• Lead data engineer using Microsoft Access and SQL to improve the workflow of the division organizational data for
improved use by the Maryland State tax payer.
• Transition data sets stored using existing legacy systems into Microsoft Access databases in order for Maryland State
Governor to have faster numbers at a moments need. Part of this effort is to transition legacy data into from
spreadsheets into Microsoft Access Data Sets.
• Work with over twenty NR housing programs to understand the workflow to determine the proper systems analysis
required to facilitate more efficiency within the individual NR programs from Maryland tax payer as the recipient
through the Federal Government Housing and Urban Development (HUD) using existing automation.

rollout by coordination with the Combatant Commands for CONOPS plus work with ARSTRAT on Satellite loading

• Provided and oversee the Joint MDA requirements for SPACE segment planning using the Joint Satellite Database

• Transitioned MDA DATMS type circuits into new DISN circuits using current technology as part of the Command
and Control Ballistic Missile Communication (C2BMC) Spiral 8.2 build-out.
• Let DISA Seniors and MDA Seniors for quarterly reviews to discuss DOD wide issues on DOD DISN and MDA
circuits’ activation connectivity.
• Educated and trained MDA users on Defense Connect online (DCO) and Air Force TSCMIS.
Senior NMCC Engineer DISA National Military Command Center (NMCC) Branch Mar 2008–Jun 2010
• Led the National Military Command System (NMCS) reference guide project which documents the architectural
artifacts of all the Nuclear Systems deployed at the Pentagon NMCC.
• Engineered and tested the NMCS network topology by designing/requesting circuit using Telecommunication Service
Request (TSRs) to ensure the large portion of the NC3 systems, its warning and assessment sensors, fixed ground
facilities, Mobil (ground, air and maritime) facilities, and transport (networks and communications) is contained
within the NMCS.
• Acted as primary task monitor overseeing the Raytheon Company on 10 million dollar 8 year contract.
• Provided onsite Project Management support to the Secretary of the Air Force, Office of Warfighting Integration’s
(A6) Warfighting Capability Demonstration Center (WarCap).
• Managed the day-to-day work loads, costs and schedules for eight full-time technical and administrative individuals.
• Managed annual budget of $1.6M for Fix Price LOE contract.
• Providing C&A guidance for Department of Defense Information Assurance Certification and Accreditation Process
(DIACAP) of office networks.
• Provided daily contract cost and schedule reporting to the Quality Assurance Personnel and COTR.
• Prepared contract deliverables in a timely manner, focused on quality-of contents.
• Guided the integration, testing, and training of the first fully integrated Pentagon conference room with the Defense
Connect Online (DCO) collaboration system.
• Provided financial cost data analysis in support of Government Unfunded Requirements Request (UFR). Resulting

• Managed the Contract Data Requirement List (CDRL) and Contract Line Items (CLINs) which led to technology
upgrades and expansion of mission and operational capability.
• Oversaw and led the DOD Threat Reduction Agency (DITRA) Raptor HEMP testing and voice quality testing from
the Pentagon Radio systems communicating with airborne E-4B National Airborne Operation Center (NAOC). This
included measuring Electromagnetic Pulse (EMP) leakage from HEMP cabinets/Raptor nodes at Site 4, Site 1 and the
AT&T node sites.
• Directed the Multifunction Display Adapter (MDA)/Safe Net KIV 7M and KIV 19 i.e., Encryption/decryption device
testing and prototype effort between Site-R and Pentagon to replace the STU-3 phones. The results indicated that the
KIV 7M and KIV 19s proved it can be ported to other nodes on the NAOC aircraft and other Defense Red Switch
Network (DRSN) nodes.
• Led other projects like the National Contingency Suite that was replaced by the Battle Control Systems Fixed (BCS-
F) where the system displays the situation awareness of the air space showing NORAD flights and non-registered
flights around the POTUS and DOD Secretary aircraft are protected while they flying.
• Lead engineer to oversee the Site-R/C GSC-49 upgrade to the GSC-52v(6) Satellite terminals/radoms installation for
WLAN/EPAC circuits

• Developed the Net Centric Enterprise Services (NCES) Test Evaluation Master Plan (TEMP) for Milestone – B which

Senior NMCC Engineer DISA National Military Command Center (NMCC) Branch Mar 2008–Jun 2010 • Led the National Military Command System (NMCS) reference guide project which documents the architectural artifacts of all the Nuclear Systems deployed at the Pentagon NMCC. • Engineered and tested the NMCS network topology by designing/requesting circuit using Telecommunication Service Request (TSRs) to ensure the large portion of the NC3 systems, its warning and assessment sensors, fixed ground facilities, Mobil (ground, air and maritime) facilities, and transport (networks and communications) is contained within the NMCS. • Acted as primary task monitor overseeing the Raytheon Company on 10 million dollar 8 year contract. • Provided onsite Project Management support to the Secretary of the Air Force, Office of Warfighting Integration’s (A6) Warfighting Capability Demonstration Center (WarCap). • Managed the day-to-day work loads, costs and schedules for eight full-time technical and administrative individuals. • Managed annual budget of $1.6M for Fix Price LOE contract. • Providing C&A guidance for Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) of office networks. • Provided daily contract cost and schedule reporting to the Quality Assurance Personnel and COTR. • Prepared contract deliverables in a timely manner, focused on quality-of contents. • Guided the integration, testing, and training of the first fully integrated Pentagon conference room with the Defense Connect Online (DCO) collaboration system. • Provided financial cost data analysis in support of Government Unfunded Requirements Request (UFR). Resulting funds were appropriated which ensured continuity of operations for Fy2010. • Managed the Contract Data Requirement List (CDRL) and Contract Line Items (CLINs) which led to technology upgrades and expansion of mission and operational capability. • Oversaw and led the DOD Threat Reduction Agency (DITRA) Raptor HEMP testing and voice quality testing from the Pentagon Radio systems communicating with airborne E-4B National Airborne Operation Center (NAOC). This included measuring Electromagnetic Pulse (EMP) leakage from HEMP cabinets/Raptor nodes at Site 4, Site 1 and the AT&T node sites. • Directed the Multifunction Display Adapter (MDA)/Safe Net KIV 7M and KIV 19 i.e., Encryption/decryption device testing and prototype effort between Site-R and Pentagon to replace the STU-3 phones.
