Presented at the Workshop on Assessing Governance in Sectors, Governance Assessment Methods and Applications of Governance Data in Policy-Making (June 2009) by Mustafa Khawaja from the Palestinian Central Bureau of Statistics, this powerpoint presentation showcases governance statistics in Palestine.
The report presents civil society assessment of the situation with the anti-corruption reform implementation in Ukraine, which is a continuation of the previous three reports for the period from 2013 to 2018. The present assessment was carried out partly by the same and partly by new experts, and it covers the period of 2019 and 2020, as well as some developments of 2021.
The present Report was prepared on the basis of a specially developed methodology for compressive internal assessment of the country’s progress in the anti-corruption sphere that was first use for preparation of a similar report in 2015 in four areas: 1) anti corruption policy; 2) prevention of corruption; 3) criminalization of corruption and law enforcement activities; and 4) international cooperation.
This publication offers not only an analysis of the situation, statistics and other information, but also specific conclusions and recommendations for legislators and law enforcement agencies. It will be useful for officers and official of the state authorities, local self-government bodies, civil society activities, journalists, researchers and others dealing with the problems related to prevention of corruption.

Closed or Inclusive Process: How State Actors View the Contribution of Non-St...paperpublications3
Abstract: This article investigates state actors’ perceptions of the contribution of non-state actors in inclusive public policy process in Kenya. A quantitative survey methodology is employed in the study area of the City of Nairobi in 20 government ministries with one permanent secretary from each ministry answering the questionnaire on behalf of the ministry. A power analysis framework is used to understand the relationships of power between state actors and non-state actors and how they affect public policy process. The findings confirm that there has been significant improvement in inclusive public policy process in Kenya. A process which began as closed in the 60s, 70s and 80s supported by the existing governance framework, had the 90s as a turning point as a result of civic action and pressure from donor community that forced the government to embrace democratic process. Since then, there has been gradual and meaningful inclusion of non-state actors in public policy process supported by new governance framework articulated in the 2010 Constitution. However, there exists coercive power of the state actors as they continue to influence policy decisions and delivery using their authority to determine who they collaborate with and who is invited to participate in specific policy areas and issues.

Adoption of internal web technologies by oecd turkish government officialsijmpict
Use of communication and information channels for the OECD have been increasingly encouraged by
new channels such as the OECD’s Committee Information Service (OLIS) and Clearspace (CS) web
portals. A logit regression model was used to estimate the influence of the government’s supply side policy
tools and organisational factors on the decision to open OLIS and Clearspace accounts. Additionally,
probability analysis conducted to give insights on the usage frequency of information channels. Study used
a dataset that includes 126 Turkish top-level country and municipal government officials working on
different OECD study topics in 2010. Findings imply that the influence of the explanatory variables tested
differ between the two web-portal models. Satisfaction with the timing of information provided by the
OECD Permenant Delegation (timing issues in reaching reports) among officials is the only variable that
consistently has a positive influence on the adoption of both web-portal applications. The probability
analysis show that while duration of employment and degree of expertise increase the probability of use of
online information channels, work duration on OECD topics and meeting participation are the variables
that decrease the probability of use of face to face communication channels.

The Report provides information for the offenders’ management model in general, the cooperation between the key players in the process of managing the offenders, on the current level of coopera-tion among the Departments of the Ministry of Justice involved in the offenders’ management on key offender management issues. It combines the results from the desk study of national and inter-national legal acts and the responses of the interviewed officials from public institutions playing role in the management of offenders. The Report provides recommendations for further development of the management process. Some of them are of general nature, while others reflect particular key issues mentioned by the respondents. The recommendations are in three groups: in regard offenders’ management model, in regard the cooperation between the different players having any responsibilities in offenders’ management and in regard offenders’ management process.
This OECD review assesses, through the OECD’s peer review mechanism, Indonesia’s open government policies and practices and provides actionable recommendations on how to improve its ongoing public sector reform

This highlights document covers the main findings and proposals from the Innovative Citizen Participation and New Democratic Institutions: Catching the Deliberative Wave report. Public authorities from all levels of government increasingly turn to Citizens' Assemblies, Juries, Panels and other representative deliberative processes to tackle complex policy problems ranging from climate change to infrastructure investment decisions. Based on the analysis of close to 300 representative deliberative practices, the report explores trends in such processes, identifies different models, and analyses the trade-offs among different design choices as well as the benefits and limits of public deliberation. It also explores the reasons and routes for embedding deliberative activities into public institutions to give citizens a more permanent and meaningful role in shaping the policies affecting their lives.
The purpose of this document is to provide a brief overview of open consultation approaches in the current, international setting and propose a role for Information Technologies (IT) as a disruptive force in this setting.
