Profile Summary
Almost 22 years of diverse experience in the offshore and onshore oil and gas industry, during which many of those years
have predominantly involved working with Shell on numerous projects in either a consulting or secondee capacity. As
such, I have extensive experience in the application of Shell’s Hazards and Effects Management (HEMP) and the
associated techniques that underpin that process (e.g. Hazard Identification and Assessment, Bow-Tie Analysis, HSE-
Critical Activities/Tasks, Manual/Matrix of Permitted Operations). My main attributes are my meticulous and methodical
approach to work, with particular attention to detail and quality of work.
I have been the Lead Safety Engineer/Consultant on several major projects where I have been responsible for co-
ordinating, delivering and being the primary point of contact for the safety components of several HSE studies and
assessments. Particular responsibilities have included the review and preparation of construction and operational
Emergency Response Plans (ERPs), COMAH Reports, Hazards and Effects Register, Bow-Ties, Safety Critical Element
(SCE) Register and Performance Standards (PSs), HSE-Critical Assurance Tasks, Fire Risk Assessment, Emergency
Response Plan,Safety System Description and HSE ManagementSystem.
Most recently, I was seconded (July 2013 to December 2015) to Shell’s Technical Safety department in Tullos, Aberdeen,
where I provided a wide array of operational and technical safety support to Shell’s Northern System Plants, i.e. St
Fergus, Mossmorran, Braefoot Bay Terminal and Goldeneye offshore installation, including, but not limited to, COMAH
Report updates/revisions (major re-submission to the Competent Authority in 2016), Domino Event Report updates, HSSE
& SP Control Framework compliance, DEM1, DEM2, PSBR and AIPSM compliance, preparation of Technical Safety
Technical Notes, HSE Management System updates, Passive Fire Protection Studies, QRA and Occupied Building Risk
Assessments, Fire and Explosion Hazard Management/Assessments, Consequence Modelling (e.g. FRED), Hazardous

experience has been invaluable in terms of my career development and in establishing contact with many key clients. As
a result of the quality of my work, I have been successful in acquiring further work through various clients, an example of
which was when I awarded the contract to produce a Well Service Operations HSE Case and develop HSE procedures
for the Kashagan Project in Kazakhstan. That work was awarded on the basis of the HSE Case work I undertook for
Salym Petroleum Development(SPD) in Russia.

ATKINS (NOV 2005 – PRESENT), SENIOR/PRINCIPAL SAFETY ENGINEER
PRINCIPAL SAFETY ENGINEER, Shell, Aberdeen: Originally, a 6 month secondment to Shell’s Technical Safety Department,
the secondment was extended for a period of 21
/2 years. Roles and responsibilities were diverse and technically intensive,
including the provision of general technical safety engineering operational support to Shell’s NSP’s onshore gas plants/terminals
(i.e. St Fergus, Mossmorran and Braefoot Bay) and the Goldeneye offshore installation, Shell’s Projects and Technology (P&T)
department and Engineering Contractors (e.g. Woodgroup) undertaking work on behalf of Shell. The role has included, both
facilitation and participation in, HAZIDs, HAZOPs, Risk Assessments, Design Reviews,etc., and completing Safety Case/COMAH
Report Updates, QRA updates (including FRED consequence modelling and SHEPHERD risk quantification), Passive Fire
Protection (PFP) assessments, Fire and Explosion Hazard Management, Occupied Building Risk Assessments, Dangerous

PRINCIPAL SAFETY ENGINEER, Shell Russia: A further continuation of the SPD HSE Case and THESIS project described
below, including performing a gap analysis on the 2008 Operations HSE Case and presenting findings to management. In
particular, the gap analysis identified non-conformances with Shell’s governing Health, Safety, Security, Environmental and Social
Performance (HSSE& SP) Control Framework requirements.
Shell EP, Kashagan Development Project, Development of NCPOC HSE Procedures: Work involved the development of
HSE Procedures, including Permit-To-Work, Confined Space Entry, Excavation, Lifting and Hoisting Operations, etc. A
fundamental objective and delivery of the exercise was to ensure compliance with Shell’s (NCPOC adopted the framework)
governing Health, Safety, Security, Environmental and Social Performance (HSSE & SP) Control Framework and Golden Rule
requirements,and all relevantRoK legislative/regulatoryrequirements,as well as utilising whatwas regarded as ‘bestpractice’.
PRINCIPAL SAFETY ENGINEER, Maersk Oil, Root Cause Failure Analysis: Extension of the SCE Root Cause Failure
Analyses (RCFA) work described below. This was essentially an update of the previous work following Maersk’s migration from
MC to SAP.
PRINCIPAL SAFETY ENGINEER, Shell EP, Kashagan Development Project, Well Service Operations HSE Case:
Development of a well service operations-specific HSE Case in accordance with Shell’s HSSE Control Framework, DCAF and
Operational Excellence documents and underpinning EP-2005 series ofstandards, procedures and guidelines. In particular, work
including the application of Shell’s Hazards and Effects Management Process (HEMP) and the development of well service
operations-specific Hazards and Effects Register, identification of Major Accident Hazards (MAHs), application of Shell EP’s Risk
Assessment Matrix, development of Bow-Ties, identification of Safety-Critical Elements, HSE-Critical Tasks, etc. Work also
heavily interfaced with other ongoing Kashagan projects such as the development of the offshore Operations and Pipelines HSE
Cases.
PRINCIPAL SAFETY ENGINEER, Maersk Oil, Root Cause Failure Analysis: Performed Root Cause Failure Analyses (RCFA)
on identified SCEs. Work involved identifying failure modes associated with selected SCEs and then determining the root cause
(human factor and management system as well as physical root causes) of those failures. The approach adopted involved
utilising and interrogating Maersk’s Maintenance Management System (Maintenance Controller), generating ‘Fault Trees’,
reviewing incident investigations and operating procedures, presenting the findings (via a workshop forum) to the client and
generating an action plan to ensurethatthe failures were rectified.
PRINCIPAL SAFETY ENGINEER, ADMA OPCO, Satah Al Razboot (SARB) Field Development Project, HSEIA Verification
Study: Verified the various constituent safety components of the HSEIA against the relevant ADNOC Codes of Practice and
statutory regulations and legislation. Work entailed a comprehensive review and subsequent verification of the COMAH Report,
HSE Management System,Hazards and Effects Register, Occupational Health Risk Assessment and Emergency Response Plan,
and the formulation and definition of remedial actions and recommendations to address the gaps and deficiencies identified. The
findings from this exercise formed the basis of the recommendations made to the regulator (ADNOC) and operating company
(ADMA OPCO).
PRINCIPAL SAFETY ENGINEER, Total Exploration & Production UK, Review and Update of North Sea Asset Emergency
Response Plans: 7 month secondment in TE&P UK’s offices in Aberdeen to review and update the existing Emergency
Response Plan for TE&P UK’s North Sea offshore (Dunbar, Alwyn North and Elgin-Franklin) and onshore (St. Fergus Terminal)
assets. The work specifically involved standardising the content of the individual plans such that they were aligned with one
another, the identification of emergency scenarios and the developmentof emergency scenario flowcharts and checklists to define
the actions and responses in emergency situations/scenarios. Offshore emergency response organisations and associated roles

and responsibilities were defined,as wellas generalupdate to improve fluencyand readabilityofthe documents.
PRINCIPAL SAFETY ENGINEER, Shell gFLNG Project: Preparation of Emergency System Survival Analysis (ESSA)
methodology (in accordance with the requirements of Shell’s Engineering Reference Document Manual, ESSA, Doc. No. EM/074)
to identify those emergency systems necessary to protect personnel on the gLNG facilities and to assess the effects of all credible
Major Accidental Events (MAEs) on the ability of those systems to operate as intended during emergency situations.
Implementation of the methodology determined the vulnerability of the emergency systems exposed to the MAEs and
demonstrated the survivability of the emergency systems and their effectiveness in meeting their design intent following the
occurrence ofa MAE.
PRINCIPAL SAFETY ENGINEER, Shell gFLNG Project: Involved in the preparation of MAE Assessment Sheets for the
identified MAEs. The MAE Assessment Sheets contained a description of the MAE in question (e.g. subsea well releases), a
summary of the control measures (threat and consequence controls), a summary of the formal safety assessments (e.g. QRAs)
undertaken to assess the MAEs and the associated results, identified the Safety Critical Elements for each MAE, an assessment
of the impactofthe Design Accidental Events on the SCEs,and an ALARP demonstration for the risk associatedwith eachMAE.
PRINCIPAL SAFETY ENGINEER, BP, ETAPs Project: Identification of Safety Critical Elements and the development of
corresponding Performance Standards (PSs) for the operations phase of the project. Work entailed consulting and liaising with
project personnel and Technical Authorities (TAs) to identify the SCEs and defining all functionality, availability and survi vability
requirements for the PSs, the latter being based on an extensive and comprehensive review of both BP corporate (e.g.
Engineering and Site Technical Practices, SMS documentation) and project-specific (e.g. philosophies and design specifications,
safetyand risk-related studies suchas QRA,EmergencyEvacuation andRescue Analyses,ERPs,etc.).
PRINCIPAL SAFETY ENGINEER, ADCO and GASCO CRI/NGI Project, HSEIA Verification Study: Verified the various
constituent safety components of the HSEIA against the relevant ADNOC Codes of Practice and statutory regulations and
legislation. Work entailed a comprehensive review and subsequent verification of the COMAH Report, HSE Management System,
Hazards and Effects Register, Occupational Health Risk Assessment and Emergency Response Plan, and the formulation and
definition of remedial actions and recommendations to address the gaps and deficiencies identified. The findings from this

PRINCIPAL SAFETY ENGINEER, Total Exploration & Production UK, Laggan-Tormore Project: Identification of (44) Safety
Critical Elements and the development of corresponding Performance Standards (PSs) for the design phase of the project. Work
entailed consulting and liaising with project personnel and Technical Authorities (TAs) to identify the SCEs and defining all
functionality, availability and survivability requirements for the PSs, the latter being based on an extensive and comprehensive
review of both Total corporate (e.g. General Specifications) and project-specific (e.g. philosophies and design specifications,safety
and risk-related studies suchas QRA,EmergencyEvacuation andRescue Analyses,ERPs,etc.).
PRINCIPAL SAFETY ENGINEER, Agip KCO, Kashagan Development Project: Preparation of the HSE Case for onshore and
offshore pipelines, including the highly toxic raw gas and oil trunklines connecting the offshore facilities to the Onshore Process
Plant. Development of the HSE Case included the identification of Safety Critical Elements from the generated Bow-Ties, and co-
ordinating the development of corresponding Performance Standards. The work also entailed describing the application of the
HSE Management System during the pipeline design, reviewing the onshore and offshore Hazards and Effects Registers,
identifying Major Accident Hazards, summarising the Emergency Response Plans, generating supporting Bow-Ties, application of
qualitative and quantitative risk criteria,and demonstrating thatthe risk associated withpipelinehazards was ALARP.
PRINCIPAL SAFETY ENGINEER, BOC Scunthorpe: Involved in the 2009/2010 update of Section 4: Identification and
Assessment of Potential Major Accident and Section 5: Measures to Prevent a Major Accident or Limit its Consequences of the
COMAH report for 3 PGS sites at Scunthorpe. In particular, update included revising the Safety Critical Events, revising and
developing the Hazard Register, Bow-Ties for the SCEs, Safety Instrumented Systems, Safety Critical Mechanical Protective
Devices (SCMPDs) and SafetyCritical Tasks (SCTs),and providing inputto the ALARP demonstration.
PRINCIPAL SAFETY ENGINEER, Bechtel: Development and preparation of Front End Engineering & Design (FEED) Stage
COMAH Report, Safety Critical Element (SCE) Register and Performance Standard (PS) Guide, HSE-Critical Assurance Tasks,
Fire Risk Assessment, Emergency Response Plan, Safety System Description and HSE Management System, and the
development of the Quantified Risk Assessment Methodology for the operational phase of the Ruwais Refinery Expansion (RRE)
project in Ruwais, Abu Dhabi. The Emergency Response Plan, which took due account of all statutory and company emergency
response requirements, was developed for the operational phase of the project, and defined the relevant emergency response
organisation and associated roles and responsibilities, identified the emergency situations to which the project and personnel may
be exposed, the actions to be taken in such emergencies, the emergency response and fire fighting equipment in place, the
emergency response training requirements and the associated emergency exercises and drills. The work also involved being
permanently located (for 9 months) in the FEED ENGINEERING CONTRACTOR’s (Bechtel) office in Hammersmith, London, and
in addition to the above, involved the preparation of the Occupational Health Risk Assessment (OHRA) and overall co-ordination of
the safety components of the Phase I: FEED HSEIA Study and liaising directly with FEED CONTRACTOR, Project Management
Consultant(Fluor) andProjectManagementTeam (TAKREER).
PRINCIPAL SAFETY ENGINEER, Shell Russia: Continuation of the SPD HSE Case and THESIS project described below,
including reviewing and updating the Operations HSE Case and producing a new Transportation HSE Case, addressing the
necessary emergency response requirements. Operations HSE Case review entailed further HAZID and Bow-Tie Sessions,
Identification of Safety Critical Elements, Defining HSE-Critical Assurance Tasks and Re-write of the HSE Management System.
Production of Transportation HSE Case involved Developing Land Transportation Bow-Ties (specifically, Transportation of
Personneland Hazardous Fuel Transportation) andDevelopinga Transportation HSE ManagementSystem.

PRINCIPAL SAFETY ENGINEER, Eni Austrailia B.V.: Identification of SCEs and development of PSs applicable to the
Operation ofthe Blacktip DevelopmentProjectWell Head Platform (WHP) via the use ofBow-Tie Analysis.
PRINCIPAL SAFETY ENGINEER, AGIP KCO: Development and production of ALARP worksheets in support of the ALARP
demonstration for the Detailed Design HSE Case. Worksheets addressed various technical issues, identified and considered ris k-
reduction measures, assessed the potential and residual risk, and provided sufficient justification (qualitative and/or quantitative)
for the selected measures.
SENIOR HSE ENGINEER, Shell Abu Dhabi: Preparing and co-ordinating the Phase I & II HSEIA for the Antar Project, Shah
Field, in Abu Dhabi. In particular, involved in the preparation of the COMAH Report & Hazards & Effects Register (H&ER)
(including the identification of Major Accident Hazards and HSE-Critical Equipment/Systems and HSE-Critical Procedures) and
liaisingdirectlywith keyShell personnel andthe appointed EngineeringContractor.
SENIOR HSE CONSULTANT, Shell Russia: A further extension of the SPD HSE Case and THESIS project described below,
including the review/update of the Logistics, Operations and Well Engineering (Drilling and Well Services) HSE Cases. In
particular, work involved working at site with key members of the workforce, visiting on-site facilities, HAZID facilitation/workshop
style sessions and the development/production of H&ER (including addressing hazards associated with Well Engineering
concurrent operations), HSE Management System Bow-Ties, Safety Critical Element (SCE) Register and Performance Standard
(PS) Guide,HSE-Critical Assurance Tasks,ManualofPermitted Operations andRemedial Action Plan.
SENIOR HSE ENGINEER, AGIP KCO: Review of Production Hub 2 and Minimum Wellhead Facility Platform QRAs for the high
H2S FFD (Full Field Development of Kashagan). This involved reviewing existing QRA Parts Count and Frequency Estimation,
and Consequence Analysis, during the Concept Selection phase of the project. The latter QRA study addressed simultaneous
drillingand production operations.
SENIOR HSE ENGINEER, BP: Performed Gap Analysis of 2003 BP Company COMAH Report against BP Group Standards and
Requirements.
SENIOR HSE ENGINEER, BP: Review, update and re-submission of 20 (twenty) 2003 COMAH Safety Reports for BP Coryton’s
onshore installations/units. This involveD reviewing and updating all 8 sections of each of the 20 Reports, including the HSE
Management System, Major Accident Hazard Risk Analysis, Prevention, Control and Mitigation of Major Accident Hazard, and
EmergencyResponse sections.
SENIOR HSE ENGINEER, BP: Review, update and re-submission of 2003 COMAH Safety Reports for several of BP
Grangemouth’s onshore assets and Sullom Voe Terminal. In particular, for Grangemouth, undertook a complete revision of the
HSE Management Systems to reflect the transition from the Grangemouth Management System to the North Sea SPU SMS and
the introduction of BP Group’s new Operations Management System and Integrity Management, Control of Work, Driving and
Marine Operation Standards.
SENIOR HSE CONSULTANT, SPD: Work was an extension of the SPD HSE Case and THESIS project described below for
previous employer. In particular, and in accordance with Shell’s EP Guidelines, developed and prepared Logistics HSE Case and
supporting Bow-Ties and HSE-Critical Tasks, and revised the Operations HSE Case. Also assisted SPD with Operations/Logistic
HSE Case and HSE ManagementSystem Audits.
PROJECT MANAGER, ABB Lummus Global, Inc. (ABB): Development and preparation of Front End Engineering & Design
(FEED) Stage COMAH Report & Hazards & Effects Register (including the identification of Major Accident Hazards and HSE-
Critical Equipment/Systems and Procedures) for the operational phase of the Borouge 2 Project Olefins Conversion Unit in
Ruwais, Abu Dhabi. Project was integral part of the overall FEED Stage HSEIA Report that was produced by a separate,
independent consultant and involved extensive interaction with FEED Contractor (ABB) and Project Management Company
(Foster Wheeler) & Team (Borouge). This project was also the subject of extremely tight time constraints but was completed and
delivered one month ahead ofschedule.
SENIOR HSE ENGINEER, Fluor: 5 month secondment to Fluor preparing and co-ordinating the HSEIA, Phase II: Engineering,
Procurement & Construction Phase, Project of a major gas plant development in Abu Dhabi. In particular, involved in the
preparation of the COMAH Report, Hazards & Effects Register (including the identification of Major Accident Hazards and HSE-
Critical Equipment/Systems and HSE-Critical Procedures) and Emergency Response Plan, and liaising directly with EPC

 HSE Training
- Closed-outADCO’s 1998 Road SafetyTrainingprogramme.
- Developed a system to track HSE Training implementation and audit their close-out. Systems included assessing
effectiveness oftrainingand records ofinvoices received,paidand outstanding againstTask Orders.
 HSE Manual
- Developed andprepared HSE ManagementofContractors procedures.
- Integrated ADNOC’s EnvironmentalReporting requirements with ADCO’s IncidentInvestigation procedures.
- Reviewed and collated all ADNOC’s HSE Guidelines and provided a cross-reference system to show where and how it
related to ADCO’s HSE Procedures. Gasps between ADCO and ADNOC’s requirements were identified and a
corrective action plandeveloped.
- Developed and prepared ADCO’s HSE Management of Contractors Procedures, and updated other HSE Manual
Procedures in accordance with ADCO’s HSEMS includingPermit-to-Work procedures.
 EmergencyResponse,Preparedness and Planning
- Developed EmergencySupportTeam (EST) procedures for Abu Dhabi based personnel.
- Defining EmergencyResponse/Supportroles and responsibilities for GeneralManagement.
- Involved in the preparation of Emergency Support Team Table Top Exercises and familiarised myself with Emergency
Response procedures andassociated checklists with a view to updating them.
- Summarised the status of ADCO’s 1998 Emergency Exercise Programme by compiling all actual and planned
EmergencyExercise ResponseMobilisations through ADCO’s Fields duringthe year.
- Developed ADCO’s 1999 company-wideEmergencyExercise plan.
- Assisted in facilitating the organisation of ADCO’s company wide emergency exercise which took place in Bab early
2000.
- Involved in the preparation of BAB Shutdown Exercise and prepared SED report on Bab exercise including
recommendations for future exercises.

PRINCIPAL SAFETY ENGINEER, Maersk Oil, Root Cause Failure Analysis: Extension of the SCE Root Cause Failure Analyses (RCFA) work described below. This was essentially an update of the previous work following Maersk’s migration from MC to SAP. PRINCIPAL SAFETY ENGINEER, Shell EP, Kashagan Development Project, Well Service Operations HSE Case: Development of a well service operations-specific HSE Case in accordance with Shell’s HSSE Control Framework, DCAF and Operational Excellence documents and underpinning EP-2005 series ofstandards, procedures and guidelines. In particular, work including the application of Shell’s Hazards and Effects Management Process (HEMP) and the development of well service operations-specific Hazards and Effects Register, identification of Major Accident Hazards (MAHs), application of Shell EP’s Risk Assessment Matrix, development of Bow-Ties, identification of Safety-Critical Elements, HSE-Critical Tasks, etc. Work also heavily interfaced with other ongoing Kashagan projects such as the development of the offshore Operations and Pipelines HSE Cases. Work involved identifying failure modes associated with selected SCEs and then determining the root cause (human factor and management system as well as physical root causes) of those failures. The approach adopted involved utilising and interrogating Maersk’s Maintenance Management System (Maintenance Controller), generating ‘Fault Trees’, reviewing incident investigations and operating procedures, presenting the findings (via a workshop forum) to the client and generating an action plan to ensurethatthe failures were rectified. PRINCIPAL SAFETY ENGINEER, ADMA OPCO, Satah Al Razboot (SARB) Field Development Project, HSEIA Verification Study: Verified the various constituent safety components of the HSEIA against the relevant ADNOC Codes of Practice and statutory regulations and legislation. Work entailed a comprehensive review and subsequent verification of the COMAH Report, HSE Management System,Hazards and Effects Register, Occupational Health Risk Assessment and Emergency Response Plan, and the formulation and definition of remedial actions and recommendations to address the gaps and deficiencies identified. The findings from this exercise formed the basis of the recommendations made to the regulator (ADNOC) and operating company (ADMA OPCO). PRINCIPAL SAFETY ENGINEER, Total Exploration & Production UK, Review and Update of North Sea Asset Emergency Response Plans: 7 month secondment in TE&P UK’s offices in Aberdeen to review and update the existing Emergency Response Plan for TE&P UK’s North Sea offshore (Dunbar, Alwyn North and Elgin-Franklin) and onshore (St. Fergus Terminal) assets. The work specifically involved standardising the content of the individual plans such that they were aligned with one another, the identification of emergency scenarios and the developmentof emergency scenario flowcharts and checklists to define the actions and responses in emergency situations/scenarios. PRINCIPAL SAFETY ENGINEER, Shell gFLNG Project: Preparation of Emergency System Survival Analysis (ESSA) methodology (in accordance with the requirements of Shell’s Engineering Reference Document Manual, ESSA, Doc. No. EM/074) to identify those emergency systems necessary to protect personnel on the gLNG facilities and to assess the effects of all credible Major Accidental Events (MAEs) on the ability of those systems to operate as intended during emergency situations. Implementation of the methodology determined the vulnerability of the emergency systems exposed to the MAEs and demonstrated the survivability of the emergency systems and their effectiveness in meeting their design intent following the occurrence ofa MAE. PRINCIPAL SAFETY ENGINEER, Shell gFLNG Project: Involved in the preparation of MAE Assessment Sheets for the identified MAEs. The MAE Assessment Sheets contained a description of the MAE in question (e.g. subsea well releases), a summary of the control measures (threat and consequence controls), a summary of the formal safety assessments (e.g. QRAs) undertaken to assess the MAEs and the associated results, identified the Safety Critical Elements for each MAE, an assessment of the impactofthe Design Accidental Events on the SCEs,and an ALARP demonstration for the risk associatedwith eachMAE. PRINCIPAL SAFETY ENGINEER, BP, ETAPs Project: Identification of Safety Critical Elements and the development of corresponding Performance Standards (PSs) for the operations phase of the project. Work entailed consulting and liaising with project personnel and Technical Authorities (TAs) to identify the SCEs and defining all functionality, availability and survi vability requirements for the PSs, the latter being based on an extensive and comprehensive review of both BP corporate (e.g. Engineering and Site Technical Practices, SMS documentation) and project-specific (e.g. philosophies and design specifications, safetyand risk-related studies suchas QRA,EmergencyEvacuation andRescue Analyses,ERPs,etc.). PRINCIPAL SAFETY ENGINEER, Agip KCO, Kashagan Development Project: Preparation of the HSE Case for onshore and offshore pipelines, including the highly toxic raw gas and oil trunklines connecting the offshore facilities to the Onshore Process Plant. Development of the HSE Case included the identification of Safety Critical Elements from the generated Bow-Ties, and co- ordinating the development of corresponding Performance Standards. The work also entailed describing the application of the HSE Management System during the pipeline design, reviewing the onshore and offshore Hazards and Effects Registers, identifying Major Accident Hazards, summarising the Emergency Response Plans, generating supporting Bow-Ties, application of qualitative and quantitative risk criteria,and demonstrating thatthe risk associated withpipelinehazards was ALARP. PRINCIPAL SAFETY ENGINEER, BOC Scunthorpe: Involved in the 2009/2010 update of Section 4: Identification and Assessment of Potential Major Accident and Section 5: Measures to Prevent a Major Accident or Limit its Consequences of the COMAH report for 3 PGS sites at Scunthorpe. In particular, update included revising the Safety Critical Events, revising and developing the Hazard Register, Bow-Ties for the SCEs, Safety Instrumented Systems, Safety Critical Mechanical Protective Devices (SCMPDs) and SafetyCritical Tasks (SCTs),and providing inputto the ALARP demonstration. PRINCIPAL SAFETY ENGINEER, Bechtel: Development and preparation of Front End Engineering & Design (FEED) Stage COMAH Report, Safety Critical Element (SCE) Register and Performance Standard (PS) Guide, HSE-Critical Assurance Tasks, Fire Risk Assessment, Emergency Response Plan, Safety System Description and HSE Management System, and the development of the Quantified Risk Assessment Methodology for the operational phase of the Ruwais Refinery Expansion (RRE) project in Ruwais, Abu Dhabi. The Emergency Response Plan, which took due account of all statutory and company emergency response requirements, was developed for the operational phase of the project, and defined the relevant emergency response organisation and associated roles and responsibilities, identified the emergency situations to which the project and personnel may be exposed, the actions to be taken in such emergencies, the emergency response and fire fighting equipment in place, the emergency response training requirements and the associated emergency exercises and drills. The work also involved being permanently located (for 9 months) in the FEED ENGINEERING CONTRACTOR’s (Bechtel) office in Hammersmith, London, and in addition to the above, involved the preparation of the Occupational Health Risk Assessment (OHRA) and overall co-ordination of the safety components of the Phase I: FEED HSEIA Study and liaising directly with FEED CONTRACTOR, Project Management Consultant(Fluor) andProjectManagementTeam (TAKREER). Systems included assessing effectiveness oftrainingand records ofinvoices received,paidand outstanding againstTask Orders.  HSE Manual - Developed andprepared HSE ManagementofContractors procedures. - Integrated ADNOC’s EnvironmentalReporting requirements with ADCO’s IncidentInvestigation procedures. - Reviewed and collated all ADNOC’s HSE Guidelines and provided a cross-reference system to show where and how it related to ADCO’s HSE Procedures. Gasps between ADCO and ADNOC’s requirements were identified and a corrective action plandeveloped. - Developed and prepared ADCO’s HSE Management of Contractors Procedures, and updated other HSE Manual Procedures in accordance with ADCO’s HSEMS includingPermit-to-Work procedures.  EmergencyResponse,Preparedness and Planning - Developed EmergencySupportTeam (EST) procedures for Abu Dhabi based personnel. - Defining EmergencyResponse/Supportroles and responsibilities for GeneralManagement. - Involved in the preparation of Emergency Support Team Table Top Exercises and familiarised myself with Emergency Response procedures andassociated checklists with a view to updating them. - Summarised the status of ADCO’s 1998 Emergency Exercise Programme by compiling all actual and planned EmergencyExercise ResponseMobilisations through ADCO’s Fields duringthe year. - Developed ADCO’s 1999 company-wideEmergencyExercise plan. - Assisted in facilitating the organisation of ADCO’s company wide emergency exercise which took place in Bab early 2000. - Involved in the preparation of BAB Shutdown Exercise and prepared SED report on Bab exercise including recommendations for future exercises.
