Turned around frequently failing critical surveillance system, keeping it operational within $1.4M budget.
GEODSS/Have Stare (HS) systems had been having excessive emergency maintenance actions. Established budgets,
plans and staffed field service team. Personally responded to an emergency software version release and received
special government acknowledgement. Established yearly maintenance plans for both HS and GEODSS.
Completed five concurrent software version releases, growing one release from $500K to $1.4M. The PAVE
PAWS and BMEWS systems had not been able to complete a software version release in two years. Responsible for
test procedures following step-by-step instructions with explicit pass/fail evaluation criteria. Developed and mandated a
72-hour simulation stress test. Added new ionospheric affects hardware and software to one release, coordinating efforts
with Boeing, Raytheon, associate contractors, government and site personnel.
Upgraded all computer systems within budget and without test delays. Tasked with upgrading all mission and
sensor controller systems to include a new command and control center that would operate global GEODSS sensors.
Established plans, budgets and managed the Test Planning Working Group. Directed the definition of all system
requirements and determined which requirements were not testable. Personally conducted all integration testing,
establishing all sensor start-up, shut down, operating procedures and diagnostics required to bring the telescope system
online prior to system integration into the operational environment.
Grew Litton profit by bringing in fixed-priced project on time and 4% under budget. Fixed-price contract to
develop the RICE-CIF communications interface between the new IBM mission processor and the radar interface and
control equipment. Staffed and led team to identify numerous errors in government specifications, directed the
development of a RICE signal emulator, completed PDR/CDR with a cost savings of $10K, led integrations ensuring all
allocated requirements were met and conducted all hardware and software training. Directed development of a radar
signal emulator which successfully ensured full end-to-end (mission processor through new communications interface to
radar and back) testing on first operational test period.
Led successful effort to win AN/FPS-85 contract. Bid was a firm fixed price effort supporting a small minority owned
business as the prime contractor. Coordinated proposal materials for all prime and LCS efforts laying out plans and
budgets. Primary liaison, coordinated responses to government comments and queries. Directed development of
weather and dome control simulator ensuring end-to-end testing while protecting sensitive telescope equipment from
adverse weather conditions.
Led successful integration of Telemetry Database Manager into upgraded satellite ground systems. As
integration lead, directed instrumentation of delivered software ensuring successful integration into larger Data Systems
Modernization (DSM) Program.
Led operating system upgrade without interrupting bank operations. The bank chose to upgrade from an older
IBM DOS/VM operating system to OS/MVS running on new IBM hardware. Developed an external training plan for all
systems programmers enabling them to be prepared for moving all software to the new hardware and operating system.

Defense Logistics Agency System Consolidation Integration & Test Manager, 2005-2006. Responsible for integration
and formal test activities of major DLA contract to consolidate multiple legacy logistics systems.
SENSOR GEODSS/Have Stare Field Service Team Manager, 2004 to 2005. Direct response to all emergency and
urgent depot maintenance failures at all sites. Generated all project plans, budgets and reports for FY04 and FY05.
Completed initial evaluation of the Have Stare system. Developed system optimization approach to sustain the GEODSS
system in peak performance.
Service Life Extension Program (SLEP) Test Manager, 2001 to 2004. Managed formal test program for inserting newer
components into legacy missile warning phased array radar systems. Replacement components included communications
memory board, solid state module test set, radar controller processor and disk/tape peripherals. Tested program and
verified replacement systems globally.
Litton Industries, 1989 to 2001. One of the nation’s leading shipbuilders.
PRC SSPARS Software Maintenance Task Manager, 1999 to 2001. Managed five concurrent software maintenance
releases for BMEWS and PAVE PAWS sensors. Developed catastrophic failure recovery plans for SSPAR systems,
converted data reduction tools to PC platform, and developed prototype of communications controller buffering restriction
solution.
PRC Lead Test Engineer on ISISS contract, 1997 to 1999. Supported ground-based Electro-Optical Deep Space
Surveillance (GEODSS) Modification Program (GMP). Produced the DT&E Test Plan in support of GMP formal validation
program. Conducted Formal Qualification Tests (FQTs) on the Auxiliary Instrumentation Software and Vendor Support
Software. Established processes for FQT of the Data Processing Software CSCI.
PRC GMP Engineer at GEODSS Site 1 White Sands Missile Range in support of USAF Operational Assessment, 1996 to
1997. Assisted operations personnel in starting, operating, and stopping system. Assisted in developing, documenting and
training workarounds to system limitations. Documented deficiencies and provided statistics on system performance.
PRC GMP Training Facilitator for Maui GEODSS site training, 1996 to 1997. GMP hardware maintenance and operations
training.
PRC Systems Engineer in support of GMP, 1996 to 1997. Produced the System / Segment Specification for the Optical
Command, Control, and Communications Facility (OC3F) for GMP. Manning Analysis Working Group. Lead responsible
for initial manual operations resource analysis and staffing allocations.
Systems Engineer, on ISISS contract in support of software maintenance for the Pave Paws phased array radar system,
1995. Developed problem report tracking database to ensure all information concerning software releases were
consolidated into one data repository for LCS efforts.

Engineering Project Manager (EPM) for the AN/FPS-85 Computer Rehost contract, 1994 to 1995. Managed radar
communications interface (RICE-CIF) segment hardware and software development effort.
SCITOR Corporation, 1986-1989. Orbit Engineer. Responsible for providing orbital operational support to multiple
Mission Control Complexes (MCCs). Set up procedures for identifying and tracking orbital database deficiencies. Verify and
validate software and database deliveries maintaining database operational launch readiness, participated in MCC
Requirements Screening Panel ensuring orbit shop issues received appropriate priorities maintaining professional
relationships with DOD, civil service and multiple contractor organizations.
Telos Federal Systems, 1982-1986. Senior Member of Technical Staff/Facility Security Officer, Colorado Springs,
CO. Security responsibilities included writing two Physical Security Plans as well as two AIS Processing Plans. All plans
were approved on first review of the appropriate Government organizations. Performed all reviews of security logs and
audits by DISCO. Maintained working relationships with DISCO, Denver Burglar Alarm and FBI.
Acted as management lead in costing, staffing, planning, controlling and reporting on the development of
microprocessor based systems using C/SSR methodologies. This included generating reports for management as well as
customer organizations.
Team member in design, development and delivery of an imbedded microprocessor turnkey system (TACFIRE simulator).
This effort was a hardware/software development effort carried out through the use of Structured Analysis and Design
Techniques. Utilized data flow diagrams, data dictionaries and process specifications leading to transaction/transform
analysis for the detailed design. Chaired DOD-STD-2167A and MIL-STD-1521B compliant PDR and CDR with Telos
management and Army participation.
Volunteered for special assignment to Fort Wayne, Indiana working with Magnavox on a winning proposal to Harris
Corporation, FL. Proposal was for a hardware/software Voice Communications Switching and Control System for Air Traffic
Control. Software proposal used draft version of DOD-STD-2167. Magnavox requested additional support in integrating
their portion of the proposal into Harris' proposal requiring additional travel from Indiana to Florida.
Also performed duties as Telos Deputy Operations Manager for the Colorado Springs facility.
Member of Technical Staff, Houston, TX. Responsible for development and integration of the Telemetry Database
Manager (TLM) for the USAF Data Systems Modernization (DSM) program. The DSM system required all design PDL to
be in Ada and implemented in Jovial J73. After only three months with Telos, was assigned responsibility for schedules and
deliverables for the TLM Database Manager. This included travel from Houston, TX to Gaithersburg, MD to assist IBM
during integration of Telos deliverables. While in Gaithersburg also assisted IBM in debugging Contact and Commanding
functions as well as the Data Management CPCIs. Developed the interactive report generation for the Telemetry
Decommutation CPC while assisting in debug of report generation approach designed by IBM. Also played an integral part
in completing final delivery of the Telemetry Decommutation CPC. Provided VSAM expertise not only to Telos, but also to
IBM, Houston.

Team member for Teleprocessing Applications. Responsible for maintenance in the following applications:
Demand/Deposit Accounts, Savings Accounts, and Installment Loans. Responsible for development and installation of a
Bank Card Authorization system. Responsible for the training of entry and intermediate level programmers in Command
Level CICS programming. Concurrent with the training class developed Network Status System for banks teleprocessing
network including teller stations and ATM network (WAN). The Network Status System was also designed to monitor LAN
PC/printer resources and control of maintenance activities. Assisted in integration of the system into Network Control
Station operations. Planned and coordinated all applications and systems programmer training in preparation for conversion
from IBM DOS to MVS. Determined all application system milestones required for the conversion from IBM DOS to MVS.
Omaha Public Power District, 1979-80. Programmer Analyst.
Programmer/analyst teleprocessing applications. Responsible for development of following teleprocessing
applications: Tree Trimming Analysis and Control, Accounts Payable Invoice Entry, Investment Analysis and Control and
Cash Flow Analysis. First six months self-taught CICS coding, DL/I database, and VSAM file management. Last six

Clarkson Hospital, 1978-79. Computer Programmer.
Applications Programmer. Responsible for development of Cancer Patient Registration System required by Federal
regulation. Introduced structured programming (IBM assembler) and team programming concept yielding first in-house
developed system to be integrated into the hospitals production environment. Participated in all levels of briefings,
management, doctor, user, medical records and DP department.
United States Air Force, 1973-78.
SAC HQ. Applications programmer responsible for rewriting satellite terrain mapping software and bringing system
documentation up to current SAC standards (predecessor of DOD-STD-2167). This included complete Maintenance, User,
and Operations manuals.
Project Olive Harvest. Communications relay operator and flight path monitor.
San Vito Air Station. Radio communications traffic analyst for Soviet long range bomber and strategic rocket forces.
National Security Agency. Operated remote computer terminal for Long Term Analysis Branch. This involved
running regular scheduled and special request jobs on a large IBM mainframe network. Wrote one-time programs to
manipulate data for intelligence analysts.
