OVERVIEW
The Land Transportation Office (LTO) is an
agency of the Philippine government under the
Department of Transportation and is
responsible for all land transportation in the
Philippines. Functions of the LTO include the
inspection and registration of motor vehicles,
issuance of licenses and permits, enforcement
of land transportation rules and regulations,
and adjudication of traffic cases, and the
collection of revenues for the government of the
Philippines.

HISTORY
The concept of a land transportation system began in the Philippines
when our predecessors invented the use of animals as a form of transport
for transferring people and commodities from one place to another.
Despite the fact that their forms of land travel were not as complex as
current cars and the roads were not as well constructed as they are now,
early Filipinos followed some mobility rules. These rules were as simple
and informal as defining which animals might be used for various reasons,
but they demonstrated that our predecessors recognized the importance
of managing the transportation system.
As early as 1910, there were already few motor vehicles seen operating in
public highways in Manila and suburbs. Better means of transportation
were invented and introduced in the country. Gradually, the Filipinos
learned to use cars, trucks, jeeps and other types of vehicles. The means
of transportation ecame better and powerful and the laws governing land
travel became more formal and modern.

ESTABLISHMENT OF LAND
TRANSPORTATION OFFICE
The Land Transportation Commission was
abolished in 1987, and two offices were
created, namely the Land Transportation
Office (LTO) and the Land Transportation
Franchising and Regulatory Board (LTFRB).
The LTO took over the functions of the former
BLT while the LTFRB took over the functions
of the BOT. The MOTC was likewise renamed
as the Department of Transportation and
Communications (DOTC).

POWER & FUNCTION
One of the main functions of the LTO is to strictly
implement and enforce the laws regarding land
transportation. Necessary requirements and procedures
are to be followed in settlements of admitted cases and
contested cases of motor vehicles, plates, and driver's
licenses. The LTO also follows a strict procedure in
settlements of impounded violations. It also allows
private and for hire motor vehicles to apply for duplicate
plates. Furthermore, the LTO is in charge of ensuring that
public land transportation services abide by the fares set
by the LTFRB. It has sanctions for the overcharging of
fares, and for non-issuance of fares for tickets.

The LTO is in charge of the issuance, renewal, and regulation
of driver's licenses. It can issue licenses to both citizens and
foreigners provided that they meet the requirements for
those licenses.

The LTO is responsible for the registration of motor vehicles
and renewals. It can register brand new vehicles, including
locally manufactured vehicles, imported vehicles, light
electric vehicles, low speed vehicles, three wheeled vehicles,
and tax exempt vehicles.

Law Enforcement and
Adjudication of Cases
One of the main functions of the LTO is to strictly implement and
enforce the laws regarding land transportation. Necessary
requirements and procedures are to be followed in settlements of
admitted cases and contested cases of motor vehicles, plates, and
driver's licenses.

Manufacturers, Assemblers,
Importers, and Dealers
Reporting (MAIDR)
The LTO grants accreditation to certain manufacturers, assemblers,
importers, and dealers who wish to transact business with the LTO. A
firm, person, or corporation must file an application for accreditation
with Assistant Secretary of the Land Transportation Office containing
certain requirements and qualifications in order to transact business
with the LTO relative to Motor Vehicles or its components.

QUALIFICATIONS
QUALIFICATIONS (RECRUITMENT)
• The activity begins with the identification of unfilled positions, publication in
newspapers and posting of the vacancies in conspicuous places in the
agency.
• A list of candidates is gathered from a variety of sources, which include
walk-in applicants, recommendees of influential persons and qualified
insiders. A preliminary interview is conducted to gather more information and
personal impressions about applicant. Unusual behavior, facial expressions,
gestures, tones of voice and posture can be observed during the interview.
• In addition, an initial assessment is conducted to determine suitability of the
applicant to the position to be filled. Educational background, work
experience, relevant trainings/seminars and appropriate civil service
eligibility are reviewed.
4. An IQ/Psychological and other relevant tests are administered to qualified
applicants to measure their general ability, what they can actually do and their
temperament and personality.
5. A list of qualified applicants is submitted to the Personnel Selection Board for
review and evaluation.
6. The Personnel Selection Board (PSB) evaluates qualifications of applicants
based on screening procedures and criteria set. When deemed necessary, the
Board conducts a reference check on applicant/s work experience, school
records and personal references. By checking the information stated in the
Personal Data Sheet the Office has an opportunity not only to double check on

7. The PSB meets en banc and recommends in writing to the Assistant
Secretary the names of applicants who may be considered to the vacant
position together with justification. These are ranked but head of agency still
has the discretion to choose from among the applicants provided qualified.
8. The Assistant Secretary assesses the merits of the recommendation of
the Board and selects the applicant she deems best qualified to the
position.
9. The Personnel Section prepares the appointment papers and other
supporting documents of the candidates for signature of the Assistant
Secretary.
QUALIFICATIONS (RECRUITMENT)
10. The Assistant Secretary affixes her signature in the
appointment papers.
11. The Personnel Section sees to it that the guidelines,
requirements and procedures in the preparation and
submission of appointments are observed. The
appointment papers are submitted to the Civil Service
Commission within 30 days from the date of issuance,
otherwise, it becomes ineffective and disapproved.
