Vuoden sisällä on suomalaisten kehitysjärjestöjen toimintaympäristö kokenut isoja myllerryksiä. Samaan aikaan kansalaisyhteiskunnan tila kapenee uhkaavasti monessa maassa. Suomessa kansalaisyhteiskunnan asema on perinteisesti ollut vakaa ja arvostettu. Vuoropuhelu viranomaisten kanssa on sujunut luontevasti ja rahoitusta on ollut tarjolla moninaiseen toimintaan erilaisille järjestöille. Viimeaikainen kehitys on kuitenkin osoittanut sen, ettei kansalaisyhteiskunnan kannata Suomessakaan tuudittautua siihen, että kansalaisjärjestöjen hyvä asema säilyy itsestään.
