In order to intensify the Cattle and Buffalo Development in the State of Orissa having the
strategy for building rural economy and to reduce the rising trend of un-employment
situation in the State, Govt of India has been launched “National Project on Cattle and

National Project on Rinderpest Eradiation, Orissa:
During 1954, the Rinderpest Prevention programme was introduced in India. But N.P.R.E.
was jointly launched by the Govt. of India, State Govt., Union Territories and Commission
of European Community on 1.04.1992 as a part of 8th Five year Plan with an aim of
complete Eradication of R.P. within a time bound routine programme, covering three
phases viz:
a. Preparatory Phase
b. Eradiation Phase and
c. Surveillance / Consolidation Phase
Since June’1994, Orissa along with other Zone-B States has been declared provisionally
free of Rinderpest though, India as a whole has been declared provisionally fee of
Rinderpest since 1-3-1998 and awaiting the inspection of auspices of O.I.E. Paris.
3. After completion of Phase-I and II operations, Orissa being a zone-B state has attended
Phase-III i.e. Surveillance / Consolidation phase with effect form 1-4-1997 with a modus
operandi as prescribed by Central Project Management Unit, N.P.R.E, New Delhi.
Surveillance/Consolidation Phase:
The Surveillance activities aim at detection of possible hidden foci of Viral and Bacterial
diseases which helps in identification and timely elimination of any sorts of outbreak of
livestock.
The assignment on surveillance includes the rou8tine programmes like (a) Village search
(b) Stock route search (c) Institutional search (Day Book Inspection) (d) Sero-
Surveillance and (e) Organization of awareness camps.

State Animal Disease Emergency Committee (S.A.D.E.C) has been functioning since
July’2000 under the Chairmanship of Commissioner-cum-Secretary to Govt. of Orissa,
Fisheries and Animal Resources Development Department, Bhubaneswar.
The essence of SADEC is to contain any emergency situation and to eliminate the focus of
infection at the earliest with minimum damage without restoring to vaccination.
Publicity and Communication Campaign
To highlight the achievement of this project:
i. Publicity & communication campaign has been geared up. Talks with message on
Rinderpest Eradication have been telecasted and broadcasted through “Door
Darshan & All India Radio” in local language.
ii. Printing of leaflet, booklets, posters etc. on N.P.R.E. ETC IN LOCAL LANGUAGE
(Oriya) have been prepared and the same have been supplied to all the districts.
iii. Organization of health camps with emphasis on prevention of diarrhea, discharges
and other contagious diseases have been conducted.
iv. As per the latest assignment imparted by the Director (I&C), N.P.R.E, Department
of A.H. & Dairying Ministry of Agriculture, Govt. of India, New Delhi steps are being
taken to conduct awareness camp on present free status of Rinderpest at Block
Headquarters of the State Shortly.
The surveillance phase of N.P.R.E is in active state with its prescribe norms as mentioned
above.

Different Schemes available under A.H. Sector
To elevate the standard of living of the poorest among the poor, Govt. of India hav
created different anti poverty programmes which are functioning in our State. The
agencies monitoring these programmes are DRDAS, ITDAS.( in tribal districts) APICOL
and SC-ST financing corporation to improve the standard of living of our BPL families, SC-
ST communities of the State. The Animal Husbandry activities being a key activity is also
been taken up by these agencies for income generation of our rural poor. In this process,
the farmers who are bellow poverty line are being identified by the Concerned block. They
are categoriesed as follow.

The Scheme for availing loan for the purpose of Animal Husbandry activities are
formulated by NABARD every year. As per the NABARD Schemes, the beneficiaries of
above category below poverty line (BPL family), apply for loan for the concerned block in
turn & block scrutinize the applications on its merit & sponsor it to the concerned Bank for
finance. The Bank sanction these applications on its merit as per the scheme enclosed by
the block. After sanction, the borrowers are given with the required inputs by a
committee formed at Block level, consisting of BDO, Bank & line Department. After that,
the bank claims subsidy to the concerned agency for release of subsidy against the
borrower and the subsidy is adjusted in a borrowers loan account. Regular monitoring &
technical gui9dance to borrower is given by the line Department. Insurance of the inputs
is mandatory and taken up by the concerned Bank on behalf of the borrower till the loan
is repaid.
All the Animal Husbandry activities like Dairy, Goatery, Sheepery, poultry etc. are
monitored according to the above guidelines under different schemes.
6. SGSY
(A) Swarna Jayanti Grama Swarozgar Yoyana
(SGSY)
I. Brief content of scheme:
This scheme has been introduced since 1.4.99 where there is a great scope for
finance under A.H. sector like Dairy, Sheepery, Goatery, Poultry etc in our State.
Here priority has been given on group mode of finance to SHG members
consisting of 10-20 members rather than individual mode of finance and
maximum subsidy provided to SHG group is Rs.1.25 lakhs.

III. Other Support / Training:
Training for Dairy farming can be made available in the concern block.
A.R.D. Department organizes field training of Swarozgaries on dairy
farming and provides required technical know-how as & when.
IV. Eligibility:
Each swarozgary must be come under BPL family.
Priority is given for finance to SHG groups rather than individual finance.
The swarozgari should not be borrowed form any bank or if borrowed , he
should completely repaid the loan.
The SHG should work for minimum 6 mounts & must have obtained 1st
gradation certificate.
The SHG must be experienced on the activity to be taken up
V. Application format
Printed prescribed application formats are available with the progressive
Asst(PA) of all block.
8. VI. Procedure for submission & approval of application:
First of all, the eligible SHG will apply to the concerned BDO on which trade
they are interested for getting loan.
The BDO will fix up a date to conduct selection committee which is
consisting of BDO(P.A), AVAS, Bank manager(F.O.), Panchayat Samiti
member / Sarapanch.
Basing on the past experience of SHG, the selection committee will be
decide on which trade the SHG is eligible for getting loan & VLW will collect
application.
After scrutiny, Block authorities (BDO) will sponsor the loan application to
the concerned bank depending upon the villages alloted to them.
Then after receipt of loan application by the bank, the FO will scrutinize it.
In complete or in admissible loan applications are returned or refunded by
bank to BDO which may be reconsidered after.
The loan applications are sanctioned by bank on merit of each case if
satisfied.
Then intimation is sent to DRDA for release of subsidy.
Then documentation is done by the comprising on the following
procedure:
1. Availability of form / documents / stamps, Cuttack.
2. Intimation to borrower / MDO.
3. Photograph of the borrower
4. Checking corruption of documents.
For SHG finance with group concept, individual documents of group mention is
processed.
Ensuring availability of subsidy, disbursement of laon is made to the S.H.G. by
the banly in phased manner.
As per the guideline of DRDA, the swarozgaris will purchase assets in consultation
with the local Addl. VAS., who will issue the Health certificate of the animals with
proper tagging for identification of animals.
Then health coverage of animals are done properly by local VS, AVAS, LI.

PMRY
Under PMRY finance different Animal Husbandry Schemes are operating in the state to
establish the unemployed youths through gainful activities.
The application should have minimum Qualification matriculate and above and not
employed. The selection of the entrepreneurs done by District Industries Centre for a
particular activity and the beneficiary has to mortgage his/her Certificate to avail the loan.
9. For this PMRY loan the quantum of loan is Rs. 1,00,000 and the eligible subsidy amount is
maximum to Rs. 7500. The subsidy amount borne by DIC of concerned District.
Under this Scheme the poultry and Dairy loan are available to unemployed youth of our
State.

KSK
As per the Agriculture Policy Rule-6 of 1996 the Capital investment subsidy 20% is
available to prospective entrepreneurs of the state under Dairy and poultry sector. The
minimum unit size under broiler farming is 4000 and above capacity, under layer sector it
is 10,000 and above capacity, under Dairy sector 20 milch animals and above.
The modalities to avail this finance, the entrepreneur have to apply the District Krushi
Sahayak Kendra (KSK) in prescribed form. The application is scrutinized in that forum
where the District Agriculture Officer is the Chairperson and different line Dept. as
members. The said committee scrutinizes the application on its merit, then sponsor the
applications to the Bank, desired by the entrepreneur for finance and the recommendation
of the line Dept. also sought for the purpose.
When the line Dept. recommends and Bank satisfied, the farmer is financed and Bank
claims for release the subsidy against the borrower. The maximum ceiling of subsidy is 20
lakhs per cent.
ISNRMPO
EXTERNAL AIDED PROJECTS SUPPORTING ARD:-
The Indo Swiss Natural Resources Management Programme (ISNRMPO) emanated from
Indo Swiss Project Orissa (ISPO) which started its operation in 1991 aiming at uplifting
the living standard of the rural poor through Animal Husbandry interventions. The
partners from the beginning until present are AHD as the main partner; GGGMU as the
2nd partner and some NGOs as 3rd partner. Presently the NRMPO is under Vth phase of
its operation which has started from 01.07.02 & will continue up to 30.06.2006.
The overall goal of NRMPO is to “contribute the reduction of poverty in rural Orissa
through supporting life promoting process, hich enable rural development to be
sustainable, people initiated, people owned and people controlled”. This goal is to be
addressed focusing on 02 major thrust areas i.e. livestock service delivery (LSD) and
livelihood and community organization (LCO).
In the livestock programme, ISNRMPO shifted its focus from activities at field level to HID
oriented interventions at central level comprising training, extension, organization and

During the year 2004-05 following achievements have been made through HID cell
supported by ISNRMPO.
Preparation of curriculum and handouts for 3rd and 4th training camps for basic
L.I. training.
Training of 60 support staff of Directorate on basic computer automation skill and
use of Internet.
Draft presentation of report of OLRDS business Plan.
Preparation of employees information system – Data Base.
