responsibilities of the Finance Directorate are to exercise vigilance in
respect of expenditure incurred from MDA funds and maintenance of accounts thereof.
 The main objects of Finance Directorate are that sanctions for expenditure are properly
accorded under rules for which the funds exist. In the case of receipts, it is to be ensured
that sums due are regularly recovered and checked against demand and the sums
received are duly brought to credit in the accounts. Finance Directorate is maintaining the
accounts of World Bank Project in the Double Entry System of Accounts.
 A Computer Branch is working under the supervision of Director Finance to computerize
the preparation of Pay Bills and accounts of works etc.

Responsibilities of Directorate of Engraining
 To initiate and maintain the continuous process of Comprehensive Engineer
Development with the object of providing most up-to date modern living
environments to the residents of Multan.
 He is responsible for the administration of Engineering research, Techniques, Quality
Control, Specifications, Estimations in connection with Water Supply, Sewerage,
Drainage, Building, Highways, inner City Roads, Development of Parks, Beautification
of plots and other connected development aspects.
 He is responsible for the execution of World Bank projects in Co-Ordination with

 To permit in cases of hardship, for reasons to be stated in writing, the payment
of penalty for composition of building violations, in installment over a period not
exceeding six months.
 To sanction sub-division of plots, on payment of prescribed fees, in accordance
with the instruction/ orders and policy enforce from time to time.
 To exercise the powers vested in the Authority under section 39 of the Punjab
Development of Cities Act, 1976.
 To lodge complaints to the competent courts as provided in section 34 of Punjab
Development of Cities Act, 1976.

planning with the object of preparing a Master Plan for the approval of the
Authority.

Government, the annual report on the activities of the Authority and its Agencies

ONE WINDOW OPERATION CELL
Overview:
Opened in January 2000, this cell provides to the general public, all the services of MDA at one
front reception desk vis-à-vis: allotment of plots; payments; delivery of possession; execution of
sale agreement; issuance of Entitlement Performa (EM Performa); issuance of proprietary

rights/sale deeds; sanction of building plans; issuance of NOC for transfer of plots, issuance of
site plan; sanction of private housing scheme; and NOC for private housing schemes. The public
complaints are also received and redressed at this desk.
LAND CONTROL BRANCH
Headed by Land Control Officer and supported by 2 Sub Inspectors, 2 Assistant Sub Inspectors, 4
Head Constables and 15 Constable of The Punjab Police (on deputation on MDA), this branch
takes care of MDA lands and estate.
To evict the encroachers, they execute summary trial and later prosecute them to MDA
Magistrate; demolishing of illegal constructions (constructions being raised without MDA's
approval and take action against developers that launch housing colonies in MDA area without
approval. This branch has support of police and magisterial powers.
MEDICAL BRANCH
Headed by alicensed physicianas Medical Officer, this branch is dedicated to diagnose the health
problems related to MDA and WASA employees. Referring them to consultants and or for
laboratory tests, if so required and prescribing the medicine. MDA has a number of medicine
stores in different corners of the city which provide medicine to the employees as per MO’s
prescription. This branch totally supports to the employees and their families.

I&C BRANCH
Responsibilities of this branch include: arrangements of meetings of MDA's Governing Body;
inter-directorate meetings; arrangement of inter-directorate meetings; implementation of
decisions taken in the meetings; inter-directorate coordination; coordination with district
government and provincial departments; and to deal with general affairs especially those
related to the human resource of MDA
JUDICIAL COURT
The judicialcourt in MDA is working in accordance with the provision of The Punjab Development
of Cities Act 1976. The court, headed by a judicial magistrate, (on deputation in MDA) imposes
penalty on the individuals/parties involved in violation of building bylaws; encroachments; illegal
commercial use of residential properties; illegal private housing schemes; and if any developer
has not completed development works in an approved private housing schemes. Town Planning
Directorate and Land Control Branch of MDA are the prosecuting branches that make complaints
to judicial courts.

This branch conducts engineering surveys for developmental projects. They also prepare traffic
management plans, traffic engineering proposals, geometric designs, road safety plans,

official drivers and mechanics of different disciplines.

Headed by an Assistant Director, this branch is entrusted to keep all the record of Katchi abadis
of Multan vis-à-vis its surveys, dispersing off the proprietary rights to the dwellers, receiving the
subsidized cost of land and development charges from the dwellers and sending all the current
information (on monthly basis) to Director General Katchi Abadis Punjab, Lahore.
LAND ACQUISITION BRANCH
This branch is headed by Land Acquisition Collector an official from Revenue Department on
deputation. He is supported by number of patwaris and a gird war to run the business of land
acquisition. This branch is responsible to acquire land for MDA's developmental projects.
Conduction of surveys to prepare the list of owners and addresses from revenue record, serving
upon them the notices under Land Acquisition Act and announcing payment award are the
main responsibilities.
URBAN PLANNING CELL
Headed by a deputy director and supported by an assistant director and a number of building
inspectors, the main responsibilities of the cell are:
building control in MDA's controlled area;
building control of all the approved private housing schemes and land subdivisions. Other
include the
approval of new private housing schemes and land subdivisions;

Achievements of MDA
There have not beenmuch effortsto increase/improve formal housingsupplyinrural areas and smaller
urban settlements of the District. Focus has been mainly in area within the jurisdiction of MDA limits,
before establishment of MDA in year 1976 Multan Improvement Trust (MIT) has completed19 housing
schemeswithinthe oldMunicipal Limitshavinganaggregateareaof 330acresandabout1600 plots.After
creationof MDA in1976, It has completedthirteenhousingschemes,havinganaggregate area of 2,066
acres, and about 20,616 residential plots. The land for these schemes was acquired, under Punjab
Acquisitionof Land (Housing) Act,1973, but with the repeal of this act, MDA could not launch further
schemesasunderLand AcquisitionAct,1894, landhas to be purchasedon marketvalue whichisbeyond
the reach of Authority.Nevertheless,MDA withthe cooperationof Evacuee Trust PropertyBoard (ETPB)
launched Multan Model Town Housing scheme (Phase-I&II) in 1999 on an area of 99 acres with 490
residentialplots of 1-kanal and10-marlasize.All the residential plotsstanddisposed-offby2004. Among
the recentlydevelopedschemesof MDA includesFatimaJinnahTown(Phase-I&II)overanareaof around
1030 acres to provide 7,900 plots and Multan Model Town Phase-III (self-income) scheme on 41 acres.
Fatima Jinnah Town has been developed on Multan Branch Canal, which is connected to Vehari Road,
Dunyapur Road and Southern Bypass. Fifty percent plots of the proposed Housing Scheme have been
reserved for the Government employees on no-profit no-loss basis and the remaining area has been
allotted through balloting.Multan Model Town (Phase I&II) is a joint venture housing scheme between
MDA and Evacuee TrustPropertyBoard(ETPB).The landmeasuring99acres belongtoETPBandboththe
agenciessigned anagreementof pointventure in1999withapproval of the government.Allthe 490plots

sought by the Authority to the best of its ability, knowledge and Judgment and the additional
expenditure, if any involved in giving such advice or assistance shall be borne by the

xvi. To establish an Agency/Agencies and entrust to it such powers and function as it may deem
fit with the approval of the Government.
 To delegate, by general or special order to the Director General or a Committee
constituted under section 10 or a member or an officer of the Authority any of its powers,
duties or functions under the Act, subject to such conditions as it may think fit to impose.
 To appoint such officers, advisors, experts, consultants and employees, as it considers
necessary for the efficient performance or its functions on such terms and conditions as
it may deem fit.
 To constitute such financial, technical and advisory Committees as may be deemed
necessary for carrying out the purposes of the Act and may delegate such powers and

 To prepare schemes, in such form and in such manner as may be prescribed, for the area

 To undertake any works not carried out by a Government Agency to whom the Authority
has given a directive under Sec: 14 and, in this behalf, to exercise all the powers of the
defaulting Agency for the execution of such works.
 To undertake improvements of the area and any part thereof and to check, replace,
eliminate, remove, demolish, conserve, re-settle or re-locate the sources of
environmental pollution such as milk cattle, horses or other animals, tongs, vehicles
exhaust, industrial; waste, solid waste congestion, blight and slums, etc;

 On the provision of alternate accommodation or compensation to be determined in
accordance with the provisions in chapter VI, to any person evicted from the premises
owned by him.
 To undertake beautification of the area or part thereof, in any manner, it deems fit, or
prepare schemes and prescribe environmental standards to be adopted by the
Government Agencies or persons or direct any Government Agency or persons to
undertake any improvements or activities for beautification of the area or part thereof.
 To exercise powers of a Local Authority for the purpose of borrowing money with the
previous permission of the Government for the schemes and projects of the Authority.
 To borrow money, or raisefunds by issuing bonds or debentures or otherwise, for carrying
out the purposes of the Act in consultation with the Finance Department Government of
the Punjab, at such rate of interest, as may be approved by the Government.
 To assess and levy with previous consent of Government betterment fee upon the
property owners whose property values have increased, or will increase, because of a
scheme executed by the Authority.
 To form a fund to be known as the Authority Fund which shall rest in the Authority and
shall be utilized by the Authority in connection with its functions under the Act including
the payment of salaries and re-numerations to the members, officers, servants, experts
and consultants of the Authority.

 To keep such sums, as may prescribed, in current account of any scheduled Bank, and any
amount in excess of the said amount, with the permission of Federal Government as the
case may be, shall be invested in Government securities, Government sponsored
governing schemes etc.

to meet the cost of it schemes by imposing rates, fee and other charges.
 To use ground water resource within the area.
 To permit installation of a tube-well for commercial purposes, at such within the area, as
may be notified in the official gazette by the Authority.

The field of Government organization has always been a source of inspiration for me during my entire academic career. This report is a thorough essence of my rigorous studies which I undergone through in a period of six weeks from 04-01- 2016 to 24-02-2016 in a Government organization. Following is its location map Journalists Block The Chief Minister Punjab has been pleased to approve a separate block for journalists in FJT-2. This block consists of 534 plots of ten marla size. Punjab Information Department would take care of its allotment and allied drudgery. MDA would only acquire land for Information Department and will also carry out development on deposit work basis. LAND CONTROL BRANCH Headed by Land Control Officer and supported by 2 Sub Inspectors, 2 Assistant Sub Inspectors, 4 Head Constables and 15 Constable of The Punjab Police (on deputation on MDA), this branch takes care of MDA lands and estate. To evict the encroachers, they execute summary trial and later prosecute them to MDA Magistrate; demolishing of illegal constructions (constructions being raised without MDA's approval and take action against developers that launch housing colonies in MDA area without approval. This branch has support of police and magisterial powers. MEDICAL BRANCH Headed by alicensed physicianas Medical Officer, this branch is dedicated to diagnose the health problems related to MDA and WASA employees. Referring them to consultants and or for laboratory tests, if so required and prescribing the medicine. MDA has a number of medicine stores in different corners of the city which provide medicine to the employees as per MO’s prescription. This branch totally supports to the employees and their families.

Page | 60 InternshipReport I&C BRANCH Responsibilities of this branch include: arrangements of meetings of MDA's Governing Body; inter-directorate meetings; arrangement of inter-directorate meetings; implementation of decisions taken in the meetings; inter-directorate coordination; coordination with district government and provincial departments; and to deal with general affairs especially those related to the human resource of MDA JUDICIAL COURT The judicialcourt in MDA is working in accordance with the provision of The Punjab Development of Cities Act 1976. The court, headed by a judicial magistrate, (on deputation in MDA) imposes penalty on the individuals/parties involved in violation of building bylaws; encroachments; illegal commercial use of residential properties; illegal private housing schemes; and if any developer has not completed development works in an approved private housing schemes. Town Planning Directorate and Land Control Branch of MDA are the prosecuting branches that make complaints to judicial courts.

LAND ACQUISITION BRANCH This branch is headed by Land Acquisition Collector an official from Revenue Department on deputation. He is supported by number of patwaris and a gird war to run the business of land acquisition. This branch is responsible to acquire land for MDA's developmental projects. Conduction of surveys to prepare the list of owners and addresses from revenue record, serving upon them the notices under Land Acquisition Act and announcing payment award are the main responsibilities. URBAN PLANNING CELL Headed by a deputy director and supported by an assistant director and a number of building inspectors, the main responsibilities of the cell are: building control in MDA's controlled area; building control of all the approved private housing schemes and land subdivisions. Other include the approval of new private housing schemes and land subdivisions;

Focus has been mainly in area within the jurisdiction of MDA limits, before establishment of MDA in year 1976 Multan Improvement Trust (MIT) has completed19 housing schemeswithinthe oldMunicipal Limitshavinganaggregateareaof 330acresandabout1600 plots.After creationof MDA in1976, It has completedthirteenhousingschemes,havinganaggregate area of 2,066 acres, and about 20,616 residential plots. The land for these schemes was acquired, under Punjab Acquisitionof Land (Housing) Act,1973, but with the repeal of this act, MDA could not launch further schemesasunderLand AcquisitionAct,1894, landhas to be purchasedon marketvalue whichisbeyond the reach of Authority.Nevertheless,MDA withthe cooperationof Evacuee Trust PropertyBoard (ETPB) launched Multan Model Town Housing scheme (Phase-I&II) in 1999 on an area of 99 acres with 490 residentialplots of 1-kanal and10-marlasize.All the residential plotsstanddisposed-offby2004. Among the recentlydevelopedschemesof MDA includesFatimaJinnahTown(Phase-I&II)overanareaof around 1030 acres to provide 7,900 plots and Multan Model Town Phase-III (self-income) scheme on 41 acres. Page | 72 InternshipReport  On the provision of alternate accommodation or compensation to be determined in accordance with the provisions in chapter VI, to any person evicted from the premises owned by him.  To undertake beautification of the area or part thereof, in any manner, it deems fit, or prepare schemes and prescribe environmental standards to be adopted by the Government Agencies or persons or direct any Government Agency or persons to undertake any improvements or activities for beautification of the area or part thereof.  To exercise powers of a Local Authority for the purpose of borrowing money with the previous permission of the Government for the schemes and projects of the Authority.  To borrow money, or raisefunds by issuing bonds or debentures or otherwise, for carrying out the purposes of the Act in consultation with the Finance Department Government of the Punjab, at such rate of interest, as may be approved by the Government.  To assess and levy with previous consent of Government betterment fee upon the property owners whose property values have increased, or will increase, because of a scheme executed by the Authority.  To form a fund to be known as the Authority Fund which shall rest in the Authority and shall be utilized by the Authority in connection with its functions under the Act including the payment of salaries and re-numerations to the members, officers, servants, experts and consultants of the Authority.
