This document discusses two special economic zones (SEZs) in Poland called Euro-Park Mielec and Euro-Park Wisłosan Tarnobrzeg. It provides background information on each SEZ, including their location, industries, number of investors and jobs created, total investments, and maximum state aid available. The SEZs are managed by Industrial Development Agency which aims to help companies transition from state to private ownership.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Special Economic Zone EURO-PARK
MIELEC was the first Polish special
economic zone and was established in 1995
during the economic transformation in
Poland. The SEZ was set up in the place of
the collapsed local aircraft manufacturing
giant – a state-owned industrial
monoculture, with not only the troublesome
heritage of obsolete production assets,
but also a long industrial tradition and
culture and skilled human resources.
The Mielec SEZ is composed of 28 subzones situated mainly in
southern-eastern Poland, in the Podkarpacie and Lubelszczyzna
regions. It also has subzones located in the voivodships:
Zachodniopomorskie, Śląskie and Małopolskie. The total area
of plots belonging to the zone amounts to over 1,495 ha.
The Manager of the SEZ is Industrial Development Agency.
The zone is the leader among Polish SEZs in terms of the
number of aviation sector investments projects carried out.
The aircraft companies located in the Mielec SEZ are members
of the Aviation Valley, the most effectively developing cluster
in Poland (it has Key National Cluster status).
The maximum amount of state aid for investments carried out
within the Mielec Zone stands at:
> 50% in areas within the Podkarpackie and
Lubelskie voivodships,
> 35% in areas within the Zachodniopomorskie and
Małopolskie voivodships,
> 25% in areas within the Śląskie Voivodship,
the above-mentioned limits concern large companies,
for medium-sized companies the scale of aid is 10 p.p. higher,
and for small companies 20 p.p higher.

WISŁOSAN
Tarnobrzeg Special Economic Zone
EURO-PARK WISŁOSAN was established
in September 1997. Originally, it occupied
609 ha of development areas scattered
across eastern Poland. The first permit was
granted in April 1998. At present, plots
belonging to the Tarnobrzeg SEZ cover
a total area of 1,743 ha and are located
in 4 voivodships: Podkarpackie, Lubelskie,
Świętokrzyskie and Podlaskie.
In the TSEZ, 310 permits have been granted so far,
and companies within it have invested nearly PLN 8.56 billion
and employ over 24,100 people. More than 70% of the total
invested capital comes from foreign countries. The entrepreneurs
represent various branches and specialisations, of which
the leaders are: metal and aluminium processing, household
appliances, electronics, chemicals, consumer glass, building
materials and printing.
One of the assets of the TSEZ is that its areas are located in the
vicinity of terminals and transhipment stations of the wide-track
LHS (Linia Hutnicza Szerokotorowa) railway line, enabling the
export and import of goods to and from Eastern Europe and
Asia. The zone is the founder of the Vocational Education Cluster,
within which many technology parks and incubators operate
supporting innovative projects. The SEZ Manager offers investors
a diverse range of investment options: greenfield, brownfield
and BTS-type projects.
TSEZ EURO-PARK WISŁOSAN is managed by Industrial
Development Agency S.A. in Warsaw, which in response to
current needs set up a branch office in Tarnobrzeg together with
offices in Wrocław and Radom.
The maximum amount of state aid for investments carried out
within the TSEZ stands at:
