What do we mean by Electronic Monitoring of Offenders?
Use of a wearable device, coupled with a remote monitoring capability to provide a
means to enforce defined behavioural restrictions on a subject who has been given a
non-custodial sentence, pre-trial condition or behaviour order.
Key characteristics of the hardware and systems
• Must provide sufficient evidential integrity to support prosecution (secure, auditable)
• Must be robust enough to remain attached and functional through constant use without being overly
restrictive
• Must have a means to resist, detect and report attempts to remove or subvert the device or systems
functions
• Used where compliance by the subject can be reasonably expected
• Used where the Authority can provide appropriate monitoring and reactivity

subjects into the community do we have the corresponding resources and process in place to:
• Adequately assess risk?
• Respond effectively to condition breaches?
• Educate and support victims?
• Support offenders through rehabilitation programmes?
• Use the opportunity to integrate offenders back into society and break the cycles of reoffending?
